Resolution No. 85471 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 RESOLUTION NO. 8547 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON AUTHORIZING THE ISSUANCE OF REQUEST FOR PROPOSAL FOR WEED ABATEMENT AND GENERAL TRASH CONTROL WHEREAS, the City of Vernon is interested in obtaining proposals from qualified landscape contractors to perform general weed abatement and trash removal within the boundaries of the City in two phases, the first phase of which consists of a one-time comprehensive cleanup of all City streets, parkways, median islands and designated parking facilities and the second phase of which consists of ongoing general weed and trash control maintenance; and WHEREAS, on October 6, 2004, the Finance Committee considered the recommendation of Bruce V. Malkenhorst, Director of Finance, dated September 16, 2004, that the City issue Request for Proposal for Weed Abatement and General Trash Control ("RFP") pursuant to Section 2.29-2 of the Vernon City Code. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF VERNON AS FOLLOWS: SECTION 1: The City Council of the City of Vernon hereby finds and determines that the recitals contained hereinabove are true and correct. SECTION 2: The City Council of the City of Vernon hereby directs the City Administrator/City Clerk, or his designee, to issue the RFP, a copy of which is attached hereto as Exhibit A and incorporated by reference, to one or more qualified landscape contractors, and to report to the City Council on the proposals received with a recommendation for action. 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 SECTION 3: The City Clerk of the City of Vernon shall certify to the passage of this resolution, and thereupon and thereafter the same shall be in full force and effect. FOZZEBON Director of Environmental Health FAX: (323) SM4320 REQUEST FOR PROPOSAL FOR WEED ABATEMENT AND GENERATE TRASH CONTROL SEPTEMBER 2004 INTENT The City of Vernon is seeking proposals from qualified Landscape Contractors to perform general weed abatement and trash removal within the boundaries of the City. The first phase of the above -mentioned work consists of an initial one-time cleanup of all City streets, parkways, median islands and designated panting lots_ The second phase shall focus on general weed and trash control. In comparing proposals, consideration will not be confined to fee only. The successful contractor will be one who meets the City's criteria in terms of expertise, experience, quality and delivery of product_ The City reserves the right to reject any or all proposals or any part thereof, and to waive any minor technicalities. There is no obligation on the part of the City to award the contract to the lowest fee consultant submitting a responsive proposal_ 09/08/2004 11:09 FAX 323 581 7924 CITY OF VERNON4 J LEHR lih004 The City requires the successful contractor to provide proof of insurance, including a standard certificate of insurance, in at*least the amounts and coverage indicated on the Insurance Schedule (Contractor). Additionally, the contractor shall provide a CG20101185 endorsement for this project_ SCOPE OF WORK 1) The contractor shall perform a one-time cleanup that will consist of the following: • The weed abatement shall include the removal of all weeds along City sidewalks, median islands, tree wells and panting lots; • General trash cleanup shall include and encompass City streets and sidewalks; • The contractor shall apply a pre -emergent at all dense weed colonies for current and fature weed control; and • The contractor shall provide three to four inches of mulch for all tree wells where applicable and/or as directed by the City. 2) At the completion of the initial cleanup, the contractor shall provide a weed and trash control program. It shall be the responsibility of the contractor to access the general condition of the City in terms of weeds and trash to ensure that the City is kept weed and trash free on a consistent basis. Proposal Format: The Proposal must be concise, well organized and demonstrate the Contractor's and the individual team members' qualifications and experience related to the proposed project. The Proposal shall include, as a minimum, the following information, 1. Executive Summary: A concise executive summary of the Proposal, identifying the entity and/or the team being presented for evaluation. The summary should include a brief history of the organization, its organizational structure, and background and relevant experience. 2. Identity of Firm: Form of business (corporation, partnership, or other), location and address, telephone, fax number, e-mail address and contact person for response. 3. A statement as to the firm's history as an established entity. 4. A statement demonstrating understanding of the project. Include identification of key issues and potential obstacles. Previous experience of the firm and/or team in performing work similar to that proposed. 6. Office from which the project will be administered. 7. A list of proposed sub -consultants and their role in the effort. 8- A project -specific organizational chart identifying key project personnel by name mid title. 9. Names, telephone numbers and addresses of a minimum of three (3) existing or former clients on similar projects, who may be contacted as references. 10. Project Cost: Provide a list of complete project costs including working hours for each team member, by task, along with the proposed hourly rates and costs extended and summarized. The work task items described in the Request for Proposal are only a guide to the anticipated minimum scope of work. in addition, the proposal shall include all elements of design and support services, which can reasonably be anticipated to complete this project. There is no limit to the total number of pages included in your proposal. However, proposals should be as concise as possible while still conveying all required information. Any proposal received after that time will not be considered. The following items address general proposal preparation issues: • The consultant is solely responsible for any costs bicurred by responding to this Request for Proposal; • The proposal shall be signed by au official authorized to bind the consultant to the proposal and contract; • The proposal shall be valid for 180 days; • The contents of the proposal and the Request for Proposal may become a contractual obligation; • All work shall be performed in accordance with usual and customary standards of care for similar work performed in this area; • The consultant shall provide and pay for all printing and reproduction; and • City action on proposals normally will be taken within 45 days of opening; however, no guarantee or representation is made herein as to the time between the proposal opening and subsequent action. Criteria for Selection: A committee of City staff members will evaluate and rank the qualified proposals in response to the Request for Proposal_ If deemed necessary by the staff committee, the top ranked consultants will be invited to an oral interview before the committee. Please be advised that if the City Attorney determines there is a conflict of interest that would prevent the City from contracting with a firm, then that proposal shall be disqualified. Evaluation of proposals and interviews will include the following criteria: • Experience, credentials and time commitment of the Project manager and other key personnel assigned to the project; • Experience of the consultant in completing projects of a similar nature; • Responsiveness to the project objectives and preparation of an all-inclusive scope of work; • Ability to meet the project schedule; and 4 09/08/2004 11:10 FAX 323 581 7924 CITY OF VERNON J LEHR Z 007 • Professional fees. The most qualified firm, based on submitted information and the interviews, will be selected to enter into the Agreement with the City.
