Resolution No. 88881 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 RESOLUTION NO. 8888 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON AUTHORIZING THE TRANSFER OF MAINTENANCE AND SERVICING FUNDS FROM THE SAFE NEIGHBORHOOD PARKS PROPOSITIONS OF 1992 AND 1996 (PROPOSITION A) TO THE CITIES OF BELL, MAYWOOD AND LYNWOOD FOR THE MAINTENANCE AND SERVICING OF PROPOSITION A FUNDED PROJECTS IN SAID CITIES WHEREAS, the people of Los Angeles County have enacted the Safe Neighborhood Parks Propositions of 1992 and 1996, which provide funds, including Maintenance and Servicing Funds, to Los Angeles County and its incorporated cities for developing facilities for public recreation; and WHEREAS, Los Angeles County Regional Park and Open Space District has been delegated the responsibility for the administration of the program within the County of Los Angeles and for setting up necessary procedures governing applications by local agencies under the program; and WHEREAS, the City of Vernon has been allocated funds under Proposition A, but does not have a current program for developing facilities for public recreation; and WHEREAS, the Cities of Bell, Lynwood and Maywood have parks and recreation facilities and have communicated that they are willing to accept the transfer of funds and use the funds for maintaining and servicing Proposition A funded projects which will benefit residents of all surrounding communities; and WHEREAS, the City Council of the City of Vernon wishes to transfer funds allocated to the City of Vernon under Proposition A to the Cities of Bell, Maywood and Lynwood. 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF VERNON AS FOLLOWS: SECTION 1: The City Council of the City of Vernon hereby finds and determines that the recitals contained hereinabove are true and correct. SECTION 2: The City Council of the City of Vernon hereby authorizes the transfer of Maintenance and Servicing funds to the 'following cities, in the amounts designated, for use in the maintenance and servicing of Proposition A funded projects in the cities: a. City of Bell, Seven Thousand Five Hundred Dollars and No Cents ($7,500.00); b. City of Maywood, Seven Thousand Five Hundred Dollars and No Cents ($7,500.00); and c. City of Lynwood, Ten Thousand Dollars and No Cents ($10,000.00). SECTION 3: The Cities of Bell, Maywood and Lynwood will be the applicants for the funds and will be able to apply for and expend these funds only in accordance with the provisions of the Los Angeles County Regional Park and Open Space District Maintenance and Servicing Policy. SECTION 4: The City Council of the City of Vernon hereby directs the Acting'City Clerk, or his designee, to send a certified copy of this Resolution to: Los Angeles County Regional Park and Open Space District Attn. CITY COUNCIL DOES BEREBY RESOLVE AND ORDER AS FOLLOWS: Seption 1, The Bell City Council hereby accepts the transfer of maintenance and servicing funds in the amount of $7,500.00 from the City of Vernon for the maintenance and servicing of Proposition A funded projects in the City of Bell; and Section 2. The Bell City Council hereby certifies that the City of Bell will be - the applicant for the funds and will be able to apply for and spend these funds only in accordance with the provisions of the Los Angeles County Regional Park and Open Space District Maintenance and Servicing Policy; and Section 3. Peretz Director of Community Services Consideration of Resolution Number 2006- 02 Approving the Transfer of $7,500 in Maintenance and Servicing Funds from the City of Vernon's Share of Proposition A, the Safe Neighborhood Parks Propositions of 1992 and 1996 Recommendation: It is recommended that the Bell City Council adopt Resolution 2006 -02 approving the transfer of $7,500.00 of Proposition A Maintenance and Servicing funds from the City of Vernon to the City of Bell for the maintenance and servicing of Proposition A funded projects in the City of Bell. Background: On November 16, 2005, the City Council of the City of Vernon adopted Resolution No. 8888 which authorized the transfer of $7,500.00 of Proposition A Maintenance and Servicing funds allocated to the City of Vernon to the City of Bell for the maintenance and servicing of Proposition A funded (i.e., parks and open space) projects in the City of Bell. The City of Vernon is eligible under Proposition A to receive Maintenance and Servicing funds. However, since the City of Vernon lacks available park and open space sites, it annually distributes a share of its allocation to neighboring cities that can successfully utilize these funds. Thus, the City of Vernon is offering the City of Bell $7,500 in Proposition A Maintenance and Servicing funds to invest in its Proposition A funded projects. In order to accept these funds, the Bell City Council must approve and adopt the attached Resolution Number 2006 -02. Attachment: Resolution No. 2006 -02
