RESOLUTION NO. 8692
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
VERNON APPROVING CONTRACT NO. 582 FOR
FIRE STATION NO.2 REPLACEMENT, POLICE DEPARTMENT
AND PUBLIC WORKS BUILDING REMODEL AND
AUTHORIZING NOTICE INVITING SEALED PROPOSALS
OR BIDS IN ACCORDANCE THEREWITH

7 WHEREAS, there has been presented to the City Council of the City of Vernon
8 Contract No. 582 for Fire Station No.2 Replacement, Police Department and Public Works
9 Building Remodel; and
10 WHEREAS, pursuant to Resolution No. 8369 adopted on February 4,2004, the
11 City Council authorized the issuance of a Request for Pre-Qualification of Bidders for said
12 contract; and
13 WHEREAS, in accordance with the procedures set forth in Public Contracts Code
14 Section 20101, City staff pre-qualified the following ten contractors: 2H Construction, Inc.;
15 E.D.T. Engineering Company; H.A. Lewis, Inc.; Mallcraft, Inc.; Merco Construction Engineers,
16 Inc.; Morillo Construction, Inc.; Perera Construction and Design, Inc.; Ruiz Brothers
17 Construction Company; Sinanian Development, Inc.; and Tobo Construction, Inc., and
18 WHEREAS, the City Council of the City of Vernon has determined that it is in
19 the best interest of the City of Vernon that bids be solicited from said contractors.
20 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
21 CITY OF VERNON AS FOLLOWS:
22 SECTION 1: The City Council of the City of Vernon hereby finds and
23 determines that the recitals contained hereinabove are true and correct.
24 SECTION 2: Contract No. 582 for Fire Station No.2 Replacement, Police
25 Department and Public Works Building Remodel, is hereby approved and accepted by the City
26 Council of the City of Vernon.
27 SECTION 3: The City Clerk of the City of Vernon is hereby directed to file in
28 his office at the City Hall of the City of V ernon a copy of said contract.

1 SECTION 4: The City Clerk ofthe City of Vernon is hereby directed to give
2 notice, in writing, inviting sealed proposals or bids for Fire Station No.2 Replacement, Police
3 Department and Public Works Building Remodel in accordance with Contract No. 582 and in
4 accordance with this resolution.
5 SECTION 5: There being no newspaper of general circulation printed, published
6 or circulated in the City of Vernon, the City Clerk is hereby directed to post said notice, or cause
7 the same to be posted, in three ofthe most public places in the City of Vernon, to wit: the
8 northwest comer of 38th Street and Santa Fe Avenue, the northeast comer of Leonis Boulevard
9 and Pacific Boulevard, and on the bulletin board in the lobby of the City Hall ofthe City of
10 Vernon, located at 4305 Santa Fe Avenue, in said City.
11 SECTION 6: The City Clerk of the City of Vernon is hereby directed to post
12 said notice forthwith and the first posting of said notice shall be not less than ten (10) days before
13 the opening of the bids for the proposed contract. Said notice shall provide that sealed proposals
14 or bids will be received by the City of Vernon at the office ofthe City Clerk of the City, at the
15 City Hall, 4305 Santa Fe Avenue, Vernon, CA 90058-0805, until the hour of2:00 p.m. on the
16 20th day of April 2005.
17 SECTION 7: The City Clerk of the City of Vernon shall certify to the passage of
18 this resolution and thereupon and thereafter the same shall be in full force and effect.

Dear Mayor and City Councilmen:
The plans and specifications for the replacement of Fire Station No.2, Police Department and
Public Works Building Remodel, Contract No. 582 have been completed. The plans and specifications
were drawn by RRM Design Group, Inc. under a consultant contract with the City of Vemon. In addition,
since the work is of a specialized nature, the City Council, on February 4, 2004, directed staff to seek
contractors to pre-qualify to bid on this project. The State Legislature authorized cities to secure pre-
qualified contractors under Public Contracts Code Section 20101. City staff followed the procedure set by
the State of California to find contractors that possess the necessary specialized experience, quality of
work, capacity; personnel, equipment, financial, insurance and bonding capacity to complete this project in
a competent, economic and timely manner.
City staff has evaluated ten contractors and all ten received a rating qualifying them to bid on this
project. City staff is recommending the following list often pre-qualified contractors be accepted by City
Council:
