' .' 1 2 3 RESOLUTION NO. 8637 4 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON EXPRESSING ITS CONDITIONAL SUPPORT OF THE COMMUNITY BASED DESIGN CONCEPTS AS THE LOCALLY PREFERRED STRATEGY PURSUANT TO THE MAJOR CORRIDOR STUDY FOR THE 1-710 FREEWAY AND EXPRESSING ITS SUPPORT OF THE 1-710 OVERSIGHT POLICY COMMITTEE'S APPROVAL OF THE TIER 2 REPORT AS A GUIDANCE DOCUMENT ONLY FOR THE ENVIRONMENTAL PROCESS 5 6 7 8 9 WHEREAS, the City of Vernon ("City") is a member of the 10 Gateway Cities Council of Governments (the "Gateway COG") a joint 11 powers authority established to address the issues, including . 12 transportation issues, which affect cities within the Gateway COG 13 region; and 14 WHEREAS, the Gateway COG entered into a Memorandum of 15 Understanding dated May 26, 2000 (the "MOU") with the California 16 Department of Transportation ("CALTRANS"), the Los Angeles County 17 Metropolitan Transportation Authority ("MTA"), and the Southern 18 California Association of Governments ("SCAG") to participate in a 19 Major Corridor Study for Interstate 710 ("1-710 MCS"); and 20 WHEREAS, on August 8, 2000, the City Council of the City of 21 Vernon adopted Resolution No. 7596 approving an Implementation 22 Agreement with the Gateway COG respecting participation in a major 23 investment study to identify potential improvements to the 1-710 24 Corridor; and 25 WHEREAS, the 1-710 MCS constitutes a comprehensive 26 evaluation of the freeway corridor, parallel arterials and other 27 elements of the system's infrastructure, including goods movement and 28 an analysis of qualify of life impacts on local communities including " . ' " 1 public health; and 2 WHEREAS, the MCS examined numerous alternatives for 3 addressing the concerns associated with the 1-710; and 4 WHEREAS, the 1-710 Oversight Policy Committee established 5 both Community and Corridor Level Community Advisory Committees (also 6 known as Tier 1 and Tier 2) to actively participate in the study 7 process; and 8 WHEREAS, the City has a representative on the Tier 2 9 Committee; and 10 WHEREAS, the Tier 2 Community Advisory Committee and the 11 Technical Advisory Committee have recommended to the Oversight Policy . 12 Committee a report entitled "1-710 Major Opportunity/Strategy 13 Recommendations and Conditions;" and 14 WHEREAS, because City staff were concerned that no 15 determination has been made on how the 1-5 and 1-710 freeways would be 16 interconnected due to environmental concerns raised by the City of 17 Commerce and the County of Los Angeles, City staff requested that the 18 improvements in the Vernon area continue to be shown as under study; 19 and 20 WHEREAS, the City cannot fully endorse the design concepts as 21 the locally preferred strategy pursuant to the 1-710 MCS until it has 22 been fully advised of the total proposed improvements at the 1-5 and 1- 23 710 interchange; and 24 WHEREAS, the City conditionally supports the design concepts, 25 including the construction of an additional lane in each direction on 26 the freeway in the Vernon area, the construction of a new interchange 27 at the 1-710 Slauson intersection, a reconstruction of the 1-710 28 Atlantic/Bandini Interchange and the construction of truck lanes with a - 2 - . .. ,. 1 direct connection to the railroad yards, as the locally preferred 2 strategy for purposes of environmental analysis in the next phase of 3 the process and reserves its right to change its position based on the 4 outcome of the 1-5 and 1-710 interchange study; and 5 WHEREAS, the City supports the 1-710 Oversight Policy 6 Committee's approval of the Opportunity/Strategy Recommendations and 7 Conditions of the Tier 2 report as a guidance document only for the 8 environmental analysis in the next phase of the process. 9 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE 10 CITY OF VERNON AS FOLLOWS: 11 SECTION 1: The City Council of the City of Vernon hereby 12 finds and determines that the recitals contained hereinabove are true 13 and correct. 14 SECTION 2: The City Council of the City of Vernon hereby 15 conditionally supports the 1-710 Oversight Policy Committee approval 16 of the design concepts developed as the locally preferred strategy 17 pursuant to the Major Corridor Study for the 1-710 Corridor for 18 purposes of environmental analysis in the next phase of the process of 19 examining potential improvements to the 1-710 Corridor, subject to the 20 opportunity to change its position based on the outcome of the 1-5 and 21 1-710 interchange study and a final determination of impacts to 22 Vernon. 23 SECTION 3: The City Council of the City of Vernon hereby 24 recommends to the Oversight Policy Committee approval of the 25 Opportunity/Strategy Recommendations and Conditions of the Tier 2 26 Committee as a guidance document only for the environmental analysis 27 in the next phase of the process of examining potential improvements 28 to the 1-710 Corridor. - 3 - . . 1 SECTION 4: The City Council of the City of Vernon hereby 2 directs the City Clerk, or his designee, to send a copy of this 3 Resolution to: 4 5 6 1-710 Major Corridor Study Attn.
