RESOLUTION NO. 8561
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
VERNON APPROVING RESOLUTION NO. RA-245 WHICH
APPROVES AN AMENDMENT TO APPENDIX NO. 1 OF
RESOLUTION NO. RA-5, AS AMENDED, FOR THE CONFLICT
OF INTEREST CODE OF THE REDEVELOPMENT AGENCY OF THE
CITY OF VERNON
WHEREAS, by Resolution No. RA-5, adopted September 5, 1989,
the Redevelopment Agency of the City of Vernon ("Agency") approved a
Conflict of Interest Code (the "Code") and submitted the Code to the
City Council of the City of Vernon pursuant to Sections 87300 et seq.
of the California Government Code; and
WHEREAS, by Resolution No. 5668, adopted September 5, 1989,
the City Council found that the Code submitted by the Agency met the
criteria of California Government Code Section 87302 and approved the
Code for the Agency; and
WHEREAS, by Resolution No. RA-29, adopted May 7, 1991, the
Agency approved an amendment to Appendix No. l of Resolution No. RA-5,
and submitted the amendment of the Code to the City Council of the
City of Vernon for approval; and
WHEREAS, by Resolution No. 5921, adopted May 7, 1991, the
City Council found that the amendment to the Code submitted by the
(Agency met the criteria of California Government Code Section 87302,
and approved the amendment to the Code for the Agency; and
WHEREAS, by Resolution No. RA-88, adopted October 1, 1996,
the Agency approved an amendment to Appendix No. 1 of Resolution No.
RA-29 and submitted the amendment of the Code to the City Council of
Ithe City of Vernon for approval; and

WHEREAS, by Resolution No. 6859, adopted October 1, 1996,
the City Council found that the amendment to the Code submitted by the
Agency met the criteria of California Government Code*Section 87302,
and approved the amendment to the Code for the Agency; and
WHEREAS, on October 9, 2002, the Agency adopted Resolution
No. RA-218 approving an amendment to Appendix No. 1 of Resolution No.
RA-88 and submitted the amendment to the City Council of the City of
Vernon for approval; and
WHEREAS, on October 9, 2002, the City Council of the City of
Vernon adopted Resolution No. 8075 approving the amendment to the Code
of the Agency; and
WHEREAS, the Agency wishes to approve an amendment to
Appendix No. 1 of Resolution No. RA-218 to delete, add and/or modify
certain positions as designated employees required to report financial
interests under designated disclosure categories and submit the
amendment to the City Council of the City of Vernon for its approval;

WHEREAS, by letter dated September 29, 2004, Bruce V.
Malkenhorst, City Administrator/City Clerk, has recommended that the
Code be amended.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF VERNON AS FOLLOWS:
SECTION 1: The City Council of the City of Vernon hereby
finds and determines that the recitals contained hereinabove are true
and correct.
SECTION 2: The amendment to Appendix No. 1 of Resolution
Nos. RA-5, RA-29, RA-88 and RA-218 for the Conflict of Interest Code
of the Agency submitted by the Agency and provided for in Resolution

No. RA-245 is hereby approved.
SECTION 3: The Conflict of Interest Code is deemed amended
by the Agency pursuant to Sections 87303, 87306 and 87306.5 of the
California Government Code.
SECTION 4: The City Clerk of the City of Vernon shall
certify to the passage of this resolution, and thereupon and
thereafter the same shall be in full force and effect.
