A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
VERNON APPOINTING REPRESENTATIVES TO THE
INDEPENDENT MANAGEMENT AUTHORITY'S GOVERNING BOARD
AND ITS SEPARATE RISK MANAGEMENT PROGRAMS

7 WHEREAS, the City of Vernon is a member of the Independent
8 Cities Risk Management Authority ("ICRMA") and a signatory to its Joint
9 Exercise of Powers Agreement for Insurance and Risk Management Purposes
10 ("JPA"); and
11 WHEREAS, the ICRMA is a Joint Powers Authority created
12 pursuant to the provisions of the California Government Code that
13 provides risk management programs of insurance to protect its members
14 from the effect of unexpected losses and to provide excess insurance
15 and other services, including risk management, loss prevention, claims
16 adjustment, insurance brokerage, legal and other services related to
17 its purpose; and
18 WHEREAS, the JPA and the individual risk management program
19 bylaws require the City Council to appoint an elected official to
20 serve on the ICRMA Governing Board, and to each of the separate Risk
21 Management Programs in which the City participates, along with an
22 alternate and substitute alternate if deemed appropriate; and
23 WHEREAS, the City desires to appoint representatives to
24 serve on the ICRMA Governing Board and separate risk management
25 programs in which the City participates.
26 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
27 CITY OF VERNON AS FOLLOWS:

SECTION 1:
The City Council of the City of Vernon hereby

1 finds and determines that the recitals contained hereinabove are true
2 and correct.

SECTION 2:
The City Council of the City of Vernon does
4 hereby appoint Thomas A. Ybarra, Mayor Pro Tern, to serve as the
5 primary Governing Board representative and Willard G. Yamaguchi,
6 Acting Risk Manager, to serve as the alternate representative. These
7 persons shall also act as the City's representatives to the individual
8 Risk Management Programs in which the City participates.
9 The appointed City representatives are authorized and
10 empowered to take such action as is deemed appropriate, as provided in
11 the JPA and the ICRMA By-Laws and the By-Laws of the separate Risk
12 Management Programs in which the City participates and such
13 decision(s) shall be binding upon the City.
Such individuals shall

14 keep the City Council informed of such decisions on a timely basis.

SECTION 5:
The City Council of the City of Vernon hereby
16 directs the Acting City Clerk, or his designee, to send a certified
17 copy of this Resolution to:

SECTION 6:
The Acting City Clerk of the City of Vernon
22 shall certify to the passage of this resolution, and thereupon and
23 thereafter the same shall be in full force and effect.
