A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
VERNON APPROVING THE PAYMENT OF PREMIUMS FOR
INSURANCE FOR LIFE, HEALTH AND DENTAL BENEFITS FOR
EMPLOYEES DURING THE 2005-2006 FISCAL YEAR

7 WHEREAS, the City Council of the City of Vernon in prior
8 fiscal years has approved for each fiscal year the City's payment of
9 premiums for insurance for life, health and dental benefits for
10 employees; and
11 WHEREAS, on June 27, 2005, the Finance Committee considered
12 the recommendation of Bruce V. Malkenhorst, City Administrator, dated
13 June 23, 2005, applicable for the fiscal year 2005-2006 only, that the
14 City pay the premiums for insurance for life, health and dental
15 benefits for full-time employees only and their dependents as follows:

1 . All miscellaneous employees;
2 . All employees of the City Attorney's Office;
3 . All Fire Department employees;
4 . All sworn management employees in the Police

20 Department including Police Lieutenants and all sworn police officers
21 which include Group 2 employees who are represented by the Vernon
22 Police Officers' Benefit Association; and
23 WHEREAS, the City Council of the City of Vernon wishes to
24 adopt its policy applicable for the fiscal year 2005-2006 only
25 respecting payment of premiums for the City's insurance for life,
26 health and dental benefits for employees and to declare that such
27 benefits are not vested rights and will expire at the conclusion of the
28 fiscal year unless authorized and approved by the City Council for the
1 next fiscal year.
2 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
3 CITY OF VERNON AS FOLLOWS:
4 SECTION 1: The City Council of the City of Vernon does
5 hereby find and determine that the recitals contained hereinabove are
6 true and correct.
7 SECTION 2: The City Council of the City of Vernon hereby
8 adopts the following policy for the 2005-2006 fiscal year and declares
9 that such benefits are not vested rights and are approved for this
10 fiscal year only:
11 A. The City will pay the insurance premium for the City's
12 program for life, health and dental benefits as such
13 benefits are in effect as of June 30, 2005, for all
14 full-time regular employees only and their dependents as
15 follows:
16 1. All miscellaneous employees.
17 2. All Fire Department employees.
18 3. All employees of the City Attorney's Office.
19 4. All sworn management employees in the Police
20 Department including Police Lieutenants and all
21 sworn police officers which include Group 2
22 employees who are represented by the Vernon Police
23 Officers' Benefit Association
24 SECTION 3: The City's agreement to pay the full cost of said
25 premiums provided for above, shall not create or ripen into a vested
26 right in said employee to any such medical benefit beyond June 30,
27 2006.

SECTION 4: The City Clerk of the City of Vernon shall
2 certify to the passage of this resolution and thereupon and thereafter
3 the same shall be in full force and effect.
4 APPROVED AND ADOPTED this 29th day of June, 2005.
