RESOLUTION NO. 8572
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
VERNON APPROVING AND ADOPTING A NATURAL HAZARDS
MITIGATION PLAN
WHEREAS, the Federal Disaster Management Act of 2000, which
amended the Robert T. Stafford Disaster Relief and Emergency Assistance
Act (42 U.S.C. 5133), requires every local, county and state government
to have an approved Natural Hazards Mitigation Plan ("Plan") by
November 1, 2004, in order to be eligible for pre- and post -disaster
grants and funding; and
WHEREAS, Vernon's Plan focuses on potential impacts of
earthquakes, flooding and windstorms and includes an assessment of
these natural hazards, a plan to mitigate them, and methods of
monitoring, evaluating, and updating the Plan at least every five (5)
years; and
WHEREAS, the Director of Community Services & Water has
submitted a copy of the Plan to the Office of Emergency Services
("OES") for its review and approval; and
WHEREAS, on September 16, 2004, the Director of Community
Services & Water published a Notice in the Metropolitan News -
Enterprise, which was determined to be a newspaper of general
circulation nearest to the City most appropriate for this purpose,
that the City of Vernon was preparing a Hazard Mitigation Plan
covering natural hazards impacting the community; and
WHEREAS, a copy of the Declaration of Publication is attached
hereto as Exhibit A and incorporated by reference, which indicated that
a draft copy of the Plan was available for inspection and comment by

the public; and
WHEREAS, by letter dated October 14, 2004, Bruce V.
Malkenhorst, City Administrator/City Clerk, has recommended that the
Plan be approved and adopted.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF VERNON AS FOLLOWS:
SECTION 1: The City Council of the City of Vernon hereby
finds and determines that the recitals contained hereinabove are true
and correct.
SECTION 2: The City Council of the City of Vernon hereby
approves and adopts the Natural Hazards Mitigation Plan, a copy of
which has been presented to the City Council concurrently with this
Resolution, and the City Council hereby orders said Plan to be
received and filed by the City Clerk.
SECTION 3: The City Clerk of the City of Vernon shall
certify to the passage of this resolution, and thereupon and
thereafter the same shall be in full force and effect.
APPROVED AND ADOPTED this 20th day of October, 2004.
