Resolution No. 8880 1 RESOLUTION NO. 8880 2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON GRANTING A CONDITIONAL USE PERMIT TO BAKER COMMODITIES, INC. FOR THE OPERATION OF A RECYCLED MATERIALS PROCESSING FACILITY AT 3001 SIERRA PINE AVENUE IN CITY OF VERNON 3 4 5 6 WHEREAS, Baker Commodities, Inc. ("Baker Commodities") 7 has applied for a conditional use permit to operate a recycled 8 materials processing facility located at 3001 Sierra Pine Avenue 9 in the City of Vernon; and 10 WHEREAS, the City Council of the City of Vernon held a 11 hearing on said application for a conditional use permit on 12 November 2, 2005; and 13 WHEREAS, Baker Commodities for the Sierra Pine Avenue 14 site will consist of trucks hauling in brown grease collected 15 from grease traps of restaurants, unloading the tanker trucks 16 into a tank, the grease would then be processed in which soils 17 would be settled out and grease floated to the top and skimmed 18 off and the residual wastewater would be discharged to the City 19 sewer. The grease will then be taken to Baker Commodities at the 20 4020 Bandini Boulevard rendering facility for further processing; 21 and 22 WHEREAS, given the nature of Baker Commodities business 23 operation, it would be classified as a recycled materials 24 processing facility purs~ant to the Vernon City Code Section 25 2 6 . 2 . 14; and 26 WHEREAS, the proposed site is in the M2-Zone, Heavy 27 Industrial. Pursuant to Section 26.3.5-3(k) of the Comprehensive 28 Zoning Ordinance, a recycled materials processing facility is 1 L 2 3 4 5 6 7 8 ~ 10 11 12 13 14 15 16 allowed in the M2-Zone, with approval of conditional use permit; and 17 WHEREAS, the proposed site is adequate in size, shape and topography for the proposed operation, has adequate drainage, and landscaping, if required, will be installed pursuant to the Vernon City Code; and WHEREAS, the proposed site is surrounded by industrial uses compatible with the proposed use and adverse effects from traffic, parking, noise, odors, dust, smoke, light or glare, or risk of fire, infection or explosion is anticipated from the proposed operation; and WHEREAS, the site has access to Sierra Pine Avenue, a local roadway with a right-of-way of 50-feet. The streets and highways surrounding the proposed use are adequate in width and are improved so as to carry the traffic expected by this proposed operation; and WHEREAS, the Community Services Department has performed an Initial Study to determine whether the proposed project will have adverse impacts on the environment and has determined that the proposed project will not have a significant adverse effect on the environment, and the Director of Community Services & Water has recommended that a Negative Declaration be adopted in compliance with the California Environmental Quality Act ("CEQA"); and WHEREAS, the City of Vernon has provided notice of its intent to adopt a Negative Declaration for the proposed project and has provided a public review period of not less than 20 18 1~ 20 21 22 23 24 25 26 27 28 2 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 days, as required by the Ca~ifornia Environmental Quality Act and the State CEQA Guidelines; and WHEREAS, the conditions imposed on the conditional use permit will adequately protect the public health, safety and general welfare and the operation is consistent with all applicable rules and laws of the City of Vernon; and WHEREAS, the proposed use, as to location, operation and design is consistent with the General Plan and Zoning Ordinance of the City of Vernon with approval of a conditional use permit; and WHEREAS, the City Council has received a Staff Report dated October 26, 2005 upon which it has relied on making the foregoing recitals; and NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF VERNON AS FOLLOWS: SECTION 1: The City Council of the City of Vernon hereby finds and determines that the recitals contained herein above are true and correct. SECTION 2: Subject to the conditions set forth below, the conditional use permit is hereby granted to Baker Commodities for the operation of a recycled materials processing facility located at 3001 Sierra Pine Avenue. SECTION 3: In order to adequately protect the public health and general welfare the following conditions are required: a. The facility shall be operated in accordance with, and made to conform with all current codes, rules, and regulations and subject to permit fees and taxes as adopted by 3 1 the City of Vernon not otherwise addressed by this grant of a 2 conditional use permit. 3 b. All required federal, state, local and regulatory 4 agency permits shall be obtained prior to operation. Prior to 5 occupancy a business license and occupancy permit shall be 6 obtained. 7 c. Any hazardous substances used, handled and/or stored 8 shall have prior approval from the Vernon Fire and Health 9 Departments. A Health Permit shall be obtained if there are 10 reportable quantities of hazardous materials on the site. 11 d. Servicing of vehicles, including but not limited to, 12 washing, steam cleaning and repairing, shall not be permitted 13 on the premises. No inoperative vehicles shall be stored on- 14 site. All vehicles operated at the facility shall be tuned and 15 maintained in acCordance with applicable emission standards. 16 e. The facility shall be operated in a manner, which 17 will not impede traffic on Sierra Pine Avenue. All vehicles 18 shall enter and exit the site in a front forward manner. No 19 maneuvering or vehicle parking associated with the facility 20 shall take place on the public street. 21 f. In accordance with National Pollutant Discharge 22 Elimination System permit regulations, Baker Commodities shall 23 submit a Notice of Intent to the State Water Resources Control 24 Board and shall prepare a prevention plan and monitoring 25 program within the Board's time limitations. 26 g. The project site shall be constructed and maintained substantially in compliance with the site plans submitted as part of this conditional use permit application. i. The facility shall maintain a valid City of Vernon Health Permit for a Waste Processing Facility. j. All parking and loading facilities shall be paved with a hard durable surface material and shall be adequately drained, and kept free of dust, mud, trash and weeds. Where parking or maneuvering areas adjoin the public street a barrier wall or landscaping shall be installed and maintained to meet City standards. Adequate on-site parking shall be maintained so that no on street parking or staging will occur. k. The building and/or equipment shall be maintained so as to prevent the entrance of rodents and harborage of rodents. 1. The facility shall comply with all CalOSHA noise requirements at all times. m. The facility shall be operated in such a manner that odor, noise and vibration shall not be a nuisance to neighborhood properties. At no time shall noise exceed 65dba or vibration exceeds four hundredths of an inch per second particle velocity when measured at the property line. Any extension, expansion, change in use, change in ownership interest, and/or the issuance of a new occupancy permit shall require a new conditional use permit. o. The proposed area associated with the wastewater treatment facility shall be paved with concrete or asphalt prior to operation. p. This Conditional Use Permit (CUP) shall become void/expire within two years of approval of this permit. Upon the permit becoming void, Baker Commodities shall cease all operations regarding the temporary waste processing facility and remove all equipment associated with the operation. SECTION 4: Noncompliance with any condition set forth in the conditional use permit shall be grounds for voiding the permit pursuant to Section 26.5.2-10 of the Comprehensive Zoning Ordinance. SECTION 5: Baker Commodities and any successors in interest shall indemnify, hold harmless, and defend the City of Vernon, its officers, agents, and employees from and against any and all claims, complaints, or petitions for: (1) damages, losses, expanses resulting from bodily injury, sickness, disease, disability or death arising from the operation of the facility excluding therefrom any such claim resulting from the gross negligence or intentional wrongdoing of the City of Vernon, its officers, agents or employees; (2) a peremptory writ or other relief by way of injunction, mandamus, or administrative mandamus; or (3) legal expenses and attorney's fees incurred by the City of Vernon on behalf of any party in such actions or 6 1 proceedings. CONDITIONAL USE PERMIT TO OPERATE A RECYCLED MATERIALS PROCESSING FACILITY AT 3001 SIERRA PINE AVENUE OTCTOBER 26, 2005 Baker Commodities, Inc. ("Baker Commodities") has submitted an application for a conditional use permit to operate a recycled materials processing facility located at 3001 Sierra pine Avenue. Tissurama, a textile dyeing, printing, finishing, and knitting facility, previously occupied the site. Baker Commodities proposes to construct and operate a temporary wastewater processing facility (waste recycling of restaurant trap material), which will operate for a two (2) year period. During operation of the recycling/treatment facility, there will also be ongoing construction of a 176,490 square foot cold storage facility on the site. 1. GENERAL PLAN The proposed use is consistent with the Zoning Ordinance and General Plan. The site is located in the M2-Zone, Heavy Industrial. Baker Commodities is considered a recycled materials processing facility. A recycled materials processing facility is defined in Section 26.2.14 of the Comprehensive Zoning Ordinance as a facility 1 that processes recycled materials in order to convert and redistribute them as raw materials for recycled products or in order to convert them and manufacture a product made wholly or partly from recycled materials. A recycled material processing facility does not include a use ancillary to an industrial use. A recycled materials processing facility is an allowed use in the M2-Zone with approval of a conditional use permit. 2. SITE The total property area of the proposed project is approximately 288,523 square feet in size. The. applicant proposes to construct and operate a 243 square foot wastewater recycling facility and construct and operate a 176,490 cold storage building that will be situated on the same property. Baker Commodities has proposed to pave the site with an impermeable surface that meets City of Vernon standards. The proposed recycling/treatment facility will be supported by one parking stall and one truck parking/loading stall. The proposed cold storage facility will be supported by a one hundred ten stall surface parking lot and twenty-one truck parking/loading stalls. City staff has determined that the proposed site and development of the property is consistent with the 2 applicable development standards. Therefore, it is anticipated all parking and loading activities will be maintained on-site within the premises and that an adequate supply of parking and loading on-site will be provided creating no impact to neighboring properties. The site plans for the proposed operation indicates the site is adequate in size, shape, topography, including drainage and landscaping. 3. ADVERSE EFFECT The proposed use is surrounded by properties with industrial uses that are compatible. Steps have been taken to mitigate possible odors assoc.iated with the proposed project; Baker Commodities will cover the storage tanks and enclosure of the DAF odors. As the tanks are filled, Bioxide by u.S. Filter will be added to control odors. This material is specifically manufactured for odor control as a mechanism to reduce fugitive emissions. If, during Baker Commodities initial startup of the system, the City determines that these odor controls are inadequate, Baker Commodities will install a caustic scrubber -system as a control mechanism for fugitive emissions. This process will require regulatory approval. The final, treated waste stream will be permitted under the requirements of the Los Angeles County Sanitation Districts. The flow monitoring 3 system will be enclosed to further reduce odors. Therefore, the project with the proposed odor control equipment will not create any adverse impacts from traffic, parking, noise, odor, dust, smoke, light or glare, or risk of fire, infection or explosion are expected to occur to the adjacent of abutting properties. An initial study has been conducted for the project in compliance with the California Environmental Quality Act (CEQA). No potentially significant impacts are expected to result from the project. The Director of Community Services & Water has recommended that a Notice of Intent be filed, and a Negative Declaration be adopted in compliance with the California Environmental Quality Act (IICEQAII), which identifies potentially significant impacts on the environment from the project. 4. ACCESS The project site, as proposed, will have access to two driveways that front Sierra Pine Avenue. Sierra Pine Avenue, which is 50 feet in width and is adequate in size and pavement type to handle the traffic generated by the operation. The streets and highways surrounding the proposed use are adequate in width and are 4 improved as necessary to carry the traffic expected by this proposed use. 5. VEHICLE MOVEMENTS It is anticipated that there will be approximately fifteen to twenty deliveries a day. The traffic will be held to a two (2)-shift operation (5:00 a.m. to 11:00 p.m.). One automobile per shift, a maximum two shifts. Trucks that will deliver grease/solids to the proposed site will occur during the early morning and late afternoon. Based on vehicular volume the proposed use will not cause a significant traffic impact. Therefore, the proposed use will not cause a significant traffic impact to neighboring properties or businesses. 6. OPERATIONS Baker Commodities proposes to construct and operate a cold storage facility (approx. 176,490 sq. ft.) on the site, and also propose to construct a temporary waste processing facility (approx. 243 sq. ft.) located at 3001 Sierra Pine Avenue (former Tissurama site). The proposed site is approximately 6.5 acres in size. The proposed construction of a temporary waste processing facility will entitle Baker Commodities to transfer the capacity units to the main facility located at 4020 Bandini Boulevard in the City of Vernon. The proposed operation by 5 Baker Commodities for the Sierra Pine Avenue site will consist of trucks hauling in brown grease collected from grease traps of restaurants, unloading the tanker trucks into a tank, the grease would then be processed in which soils would be settled out and grease floated to the top and skimmed off and the residual wastewater would be discharged to the City sewer. The grease will then be taken to Baker Commodities at the Bandini Boulevard rendering facility for further processing. Baker Commodities intent to construct and operate this temporary waste processing facility is to transfer LACSD (Los Angeles County Sanitation Districts) capacity units from the Sierra Pine site to the their primary plant on Bandini Boulevard. The use of this recycle system allows for the immediate occupancy of the property while construction of the new cold storage facility is in progress. This system (the recycling facility) is only to be run up to two (2) years during which the new cold storage facility will be constructed. 7. Traffic Renort Since this is a temporary operation of a recycling facility (to be removed two (2) years after commencement of operation), a formal traffic study was not conducted. The following is the anticipated traffic flow for this temporary recycling center. Vehicular Traffic: One automobile per shift. Maximum two (2) shifts. Truck Traffic: Maximum restaurant trap tankers per day = 20 Average restaurant trap tankers per day = 15 Grease/solids tanker trucks per day' = 2 The traffic will be held to a two (2) shift operation - 5am to 11 pm. Onerations Renort The following is an outline of the operations to take place on the property for a limited time frame: · The old Tissurama site (approximately 6.5 acres) is to be first demolished to make way for the construction of a new 160,000 sqft. cold storage facility to serve primarily the freezer/cooler needs of local food processors. The facility requires a special use permit in order to use the site as a recycling operation to separate grease and solids from restaurant trap wastewater. This requires the installation of an equalization tank system, a small dissolved air flotation cell, a grease/solids holding tank and a final wastewater conditioning tank for pH control. It is the owner's intent to operate this system for not more than 2 years to provide for capacity at their primary plant. The use of this recycle system allows for the immediate occupancy of the property while construction of the new cold storage facility is in progress. · Tanker trucks (5,000 gallon capacity) containing restaurant trap material will be unloaded at this site for up to 8 hours per day while the recycling facility may operate up to an 18 hours per day. The total throughput of the facility will be approximately 75,000 gpd of restaurant trap grease. · The waste material from the trucks will be fIrst stored in one of two, 20,000 gallon storage tanks. Each of these tanks will be covered to reduce odors and a strong liquid oxidizing agent will be added to enhance the freshness of the material. This stored material will then be pumped through a conditioning tank for the addition of coagulant and flocculant chemicals and then allowed to enter into a flow-through dissolved air flotation (DAF) unit. The flotation unit, by addition of air, will float solids and grease to top for removal by a skimmer (rake) system. This DAF unit will also be covered to control odors. The solids/grease will be held in a covered sludge holding tank · The treated restaurant waste will overflow from the DAF unit and undergo automatic pH adjustment using caustic to meet the standards of the Los Angeles County Sanitation Districts. A flowmeter will be installed after pH adjustment to continuously monitor the quantity of waste discharged and provide for a legal waste sampling point. The waste treatment system described above including the flow monitoring system will be fully permitted through the L.A.C.S.D. and pretreatment limits will be made part of the industrial wastewater permit. It is expected that frequent wastewater monitoring will also be conducted by Districts' personnel. · In order to mitigate possible odors, an odor scrubber comprised of a packed tower will be installed. Odors will be drawn off through the scrubber from the holding tanks, the DAF unit and the sludge holding tank. · The sludge/grease produced and stored in the sludge holding tank will be trucked approximately twice per day to Baker Commodities for additional treatment. · The entire system described above will have spill containment to eliminate offsite spillage of materials. Hazardous Materials Revort · 50% Sodium Hydroxide - For use as a waste neutralizing chemical prior to meet the pH requirements of the L.A.C.S.D. and also for use as odor control in the odor control modules. DevelonmentlPlot Plan See attached plan, Site-l plan and enlarged plan of waste treatment system (WW-I). August 18, 2005 BURDEN OF PROOF A) The site for the proposed use is considered adequate in size, shape and topography, including drainage and landscaping. The total site is 6.674 acres while the recycling facility will take up less than ~ acre when including the spill containment area and the gravel drive area. It is proposed that the entire site be demolished (permits have been issued for this work) except for the area for the waste treatment system. Spill containment will be provided to prevent accidental spills. Storm water drainage will be included under the demolition permit with BMP' s in place for erosion control. Landscaping will be included as part of the construction of the new cold storage facility. B) The proposed use (waste recycling of restaurant trap material) will not pose any adverse impact on adjacent or abutting properties in terms of traffic, parking noise, smoke, light, fire risk, infection or explosion. The potential of odors generated by this facility will be greatly reduced since it is planned to include: . An oxidizing agent to reduce sulfide accumulation in the raw waste material. · Covering of all waste tanks including the raw holding tanks, the sludge tank, and the recycle tank. · Odor containing vapors from these tanks will be scrubbed in small caustic containing treatment systems. . The dissolve air flotation treatment system will be fully enclosed and will have a small, packed tower scrubber to control potential odors. It is felt that odors will be adequately controlled to prevent nuisance emissions. C) The surrounding area is part of an M-2 zone containing various manufacturing facilities. With appropriate, full time operation of the treatment system, there should be no impact on the neighboring businesses and will be compatible. This system is only to be run up to two (2) years during which the new cold storage facility will be constructed. D) The site has adequate access to streets and has adequate width and pavement type to the facility for providing smooth transportation of tanker trucks to the site and sludge tanker trucks flowing back to Baker Commodities for further treatment of the recycled material. Sierra Pine Ave. is currently 40 ft. curb-to-curb and, after completion of the master plan for the site (construction of new cold storage facility), will have a full frontage improvements running approximately 720 ft. in length including new drive approaches, curb, sidewalk and gutter, utilities, etc. ' E) The recycling center requires only one (1) parking space, The proposed cold storage facility will have a total of 124 parking spaces and will be over parked by approximately 10%. The site has adequate off-street parking. F) This recycling/treatment facility is to operate for a two (2) year period only. It will be located in a heavy industrial environment which will be suitable for this current Conditional Use Permit and for its future use as a cold storage operation. This treatment system has been granted verbal approval by the Los Angeles County Sanitation Districts but will require plans and specifications along with the appropriate permit attachments in order to obtain an Industrial Waste Permit (this will be done prior to the operation of the system). Since this is a temporary facility and also a site for future construction of a cold storage facility, the southerly portion of the site and new entrance way will be graveled per the requirements of the City of Vernon for dust mitigation. This will be completed per the requirements of Vernon's BMP No. ESC-24 for a stabilized entranceway. . Odors will be controlled by the addition of a sulfide scavenging chemical (Bioxide by U.S. Filter). All tanks utilized for the waste treatment system will have solid covers. The two main holding tanks will also be vented via ductwork to individual reservoirs (50 gallons) of a caustic/water solution for odor scrubbing. The dissolved air flotation unit will be completely enclosed with a vented doorway with an exhaust fan removing fugitive odors and directing them to a small, packed tower scrubber using a light re-circulating caustic solution. 32) The recycling center will operate for a period of two (2) years or less. The former dye and finishing operations will be demolished to make way for anew 176,490 sqft. cold storage facility. It is anticipated that construction will begin in January, 2006 and will continue up to one year until the building can be occupied. 33) & 34) As noted in 32) above, this dye and finishing facility is destined to be demolished. The existing building is a mix of tilt-up construction along with various brick and block structures. It had railroad aCcessibility in the past although the rail spurs have been abandoned and the tracks removed. This facility is impermeable except for the former rail spur with concrete yards throughout. Current rainwater flow is to Sierra Pine Avenue with some overflow to the former rail spur. There appears to be some rainwater intrusion to the industrial waste sewer system, A soils report has been ordered but experience in other areas close to this site have not indicated any unusual soil conditions or soilliquification, There are no plants or animals living on the ,site nor are there any known,cultural, historic or scenic aspects. Tissurama, a textile dyeing, printing, finishing, and knitting facility, previously occupied the site. Baker Commodities proposes to construct and . operate a temporary wastewater processing facility (waste recycling of restaurant trap material), which will operate for a two (2) year period. During operation of the recycling/treatment facility, there will also be ongoing construction of a 176,490 square foot cold storage facility on the site. The addition is consistent with the City of V emon Comprehensive Zoning Ordinance and the City of V emon General Plan. The project is subject to the California Environmental Quality Act (CEQA) because it requires discretionary approval. 9. Since this is a temporary operation (2 year project) of recycling facility the applicant proposes to keep the same number of employees working at the site. There will not be any significant changes to the geologic substructure or topography. -4- IV. WATER. An initial study was preformed as part of this project, which studied the affects of water quality impacts. Alteration of surface water quality is unlikely. All businesses will be required to obtain a National Pollution Discharge Elimination System (NPDES) permit, if required. There are no surface water bodies within the vicinity ofthe project. No changes in water currents or water movements will occur. There will be no impacts on the direction or rate of flow of groundwater and no impact on its quality. The City of V ernon is the primary water service provider in Vernon. Therefore, there will be no substantial increase in public water demand and no reduction in the demand for groundwater. V AIR QUALITY: Would the proposal: a) Violate any air quality standard or contribute to an existing or projected air quality violation? 0 o x o a. The City of Vernon is located within the South Coast Air Basin of California. The basin covers a 6,600-square mile area within Orange County, non-desert portions of Los Angeles County, Riverside County, and San Bernardino County. Air quality in the basin is monitored -5- by the South Coast Air Quality Management District ("AQMD") at 35 monitoring stations throughout the area. The monitoring station nearest to the City of Vernon is the Pico Rivera station. Readings at the station are used to characterize air quality in the City of Vernon. Therefore, the proposed use will not have any impact on air quality. b) Expose sensitive receptors to pollutants? o o o x b. The project as proposed will not cause an impact to these sensitive receptors. c) Alter air movement, moisture, or temperature, or cause any change in climate? 0 o o x c. To mitigate possible odors associated with the proposed project, Baker Commodities will cover the storage tanks and enclosure of the DAF odors. As the tanks are filled, Bioxide by U.S. Filter will be added to control odors. This material is specifically manufactured for odor control as a mechanism to reduce fugitive emissions. If, during Baker Commodities initial startup of the system, the City determines that these odor controls are inadequate, Baker Commodities will install a caustic scrubber system as a control mechanism for fugitive emissions. This process will require regulatory approval. The final, treated waste stream will > be permitted under the requirements of the Los Angeles County Sanitation Districts. The flow monitoring system will be enclosed to further reduce odors. Therefore, the project with the proposed odor control equipment will not create any objectionable impact. VI. TRANSPORTATION/CIRCULATION. Would the proposal result in: a) Increased vehicle trips or traffic congestion? o o o x a. Several freeways serve Vernon. To the north is the Santa Ana (1-5), Santa Monica (1-10) and the Hollywood (1-101) freeways, to the west is the Harbor Freeway (1-110), and to the east is the Long Beach Freeway (1-71 0). Vernon has several arterials, which bisect the City. The streets surrounding the proposed use are adequate in width and are improved as necessary to carry the traffic expected by this proposed use. The subject site is served by Sierra Pine Avenue, a local roadway with a right-of-way of 50 feet. Therefore, there will be no impact on transportation during operation due to increased traffic trips. b) Hazards to safety from design features (e.g. sharp curves or dangerous intersections) or incompatible uses (e.g. farm equipment)? 0 o o x -6- b. The proposed site is located in an existing industrial area, and the project is compatible with surrounding uses. The local Certified Unified Program Agency (CUP A) regulates use and storage of hazardous materials at any facility within the City of Vernon, which is the City of Vernon Environmental Health Department. All facilities within the City are regularly inspected by the Vernon Fire and Environmental Health Departments for code violations. The inspections are made to reduce the potential for urban fires and chemical releases. The Vernon Fire Department has a fully manned hazardous materials unit. All personnel are trained in hazardous material response. The proposed existing regulations and permitting requirements will be adhered to by the facility and this compliance will reduce potential hazards to less than significant levels. If required, a Hazardous Materials Establishment Permit, as required of all facilities within the City, must be submitted to and approved by the City of Vernon -8- Environmental Health and Fire Departments. A Hazardous Materials Establishment Permit shall include, but not be limited to, instruction and on-the-job training of employees to identify and handle hazardous materials and shall be conducted by an individual knowledgeable in hazardous materials management. These requirements are standard requirements of facilities located within the City of Vernon to regulate the handling and storage of hazardous materials involved in the everyday function of non-hazardous businesses. Therefore, this impact will be less than significant. e) Increased fire hazard in areas with flammable brush, grass, or tees? 0 o o x e. The proposed site is located in a completely built-out urbanized area that does not contain flammable grass, brush, or trees. No additional landscaping will be done on the site X. NOISE. These operations are not expected to cause any significant noise impacts to neighboring businesses. XI. PUBLIC SERVICES. Implementation of the project is not expected to result in the need for new power lines or natural gas systems. No significant increase in energy demand is anticipated from the project. Sufficient infrastructure is in place in the City of Vernon to afford a slight increase in power consumption at the facility. There will be no impact to the City of Vernon Utilities Department. b) Communications systems? o o o x b. The proposed site will be served by existing communication systems. The telephone, cable, and other communication systems are adequate and available to serve the proposed site.
