Resolution No. 8862 , , 1 RESOLUTION NO. 8862 2 3 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON APPROVING AND AUTHORIZING THE CITY'S PARTICIPATION IN THE QUARTERMASTER PROGRAM PROVIDED BY FISCHER SAFETY AND AUTHORIZING ANY ACTION DEEMED NECESSARY TO IMPLEMENT THE CITY'S PARTICIPATION IN SAID PROGRAM 4 5 6 7 8 WHEREAS, the Office for Domestic Preparedness (ODP) in the 9 Office of Justice Programs, U.S. Department of Justice has entered into 10 an agreement with the Defense Logistics Agency (DLA) , Defense Supply 11 Center Philadelphia (DSCP) to allow ODP's state and local grant 12 recipients to take advantage of equipment procurement services 13 ("Emergency Responder Equipment Purchase Program") through a Prime 14 Vendor Program and other logistic support programs to expedite 15 equipment purchases using grant funds; and 16 WHEREAS, the Prime Vendor Program contracts have already been 17 competitively bid and are reviewed and audited on a regular basis by 18' DSCP for pricing, customer satisfaction and delivery; and 19 WHEREAS, the Emergency Responder Equipment Purchase Program 20 provides the City with the opportunity to procure commercially 21 available emergency response equipment using vendors and other support 22 programs that would enable the City to purchase equipment and services 23 at competitive bid prices under the terms and conditions of a vendor 24 contract; and 25 WHEREAS, Fisher Scientic Co., L.L.C. ("Fisher") is a DSCP 26 Prime Vendor under ODP!DLA/DSCP Contract No. SP0500-04-DBP20 (the 27 "Contract"); and 28 WHEREAS, the City desires to purchase equipment and services 1 from Fisher under the Contract to take advantage of competitive bid 2 prices under the terms and conditions of the Contract; and 3 WHEREAS, Fisher Safety, a division of Fisher, has developed a 4 Quartermaster Program, a web-based end-to-end procurement program, to 5 streamline procurement and provide purchasing controls, tracking and 6 reporting features that would allow the City to view its grant 7 allocation balance, place orders for equipment and have its request 8 reviewed by the state for approval, thereby expediting the purchase and 9 receipt of equipment and services to address the needs of first 10 responders and administrators; and 11 WHEREAS, City staff have recommended that the City 12 participate in the Quartermaster Program and utilize the Prime Vendor 13 Program under the Emergency Responder Equipment Purchase Program which 14 would allow the City to issue purchase orders to DLA for products and 15 services from Fisher; and 16 WHEREAS, it is the intent of the City Council to approve all 17 purchase orders prior to their submittal through the Quartermaster 18 Program. 19 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE 20 CITY OF VERNON AS FOLLOWS: 21 SECTION 1: The City Council of the City of Vernon hereby 22 finds and determines that the recitals contained hereinabove are true 23 and correct. 24 SECTION 2: The City Council of the City of Vernon hereby 25 authorizes the City's participation in the Quartermaster Program and 26 the Emergency Responder Equipment Purchase Program and authorizes the 27 Acting City Clerk, or his designee, to execute any and all documents 28 necessary and to perform such other acts and deeds as may be necessary - 2 - , , . . 1 or convenient to effect the purposes of this resolution and to 2 implement the City's participation in the Programs. 3 SECTION 3: The City Council of the City of Vernon hereby 4 authorizes the Finance Director, or his designee, to purchase the 5 equipment and services from DLA with Fisher supplying the products or 6 services under ODP/DLA/DSCP Contract No. SP0500-04-DBP20 by issuance 7 of a purchase order, subject to the City Council's approval of all 8 orders prior to their submittal through the Quartermaster Program. 9 SECTION 4: The Acting City Clerk of the City of Vernon 10 shall certify to the passage of this resolution, and thereupon and 11 thereafter the same shall be in full force and effect. 12 APPROVED AND ADOPTED this 21st day of September, 2005. 13 14 15 16 , ~~., ',", ~~?'FUL--C!~' ?~--wt../?j/. fftQNIS C.
