Resolution No. 8723 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 1 2 3 4 5 6 RESOLUTION NO. 8723 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON APPROVING AND AUTHORIZING THE EXECUTtON OF AN APPLICATION FOR A 2005/2006 USED OIL RECYCLING BLOCK GRANT WHEREAS, the people of the State of California have enacted the California Oil Recycling Enhancement Act that provides funds to cities and counties for establishing and maintaining local used oil collection programs that encourage recycling or appropriate disposal of 7 used oil; and WHEREAS, the California Integrated Waste Management Board ("Waste Board") has been delegated the responsibility for the administration of the program within the State, setting up necessary procedures governing application by cities and counties under the program; and WHEREAS, on May 26, 2004, the City Council of the City of Vernon adopted Resolution No. 8446 approving and authorizing the submittal to the Waste Board of an Application for a 2004/2005 Used Oil Block Grant (Tenth Cycle) under the California Oil Recycling Enhancement Act; and WHEREAS, in accordance with the Waste Board's approval of previous applications, the City of Vernon received grant funds of approximately Five Thousand Dollars ($5,000) on a yearly basis from 1997 through 2004 and used the funds to improve the public's awareness of used oil recycling opportunities and the damage to the environment caused from releases of used oil; and WHEREAS, the Waste Board is offering an opportunity for cities to apply for the Eleventh Cycle of Used Oil Grant Funds for the . " 1 fiscal year 2005/2006 and the expected grant fund level for Vernon is 2 expected to be at Five Thousand Dollars ($5,000); and 3 WHEREAS, the Director of Environmental Health will continue 4 to administer the used oil grant program on behalf of the City of 5 Vernon and has recommended that the City apply for the Used Oil Grant 6 Funds; and 7 WHEREAS, by letter dated April 18, 2005, Bruce V. 8 Malkenhorst, City Administrator/City Clerk, has recommended that the 9 2005/2006 Used Oil Recycling Block Grant Application be approved and 10 executed. 11 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE 12 CITY OF VERNON AS FOLLOWS: 13 SECTION 1: The City Council of the City of Vernon hereby 14 finds and determines that the recitals contained hereinabove are true 15 and correct. 16 SECTION 2: The City Council of the City of Vernon hereby 17 approves and authorizes the submittal to the Waste Board of a 18 2005/2006 Used Oil Recycling Block Grant Application, a copy of which 19 is attached hereto as Exhibit A and incorporated by reference, for all 20 available grants under the California Oil Recycling Enhancement Act. 21 SECTION 3: The City Council of the City of Vernon hereby 22 authorizes the execution of the Application by the Director of 23 Environmental Health on behalf of the City of Vernon and hereby 24 authorizes the Director of Environmental Health to execute any and all 25 documents necessary for the purposes of securing grant funds and to 26 implement and carry out the purposes specified in the grant 27 application for, and on behalf of, the City of Vernon. 28 / / / - 2 - 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 . . 1 SECTION 4: The City Council of the City of Vernon hereby 2 directs the Director of Environmental Health, or his designee, to send 3 prior to June 1, 2005, the executed Application together with a copy 4 of this Resolution to: 5 6 7 8 9 California Integrated Waste Management Board Attn: Grants Administration Unit, MS10 Used Oil Grant FY 2005/06 (11th Cycle) 1Q01 "I" Street, P.O.
