Resolution No. 88593 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 2.8 RESOLUTION NO. 8859 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON AMENDING RESOLUTION NO. 8473, AS REAFFIRMED AND AMENDED BY RESOLUTION NO. 8780, BY AMENDING PAGES 6, 7 AND 13 OF SCHEDULE II (EXHIBIT "B ") OF SAID RESOLUTION WHICH FIXED THE COMPENSATION FOR CERTAIN EMPLOYEES OF SAID CITY AND AUTHORIZED CERTAIN EXPENSE ALLOWANCES WHEREAS, on June 30, 2004, Resolution No. 8473 was adopted by the City Council of the City of Vernon to be effective on July 1, 2004; and WHEREAS, on June 29, 2005, Resolution No. 8780 was adopted by the City Council of the City of Vernon reaffirming and amending Resolution No. 8473 to be effective on July 1, 2005; and WHEREAS, the City Council of the City of Vernon desires to (i) create the positions of Utilityman I and II within the Light & Power Department; (ii) create the position of Assistant Finance Director within the City Administrator /City Clerk Department; (iii) eliminate the position of Facilities Coordinator in the Light & Power Department; (iv) retitle the positions of Vernon Bulk Power Manager and Power Resource Coordinator in the City Administrator /City Clerk Department to Gas & Power Procurement Manager and Financial Risk Manager, respectively, in the City Administrator /City Clerk Department; and (v) retitle the position of System Coordinator II in the Light & Power Department to Field Crew in the Light & Power Department; and WHEREAS, the City Council of the City of Vernon wishes to amend pages 6, 7 and 13 of Schedule II, Exhibit "B" of Resolution No 8473, as reaffirmed and amended, to implement the aforementioned changes. 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF VERNON AS FOLLOWS: SECTION 1: The City Council of the City of Vernon hereby finds and determines that the recitals contained hereinabove are true and correct. SECTION 2: Effective September 13, 2005, page 6 of Schedule II, Exhibit "B" of Resolution No. 8473, as reaffirmed and amended, is hereby amended to create the positions of Utilityman I and II within the Light & Power Department with the appropriate salary scales as indicated in Exhibit A which is attached hereto and incorporated by reference. SECTION 3: Effective October 17, 2005, page 6 of Schedule II, Exhibit "B" of Resolution No. 8473, as reaffirmed and amended, is hereby amended to eliminate the position of Facilities Coordinator within the Light & Power Department as indicated in the attached Exhibit A. SECTION 4: Effective October 17, 2005, page 7 of Schedule II, Exhibit "B" of Resolution No. 8473, as reaffirmed and amended, is hereby amended to retitle the position of System Coordinator II in the Light & Power Department to Field Crew in the Light & Power Department with the appropriate salary scale as indicated in Exhibit B which is attached hereto and incorporated by reference. SECTION 5: Effective September 13, 2005, page 13 of Schedule II, Exhibit "B" of Resolution No. 8473, as reaffirmed and amended, is hereby amended to retitle the positions of Vernon Bulk Power Manager and Power Resource Coordinator in the City Administrator /City Clerk Department to Gas & Power Procurement Manager and Financial Risk Manager, respectively, in the City 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 Administrator /City Clerk Department with the appropriate salary scales as indicated in Exhibit C which is attached hereto and incorporated by reference. SECTION 6: Effective September 22, 2005, page 13 of Schedule II, Exhibit "B" of Resolution No. 8473, as reaffirmed and amended, is hereby amended to create the position of Assistant Finance Director within the City Administrator /City Clerk Department with the appropriate salary scales as indicated in the attached Exhibit C. SECTION 7: The provisions of Resolution Nos. 8473, 8517 8530, 8594, 8613, 8644, 8659, 8690, 8780, 8822 and 8831 not consistent with or in conflict with this resolution are hereby repealed; in all other respects, Resolution No. 8473, as amended by Resolution Nos. 8517, 8530, 8594, 8613, 8644, 8659, 8690, 8780, 8822 and 8831 shall remain in full force and effect. SECTION 8: The Acting City Clerk of the City of Vernon shall certify to the passage of this resolution, and thereupon and thereafter the same shall be in full force and effect. The Warehouse Utilityman I is responsible for receipt, storage, issue and security of all material(s) ordered by purchase order or furnished by a contractor. The Warehouse Utilityman I directs the implementation and utilization of the plant's inventory and warehousing programs and identifies the need for improvements and increased capabilities. The Warehouse Utilityman I assures that the inventory of parts and equipment is complete and accurate, and complies with all procurement and inventory management directives. CLASS CHARACTERISTICS - An employee of this class has additional supervisory responsibilities over and above those of the Warehouse Utilityman II. EXAMPLES OF DUTIES Duties may include, but are not limited to the following: Lay out and assign work to obtain the best utilization of available manpower. Prepare time sheets, work reports, and other records and reports. Make inspections of work in progress and after completion for workmanship, appearance and conformance to time limits, work orders, standard specifications, policies and safety regulations. Requisition supplies and materials. See that equipment is kept in good repair. Assure that adequate safety precautions are taken to protect workmen and the general public. Train crewmembers to perform required tasks. Perform manual tasks when working with crew. Receive, store and issue all items, materials and equipment ordered by purchase order or furnished by a contractor. Assure that all received items are properly inspected, accounted for, documented and stored. Assure that all stocked items are safe and secure, marked to allow rapid access and entered into the inventory control system. Issue stocked items on receipt of an authorized issuing document; reflect all issues in inventory; initiate requisitions for replenishment as required. Prepare, document and arrange transportation for all equipment and materials shipped from the plant. EXAMPLES OF DUTIES - Duties may include, but are not limited to, the following: Monitors the real -time operations and maintenance activities of the electric, water, and gas systems in accordance with established procedures, policies, and objectives. Accepts delegated tasks from the Systems Supervisor and Systems Coordinator I classification. Performs field operations, patrols systems facilities, maintains facilities /equipment, and prepares various control center /field reports. Performs general street stand -by duties during designated hours of operation. Assist in start -up, shutdown, and normal operations of power plant systems. Operate major auxiliary apparatus such as, air compressors; fire water systems; boiler feed water treatment system; waste water systems; generator cooling system; boiler feed water and condensate system; and locally controlled electrical and mechanical equipment. Performs other related duties as required. QUALIFICATIONS — Knowledge of: Electric, gas and water utility operating concepts. Ability to: Remain calm under stress. Admit errors and accept critique from supervisors. Communicate effectively and work well with people /customers. Work with computers. Perform critical thinking /analytical skills. AH June 2000 Financial Risk Manager DEFINITION - Performs financial analysis and guidance, as well as conduct financial market transactions on behalf of the City. SUPERVISION RECEIVED AND EXERCISED - Reports directly to the Finance Director and the Assistant City Attorney for Finance Administration and Revenue Control. Also works closely with the Risk Manager, Gas & Power Procurement Manager and Customer Service Manager. It is not anticipated that the Financial Risk Manager will be provided support staff but will be required to work cooperatively with Finance and Treasury Department personnel to complete assigned duties. EXAMPLES OF DUTIES - Duties may include, but are not limited to, the following: . Gather and analyze information on commodities, market conditions, government regulations and financial circumstances of the City.
