A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
VERNON APPROVING AND AUTHORIZING NOTICE INVITING
SEALED PROPOSALS OR BIDS FOR THE PURCHASE OF THREE
2005 CHEVROLET TAHOE VEHICLES FOR THE POLICE
DEPARTMENT

7 WHEREAS, the Police Department has determined that needs to
8 replace three (3) existing Police vehicles that are older, need
9 increased maintenance due to wear and tear and are unreliable; and
10 WHEREAS, the Police Department has determined that Chevrolet
11 Tahoe vehicles, police package, are the best replacement vehicles to
12 meet its needs; and
13 WHEREAS, on February 2, 2005, the Finance Committee
14 considered the recommendation of Bruce V. Malkenhorst, Director of
15 Finance, dated January 20, 2005, that authority be granted for the
16 Purchasing Agent, or his designee, to seek formal bids for the purchase
17 of three (3) 2005 Chevrolet Tahoe vehicles with the Police Package; and
18 WHEREAS, a bid specification for the purchase of the 2005
19 Chevrolet Tahoe vehicles with the Police Package has been presented to
20 the City Council of the City of Vernon; and
21 WHEREAS, the City Council of the City of Vernon has
22 determined that it is in the best interests of the City of Vernon that
23 bids be solicited in accordance with the Vernon City Code.
24 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
25 CITY OF VERNON AS FOLLOWS:

SECTION 1:
The City Council of the City of Vernon hereby
27 finds and determines that the recitals contained hereinabove are true
28 and correct.
1 SECTION 2: The bid specification, which is attached hereto
2 as Exhibit A and incorporated by reference, is hereby approved by the
3 City Council of the City of Vernon.
4 SECTION 3: The City Clerk of the City of Vernon is hereby
5 directed to give notice, in writing, inviting sealed proposals or bids
6 for the purchase of three (3) 2005 Chevrolet Tahoe vehicles with the
7 Police Package, in accordance with the bid specification, and in
8 accordance with this resolution.
9 SECTION 4: There being no newspaper of general circulation
10 printed, published or circulated in the City of Vernon, the City Clerk
11 is hereby directed to post said notice, or cause the same to be
12 posted, in three of the most public places in the City of Vernon, to
13 wit: the northwest corner of 38th Street and Santa Fe Avenue, the
14 northeast corner of Leonis Boulevard and Pacific Boulevard, and on the
15 bulletin board in the lobby of the City Hall of the City of Vernon,
16 located at 4305 Santa Fe Avenue, in said City.
17 SECTION 5: The City Clerk of the City of Vernon is hereby
18 directed to post said notice forthwith and the first posting of said
19 notice shall be at least ten (10) days before the opening of the bids
20 for the proposed contract. Said notice shall provide that sealed
21 proposals or bids will be received by the City of Vernon at the office
22 of the City Clerk, or his designee, at the City Hall, 4305 Santa Fe
23 Avenue, Vernon, CA 90058-0805.

SPECIFICATIONS
GENERAL
The vehicle covered by this specification is for the purchase of three (3)
Chevrolet Tahoe's, 2005, 2 WD, Police Package (PPV) vehicles and shall be
supplied as specified from the manufacturers new, unused and latest model
complete with all necessary equipment and accessories.
The vehicles shall be delivered completely assembled and ready to operate. All
equipment normally furnished, as a standard shall be included. All separate units
or components shall be new, unused, installed connected and delivered in good
operating order.
The subject vehicle's shall conform in all respects and be equipped to operate
legally on California State Highways as specified in the California Motor Vehicle
Code. The vehicles shall meet all Califomia State and Federal safety ,~nd
emission standards when delivered to the City of Vemon.
The successful bidder shall submit in detail a final draft. of all specifications for
final afJfJroval by the City of Vernon and the Vernon Police DefJartment fJrior to
fJurchase.
All bids submitted shall include sufficient associated literature as required to fully
describe and detail the items under consideration. This should include
photographs, performance charts, components list, dimensional drawings, etc.
The bidder shall clearly state any changes, exceptions or substitutions of
equivalent equipment/materials.to these specifications
The successful bidder will arrange to demonstrate a similarly equipped 2005
Chevrolet Tahoe, with Police Package (PPV), prior to purchase.
Whenever materials or equipment are specified or described in the specifications
by using the name of proprietary item or name of a particular manufacture,
fabricator, supplier of distributor, the naming of the item is intended to establish
the type, function and quality required. Unless the name is followed by words
indicating that no substitution is permitted, materials or equipment of other
manufacturers, fabricators, suppliers or distributors may be accepted by the City
of Vernon if sufficient information is submitted prior to the purchase by the
contractor to allow the City of Vernon to determine that the material or equipment
proposed is equivalent to the named. The term "equivalent" as used in this
specification, means "authorized equivalent" and acceptance of the "equivalent"
is subject to the approval of the City of Vernon.
Warranties: '
The manufacturers warranties on the vehicle and any added equipment shall be
delivered to the City of Vernon without waiver by the city of any recourse under
California law.
Installation
No installation is needed on this bid.
Inspection
The bidder shall arrange for a pre-delivery inspection and right of refusal by the
City of Vernon Police Department.
Delivery Date
All bidders shall provide a date to deliver the vehicle. It is of utmost concern to
the City of Vernon that the quoted delivery date be met.
Any delay in the delivery shall be immediately reported in writing to the
purchasing agent with a copy to the Police Department representative, Captain
Towles. Any change in the original quoted delivery date is subject to the
approval by the City of Vernon.
The City of Vernon reserves the right to cancel the purchase order for non-
performance of delivery by the quoted date at no cost or obligation to the City of
Vernon.
Delivery
The vehicles shall be delivered to 4305 S. Santa Fe Avenue, Vernon, California,
90058. The vehicle shall be ready for immediate and safe operation, having had
completed any necessary vehicle registration documentation. The invoice, any
necessary vehicle registration documentation, warranty information, and manuals
must accompany delivery. Delivery shall be Monday - Thursday from 0800 -
1400 and a forty-eight hour notice must be given to Captain Towles.
This vehicle request is not a special order and should be the same type of
vehicle that is readily available to the general public.

NOTICE IS HEREBY GIVEN that the City of Vernon,
(hereinafter "City") invites and will receive sealed proposals (bids) up to
the hour of two o'clock p.m., on February 28, 2005 for the purchase of
(3) 2005 Chevrolet Tahoes (2WD, Police Package) as listed on Bid No.
1437 from the City of Vernon.
At said time, proposals will be publicly opened and
announced at the offices of the City Clerk (Finance). Said bids shall
conform to and be responsive to the bid specifications as called for.
The City Council of the City reserves the right to reject any
and all bids.
Copies of the bid documents are on file and may be
examined or obtained between the hours of 7:30 a.m. and 5:00 p.m.,
Monday thru Thursday in the office of the City Clerk (Finance) located
