Honorable Members:
The Police Department is requesting to purchase three satellite
receivers, one comparator chassis, and necessary related equipment to
allow communication between officers in the field and dispatch
operators. The present equipment is approximately 16 years old and
will be declared surplus. Funds were not specifically budgeted for
this expenditure; however, funds are available.
This has been reviewed by the City Attorney and it is hereby
recommended that an equipment purchase contract with Motorolct c/o
Advanced Electronics be approved and executed for the purchase of the
requested equipment at an amount of $56,825.63 and that a purchase
order be issued to Advanced Electronics for the installation of the
equipment at an amount of $4,480.00.
Very truly yours,
~~

Re: POLICE DEPARTMENT REQUISITION #14024
Attached for your approval is requisition #14024. The Police Department is
requesting to purchase (3) #T5589 ASTRO TAC SATELLITE RECEIVERS,
W/RELATED EQUIPMENT and (1) #T5570 ASTROTAC 3000
COMPARATOR CHASSIS W/RELATED EQUIPMENT. This equipment is
lacing existing receivers, which are approximately (16) years old. The existing
ator is (14 ~) years old.
to Chief Sol Benudiz, dated April 26, 2005 Captain Steven Towles fully
e importance of this purchase request. The receivers are the
tive link for the patrol officers in the field to the station's dispatch
The comparator "selects the strongest signal from each of the three
and directs it to the dispatch center. We want to replace this aging
t with new equipment that is APCD Project 25 compliant. APCD Project
blishes a standard for public safety radio systems that ensures that the
em is digital capable and able to meet the future narrow-band requirements of
the FCC". Because the department is migrating to the APCO Project 25 compliant
communication equipment, future equipment purchases could be obtained through
grant funding sources. The existing equipment will be listed as surplus.
"In order to install the new receivers and comparator, Advanced has advised that
we will need to replace any existing 2-wire phone lines, currently used to connect
a receiver to the station, with (4) wire lines". The phone lines are serviced through
SBC and the request for the phone line replacement service will be submitted under
a separate cover.
\
The suggested vendor for this purchase is Motorola, c/o Advanced Electronics.
Capt. Towles advised that the department did obtain another . om K.R.
Nida, but felt their quotation lacked many of the items n ed for this pr 'ect to be
implemented. The approximate cost of the equipm is $56,825'<5J,,(.eost includes
sales tax). Advanced Electronics will perform in allationfortliis.equipment, at a
cost of $4,480.00. The total cost for this reques is $61,305.63.

The department has appropriated funds in the amount of $40,900 for this purchase,
but is still short $20,405.63. Captain Towles advised that the additional funding
necessary would come from budgeted funds for replacement antenna equipment and
portable radios.
