A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
VERNON AMENDING RESOLUTION NO. 8692 WHICH APPROVED
CONTRACT NO. 582 AND AUTHORIZED NOTICE INVITING
SEALED PROPOSALS OR BIDS FOR FIRE STATION NO. 2
REPLACEMENT, POLICE DEPARTMENT AND PUBLIC WORKS

7 WHEREAS, on March 16, 2005, the City Council of the City of
8 Vernon adopted Resolution No. 8692 approving Contract No. 582 for Fire
9 Station No. 2 Replacement, Police Department and Public Works Building
10 Remodel ("Contract No. 582") and authorizing notice inviting sealed
11 proposals or bids to ten (10) pre-qualified contractors; and
12 WHEREAS, since no bids were received from the pre-qualified
13 contractors in ,response to said advertisement, the Director of
14 Community Services & Water has recommended that new bids be advertised
15 to all general contractors with the capability of performing Contract
16 No. 582; and
17 WHEREAS, the Plans and Specifications of Contract No. 582
18 have been supplemented by Addendum No. 1 and are hereby submitted for
19 consideration; and
20 WHEREAS, the City Council of the City of Vernon desires to
21 amend Resolution No. 8692 to solicit new bids based upon Contract No.
22 582, as revised and supplemented.
23 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
24 CITY OF VERNON AS FOLLOWS:

SECTION 1:
The City Council of the City of Vernon hereby
26 finds and determines that the recitals contained hereinabove are true
27 and correct.

SECTION 2:
The City Council of the City of Vernon hereby

1 amends Section 2 of Resolution No. 8692 to approve corrected pages A-1
2 and B~4 and Addendum No. 1 to the Plans and Specifications of Contract
3 No. 582, a copy of said revised pages and the Addendum are attached
4 hereto as Exhibit A and made a part hereof.
5 SECTION 2: The City Council of the City of Vernon hereby
6 amends Section 4 of Resolution No. 8692 to direct the City Clerk of the
7 City of Vernon to give notice, in writing, inviting sealed proposals or
8 bids in accordance with Contract No. 582, as revised, and in accordance
9 with this resolution.
10 SECTION 3: The City Council of the City of Vernon hereby
11 amends Section 5 of Resolution No. 8692 to direct the City Clerk of
12 the City of Vernon to post said notice, or cause the same to be
13 posted, in the following three most public places in the City of
14 Vernon:
15 Prior to May 28, 2005, the northwest corner of 38th Street and
16 Santa Fe Avenue, the northeast corner of Leonis Boulevard and Pacific
17 Boulevard, and on the bulletin board in the lobby of the City Hall of
18 the City of Vernon, located at 4305 Santa Fe Avenue, in said City (if
19 posted prior to May 28, 2005.
20 From May 28, 2005, the northwest corner of 38th Street and
21 Santa Fe Avenue, the northeast corner of Leonis Boulevard and Pacific
22 Boulevard, and on the bulletin board located outside on the wall near
23 the second floor entrance to the City Hall of said City, located at
24 4305 Santa Fe Avenue, in said City.
25 SECTION 4: The City Council of the City of Vernon hereby
26 amends Section 6 of Resolution No. 8692 to direct the City Clerk of
27 the City of Vernon to post said notice forthwith and the first posting
28 of said notice shall be not less than ten (10) days before the opening

1 of the bids for the proposed contract, as revised. Said notice shall
2 provide that sealed proposals or bids will be received by the City of
3 Vernon at the office of the City Clerk of the City, at the City Hall,
4 4305 Santa Fe Avenue, Vernon, CA 90058-0805, until the hour of 2:00
5 p.m. on the 16th day of June 2005.

SECTION 5:
In all other respects, Resolution No. 8692, as
7 amended by Resolution No. 8736, shall remain in full force and effect,
8 and the provisions of said resolution not consistent with or in
9 conflict with this resolution are hereby repealed.

SECTION 6:
The City Clerk of the City of Vernon shall
11 certify to the passage of this resolution, and thereupon and
12 thereafter the same shall be in full force and effect.

NOTICE IS HEREBY GIVEN that the City of Vernon, (hereinafter "City") invites and will receive
sealed proposals (bids) up to the hour of two (2) o'clock p.m. on June 16,2005 (according to the clock in
the City Clerk's office), for the furnishing to said City of all labor, transportation, equipment, materials,
supplies and services necessary for the construction of the Fire Station No.2 Replacement, Police
Department and Public Works Building Remodel, Contract No. 582. Bids shall be submitted to:

12. Deductive Items
Attention should be paid to Deductive Bid Items. These items have been listed in the Bid Price
section of the Bid Form Proposal. All items will be'totaled and included in the comparison of bids made by
the City. The City has the option of deducting the Deductive Bid Items from the total bid price prior to
awarding the Contract.

14. Proiect Description
Contract No. 582 will demolish the existing City of V ernon Fire Station No.2 and construct a new fire
station on the same site. The contract will also remodel a portion of the Police Department Offices as well as
remodel a portion of the existing Public Works Building in the City of Vernon Civic Center.
(1) Fire Station No.2 Replacement.
Fire Station No.2 will be demolished and a new structure will be constructed in the same location at
4301 Santa Fe Avenue, Vernon.
(2) Police Department.
A portion of the Police Department will be remodeled. Including office and rest room facilities.
(3) Public Works Building
Sections of the Public Works Building will be remodeled. Including office and rest room facilities.

NOTICE TO BIDDERS - ADDENDUM NO.1
This notice shall be considered as Addendum No. 1 to the Plans and Specifications for: Fire Station No.2, Police
Department and Public Works BuDding Remodel, Contract No. 582.
1. The Contractor shall cooperate and coordinate with other City of Vernon contractors mstalling facilities
during the construction of this project.
2. Permit fees for City ofVemon permits will be waived.
3. The identifieation badges shall be returned to the City of Vemon when the employee will no longer be
working on the project. All badges shall be returned tothe City ofVemon.
4. The field office supplied by Contractor for the City of Vernon shall conform to the attached description
(one sheet). Construction Manager is the same as Owner's Representative.
5. Add "Section 01025, Payments and Measurements" and "Section 01035, Modification Procedures" to the
Table of Contents.
6. The existing irrigation piping shall be removed and disposed.
7. Water valves and facilities located on the plans shall be protected in place.
8. Access to the underground parking shall be provided at all times except during the construction of the
access driveway. The fence shown on the plans shall be located to provide this access. The construetion
schedule for the drive approaches shall be approved by the City of Vernon.
9. Eight (8) parking spaces will be provided on the second level of the parking structure for contractor
employee use.
10. Sheet EF 2.1, Note 22 is amended to add the following: "Conduit shall be extended up the pole from the
pullbox to meter. Remove and dispose of existing conduit.
11. Lights for illumination of signs shall be Lithonia Lighting as shown on attaehed sheet (one sheet).
12. Alarms and speakers shall be installed prior to installation of ceiling.
13. Roofpenetrations for the Public Works Building shall conform to the specifications provided by the roof
manufacturer, GAF Materials Corporation. (Dodie Webster, (909) 289-8220) Contractor shall contact the
roof manufacturer, secure the specifications and install according to the specifications and manufacturer's
instructions. Contractor's roofer shall be a GAF approved roofing contractor.
14. Electrical conduit shall have a minimum of 24 inches of cover.
15. The existing eight "Simplex" alann devices in the Police Department shall have the strobes removed, the
signal by-passed to eliminate the alarm and reinstalled after the finishing of the rooms. Furnish and
install one "Simplex" alarm in the "Womens Locker Room"

16. Electrical conductors for all sign lighting shall be installed and lighting made fully operable.
17. Plan corrections: Sheet EF-2.0 - delete Detail 1 ; Sheet EF-2.1 - revise detail call out at front apron of
Apparatus Bay from lIEF-50 to reference DetaillIEF-4.0; Specification Section 02050-1.03B to be
replaced by: ''The Geotechnical Engineering Study prepared by Earth Systems, dated June 11";
Specification Section 09200-2.lIA,items I, 3, 4 shall be deleted.
18. The items discussed in the attached "Pre-Bid Job Walk on March 31,2005" (two pages) are incorporated
as part of this addendum.

TEMPORARY FIELD OFFICE
BUILDING CONSTRUCTION
A. Provide a trailer, portion of trailer or construct a separate field office building for the
Owner's Representative. The field office and its appurtenances or accessories shall
remain the property ofthe contractor. Remove the field office from the site after
completion of the project.
B. Building shall be ofweathertight construction and contain a minimum of 120 square feet
of floor space. Provide 8-foot-minimum ceiling height. Provide floor-to-ceiling walls to
, separate the rooms; do not use temporary partitions. Provide carpeting, with base pad, in
each room.
C. Provide entrance door to the office. Provide cylinder lock and key. Provide two sets of
keys to the Owner's Representative.
D. Line walls and ceiling with insulation.
E. Provide refrigerated air conditioning and heating system. HV AC system shall maintain a
temperature indoors of 650 F to 800 F regardless of outdoor conditions at the site.
. F. Provide electricity and two-line telephone service. Provide at least one telephone.
Provide bottled drinking water service with hot and cold dispenser.
G. Provide janitorial service.
H. Pay the costs for electricity service. Pay telephone installation cost. The owner shall pay.
for telephone monthly service.

Provide the following accessory equipment:
A. For the office:
1. One metal filing cabinet, 18" W x 30" D x 52" H, four drawers with locks.
2. One bookcase, 12" D x 48" L, with one 12-inch high shelf and one 18-inch-high

Pre-Bid Job Walk on March 31, 2005
General items discussed:
1. 8 parking stalls on the upper level of the adj acent parking structures will be dedicated for use
by selected General Contractor. Parking stalls are for employee use only and are to be used
for parking of vehicles only. Other uses such as material storage, lay down space, staging,
etc are prohibited.
2. Access to parking structure is to be maintained at all times during business hours. City of
Vernon business hours are: Monday - Thursday, 5:00am-6:00pm. The construction schedule
for removing and replacing the drive access to the parking structure shall be submitted and
approved by the City of Vernon.
3. Material storage, staging, Contractor's job trailer and lay down areas are to be located within
the boundaries of the Fire Station #2 replacement project.
4. It was reiterated that the Contract length is 365 calendar days, however that is for total
project as the Police Department and Public Works Remodel projects have shorter
construction schedules.
Fire Station items discussed:
A tour of the existing Fire Station #2 was conducted by Battalion Chief Mike Wilson.
1. It was stressed that the existing underground fuel vault need be protected in place and that the
Contractor is to submit a work plan for protecting in place the vault. '
2. BC Wilson pointed out various items that are to be salvaged by the Fire Department which
will be removed before the start of demolition at the site. Items included but were not limited
to existing cabinets, beds, work out equipment and range/ oven. It was reiterated that the
existing range/ oven would be removed from the Station before demolition but it was the
Contractor's responsibility to install in the new work.
3. An outside contractor has been hired by the City of Vernon to install fire alerting system.
The General Contractor will need to coordinate his work with that of the fire alerting system
contractor. It was reiterated that the plans for the construction of Fire Station #2 show
skeletal systems for the fire alerting system that the General Contractor is responsible for
installing into the project.
4. Existing irrigation lines shall be removed.
5. Existing watervault and valves located within the boundaries of the Fire Station shall be
protected in place.
6. Fire Station will be vacated during length of demolition and construction. The Fire
Department has made arrangements for temporary facilities off site.
7. It was reiterated that the Fire Station contains hazardous materials as noted in the. attached
reports in the Project Manual and that the General Contractor is responsible for abatement.
Police Department items discussed:
A tour of the Police Department facility was conducted.
1. It was reiterated that the Salley Port area be part ofthe first phase ofthe project that needs to
be completed for the Police Department. This included the relocation of existing lockers,
construction of wall and temporary ventilation system. The Salley Port is to be returned to
its existing condition at the end of Phase I ofthe project. .
2. For work within the City Hall and Police Department ID's will be issued to all Contractor's
needing to work within the structure. ID's must be worn at all times. City of Vernon will
supply ID's for Contractor's use. City of Vernon will either issue ID's at the beginning of
project and have them returned to them at close out, or they will issue and have them

returned on a daily basis. Final payment will not be issued to General Contractor until all
badges have been returned to the City ofVemon.
The elevator in the front lobby is for public use only and is not to be used by the General
Contractor or any of his sub-contractor's for any reason either during normal business hours
or after hours.
Secured doors leading into Police Department must remain closed at all times. Propping
open of doors will not be allowed.
Police Department and City Hall is to be occupied during length of construction.
It was reiterated that the Police Department contains hazardous materials as noted in the
attached reports in the Project Manual and that the General Contractor is responsible for
abatement.

A tour of the Public Works building and yard was conducted:
1. Public Works building to be vacated during length of construction.
2. City will remove items such as lockers and office equipment and furniture before start of
demolition.
3. It was reiterated that the existing storage and maintenance buildings are to receive new paint
on exterior surfaces only. A new City logo is to be painted on existing storage building.
