RESOLUTION NO. 8981
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
VERNON AUTHORIZING THE ACTING CITY CLERK TO MAKE
NECESSARY PURCHASES ON BEHALF OF THE CITY OF VERNON
IN CONNECTION WITH EXPENDITURES FOR LIGHT & POWER,
INCLUDING GAS AND WHOLESALE ELECTRIC PURCHASES
WHEREAS, the City of Vernon recently completed construction
of the Malburg Generation Station and is in the process of constructing
other sources of generating capacity that will yield an efficient, cost
cost-effective, and reliable source of electric generation to the
City's inhabitants; and
WHEREAS, the City has constructed a natural gas distribution
system served at two locations (Bandini/Downey and Fruitland/Downey)
from SoCalGas Transmission Line 756 and two regulator stations are
located at the two locations to distribute gas from the transmission.
Isystem into the distribution system located in the City; and
WHEREAS, in order to expedite Light & Power expenditures,
purchases of supplies and/or services, including gas and wholesale
Jelectric purchases, that are considered to be urgent or that need
limmediate action or approval, City staff have recommended that the
Acting City Clerk be authorized to approve any Light & Power
expenditure or purchase, including gas and wholesale electric
purchases, secure any service and/or execute any agreements or
contracts that are considered to be urgent or need immediate action or
approval, subject to any purchases over $20,000 and consulting service
agreements/contracts over $25,000 being presented thereafter for
ratification; and

WHEREAS, the City Council of the City of Vernon has
determined that, pursuant to the provisions of subsection (a) of
Section 2.27 of the Vernon City Code, it is in the public interest and
necessity to authorize the Acting City Clerk to make the Light & Power
expenditures, purchases, including gas and wholesale electric
purchases, secure the services and/or execute the agreements or
contracts on behalf of the City that need immediate action or approval
during the construction of various Light & Power projects.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF VERNON AS FOLLOWS:
SECTION 1: The City Council of the City of Vernon hereby
finds and determines that the recitals contained hereinabove are true

SECTION 2: The City Council of the City of Vernon hereby
authorizes the Acting City Clerk to execute any and all documents
necessary to implement all Light & Power expenditures, purchases of
supplies or services, including gas and whole electric purchases if
such purchase, expenditure or service is considered urgent or requires
immediate action or approval, subject to any purchase of supplies over
$20,000 or any service over $25,000 being ratified by the Finance
Committee.

SECTION 3: The Acting City Clerk of the City of Vernon
shall certify to the passage of this resolution, and thereupon and
thereafter the same shall be in full force and effect.
