VERNON APPOINTING REPRESENTATIVE TO REPRESENT THE
3 CITY OF VERNON ON THE BOARD OF DIRECTORS OF THE
SOUTHERN CALIFORNIA PUBLIC POWER AUTHORITY

WHEREAS, several cities entered into a Joint Powers Agreement
6
dated November 1, 1980, to create the Southern California Public Power
7
Authority ("SCPPA") pursuant to the provisions of Chapter 5, Division
8
7, Title 1 of the Government Code of the State of California, as
9
amended; and
10
WHEREAS, on December 16, 1980, the City Council of the City
11
of Vernon adopted Resolution No. 4765 agreeing to the provisions of the
12
Joint Powers Agreement in order to become a member of SCPPA; and
13
WHEREAS, on April 1, 1981, SCPPA adopted Resolution No. 1981-
14
2 admitting the City of Vernon to membership in SCPPA; and
15
WHEREAS, the City Council of the City of Vernon adopted
16
Resolution No. 8326 on December 3, 2003, appointing a representative to
17
represent the City of Vernon on the Board of SCPPA; and
18
WHEREAS, by memo dated February 2, 2006, staff recommended
19
that the Director of Light & Power Department be appointed to
20
represent the City.

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
22
CITY OF VERNON AS FOLLOWS:

SECTION 1: The City Council of the City of Vernon hereby
24
finds and determines that the recitals contained hereinabove are true
25
and correct.

SECTION 2: The City Council of the City of Vernon hereby
27
appoints Donal O'Callaghan, Director of the Light & Power Department
28
to represent the City of Vernon on the Board of Directors of SCPPA and

to represent the City of Vernon on the Board of Directors of SCPPA and
his designee shall serve as his alternate on said Board until further
order of the City Council.
SECTION 3: The City Council of the City of Vernon hereby
directs the Acting City Clerk, or his designee, to deliver a copy of
this Resolution to the Board of Directors of SCPPA to:

SECTION 4: In accordance with Section 19 of the Joint Powers
Agreement, notices, demands or requests from SCPPA shall be delivered
to:

Vernon, CA 90058
SECTION 5: The City Council of the City of Vernon hereby
repeals Resolution No. 8326.
SECTION 6: The City Clerk of the City of Vernon shall
certify to the passage of this resolution, and thereupon and thereafter
the same shall be in full force and effect.
