A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
VERNON AUTHORIZING THE ISSUANCE OF REQUEST FOR
PROPOSAL FOR HYDRAULIC ANALYSIS OF THE VERNON WATER
DISTRIBUTION SYSTEM
WHEREAS, the City of Vernon operates its own water
distribution system; and
- WHEREAS, it is an open system with a 0.75 million gallon
elevated tank; and
WHEREAS, the elevated tank serves as the primary pressure
control mechanism for the water system; and
WHEREAS, the City of Vernon is interested in obtaining
proposals from qualified engineering firms to provide a hydraulic
analysis of the water distribution system to determine the feasibility
of operating the distribution system as both an open to atmosphere and
closed to atmosphere (without elevated tank) distribution system; and
WHEREAS, a closed system distribution system would allow the
City to deliver water to its customer's without the services of the
elevated tank in the event the elevated tank becomes inoperable; and
WHEREAS, on October 20, 2004, the Finance Committee
considered the recommendation of Bruce V. Malkenhorst, Director of
Finance, dated October 14, 2004, that the City issue Request for
Proposal for Hydraulic Analysis ("RFP") pursuant to Section 2.29-2 of
the Vernon City Code.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF VERNON AS FOLLOWS:
SECTION 1: The City Council of the City of Vernon hereby
finds and determines that the recitals contained hereinabove are true

and correct.
SECTION 2: The City Council of the City of Vernon hereby
directs the City Administrator/City Clerk, or his designee, to issue
the RFP, a copy of which is attached hereto as Exhibit A and
incorporated by reference, to one or more qualified engineering firms,
and to report to the City Council on the proposals received with a
recommendation for action.
- SECTION 3: The City Clerk of the City of Vernon shall
certify to the passage of this resolution, and thereupon and
thereafter the same shall be in full force and effect.

The City of Vernon is seeking proposals and statements of qualifications from qualified
engineering firms to provide a hydraulic analysis of the water distribution system. The
results of the analysis should provide the City with information needed to develop
recommendations on how the City can operate as both an open to atmosphere and closed
to atmosphere distribution system.
PROPOSAL FORMAT
The proposal shall include, at minimum, the following items:
• Letter of Transmittal.
Executive Summary — Limit to two pages.
• Understanding of, and approach to, the project.
• Experience with similar projects completed in the past three years and related
references.
• Qualifications of the firm members and their commitment to the project.
• A detailed description of the Scope of Work.
• A schedule.
• Professional fees in a separate sealed envelope.
Insurance: Before the contract is awarded, the City of Vernon requires the consultant to
provide proof of insurance, including a standard certificate of insurance, in at least the
amounts and coverage indicated on the insurance schedule. In addition to the standard
certificate of insurance, proof of general and umbrella liability coverage shall also be
furnished in the form indicated on the attached insurance schedule.
Bid Deadline: All bids must be delivered to the City of Vernon Department of
Community Services by November 18, 2004, 2:00 P.M. local time.

The Scope of Work Items described in this Request for Proposal are only a guide to the
anticipated minimum scope of work. In addition to the above items, the proposal shall
include all elements of design and support services, which can reasonably be anticipated
as needed to complete this project.
There is no limit to the total number of pages included in your proposal. However,
proposals should be as concise as possible while still conveying all required information.
Submit one original and two copies of the proposal and one original of the Professional

PROPOSAL SCHEDULE
Competitive sealed proposals will be accepted until November 18, 2004, 2:00 P.M. local
time. Any proposal received after that time will not be considered.
The following items address general proposal preparation issues:
• The consultant is solely responsible for any costs incurred by responding to this
Request for Proposal;
• The proposal shall be signed by an official authorized to bind the consultant to the
Proposal and Contract;
• The proposal shall be valid for 180 days;
• The contents of the proposal and the Request for Proposal may become a
contractual obligation. The consultant shall comply with all Federal, State and
Local regulations governing any aspect of the project, including conflict of
interest laws and regulations;
• The consultant shall cooperate with the City and shall promptly and appropriately
respond to design review/plan check comments made by the City, on the City's
behalf, or by other regulatory agencies;
• All work shall be performed in accordance with usual and customary standards of
care for similar work performed in this area;
• The Consultant shall provide and pay for all printing and reproduction of all
drawings and specifications until design drawings and specifications are approved
by the City and other agencies and construction documents are ready for bidding;
• City action on proposals normally will be taken within 45 days of opening,
however, no guarantee or representation is made herein as to the time between the
proposal opening and subsequent action; and
•- The City reserves the right to accept or reject any and/or all proposals, to waive
irregularities and technicalities, and to request resubmission. There is no
obligation on the part of the City to award the contract to the lowest bidder and _
the City reserves the right to award the contract to the most qualified bidder
submitting a responsive proposal with a resulting negotiated agreement which is
most advantageous and in the best interests of the City. The City shall be the sole
judge of the proposal and the resulting negotiated agreement that is in its best
interest and its decision shall be final.
SCOPE OF WORK
Data Collection:
• The consultant shall collect relevant background information for the project and
develop a data request list for information needed to develop a computer model to
analyze the water distribution system. The City will provide the consultant with
key documents containing information on the water distribution system;
• The consultant shall develop block diagrams and a basic inventory of the City's
current control system. This shall include potential control system enhancements
to address safety and water quality issues;
• Prior to submittal of the first draft report, the consultant shall submit a proposed
outline of the final report for review by City staff to ensure all objectives are met;
• The consultant shall develop a hydraulic computer model using a computer
program to be determined by the consultant. The computer model shall include
wells, booster pumping stations and reservoirs;
• The computer model shall be calibrated using -tests conducted on the water
system. The consultant shall direct, observe and record the results associated with
the testing;
• Test simulations shall be conducted by the consultant using the computer model
to replicate field conditions. Friction coefficients of the distribution lines shall be
adjusted until 90 percent of the field measurements are within 10 percent of the
model results; and
• The consultant shall document and provide to the City all of the information and
assumptions used in the development of the computer model.
Hydraulic Analysis:
The consultant shall use the developed computer model to analyze the existing and
proposed operations of the City's water distribution system. The following computer
simulations shall be performed:
Existing System:
• Average day demands;
• Maximum day demands;
• Peak hour demands;
• Fire flows with maximum day demands; and
• 24-hour extended period simulation.
Proposed System: Closed System Scenario (without Elevated Tank):
• Average day demands;
• Maximum day demands;
• Peak hour demands;
• Fire flows with maximum day demands; and
• 24-hour extended period simulation.
The Elevated Tank shall be simulated at a maximum level of 20-feet or 600,000 gallons
to evaluate seismic upgrade recommendations made in a previous study:
• Average day demands;
• Maximum day demands;
• Peak hour demands;
• Fire flows with maximum day demands; and
• 24-hour extended period simulation.
Recommended Improvements•
• Based on the results of the hydraulic computer analysis, the consultant shall
develop pump and SCADA recommendations and a block system diagram
relating to the City's pump stations and the water distribution system as an
integrated water delivery system. The recommendations shall include both manual
and automatic types of controls;
• The SCADA upgrades shall also address automating other systems related to the
water distribution system including water treatment devices;
• The consultant shall provide a cost estimate to the City based upon the
recommendations; and
• The consultant shall submit to the City a report summarizing their findings and
recommendations base upon information derived from the computer model.
CRITERIA FOR SELECTION
A Committee of City staff members will evaluate and rank the qualified proposals in
response to the Request for Proposal. If deemed necessary by the staff Committee, the top
ranked Consultants will be invited to an oral interview before the Committee. The
professional fee envelopes will be opened only after the consultants are ranked based
upon their qualifications.
Please be advised that if the City Attorney determines there is a conflict of interest that .
would prevent the City from contracting with a design team, then that proposal shall be
disqualified.
Evaluation of proposals and interviews will include the following criteria:
• Experience, credentials and time commitment of the Project Manager and other key
personnel assigned to the project.
• Experience of the consultant in completing projects of similar nature.
• Responsiveness to the project objectives and preparation of an all-inclusive scope of
work.
• Ability to meet the project schedule.
• Professional fees.
The most qualified firm, based on submitted information and the interview, will be
selected to enter into the Agreement with the City. The City reserves the right, in_their
sole discretion, to reject any and all proposals if such action is determined to be in the
best interest of the City.
