RESOLUTION NO. 9003
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
VERNON ESTABLISHING THE POSITION OF CAPITAL PROJECT
ADMINISTRATOR AND APPOINTING THE ASSISTANT CITY
ATTORNEY TO SERVE IN SAID POSITION
WHEREAS, the City of Vernon's Light & Power Department has
experienced an increased work load in administration and operation; and
WHEREAS, the City Council of the City of Vernon has
considered the reorganization of the Light and Power Department and
the City Administrator/City Clerk Department; and
WHEREAS, the City Council of the City of Vernon desires to
create the position of Capital Project Administrator in the Light &
Power Department to administer and enhance the operation of the
Department by providing supervision in the operation of the Light &
JPower Department; and
WHEREAS, the City desires to appoint the Assistant City
Attorney, Bruce V. Malkenhorst, Jr., to serve as the Capital Project
Administrator of the Light & Power Department effective April 5,
12006.
'NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF VERNON AS FOLLOWS:
SECTION 1: The City Council of the City of Vernon hereby
finds and determines that the recitals contained hereinabove are true
and correct.
SECTION 2: The City Council of the City of Vernon hereby
creates the position of Capital Project Administrator in the Light &
Power Department and appoints the Assistant City Attorney, Bruce V.
Malkenhorst, Jr., to serve in said position with no increase in

compensation and to have the duties and responsibilities described in
Exhibit A which is attached hereto and incorporated by reference.
SECTION 3: The Acting City Clerk of the City of Vernon
shall certify to the passage of this resolution, and thereupon and
thereafter the same shall be in full force and effect.

DUTIES OF CAPITAL PROJECT ADMINISTRATOR
IN VERNON LIGHT & POWER DEPARTMENT
The Capital Project Administrator shall be in charge of the followi°ng:
• Malburg Generating Station Project;
• Vernon Power Plant Project;
• Oil Refinery Projects;
• County Sanitation Waste Transfer Station Project;
• Gas Department System Projects;
• Director of Light & Power and Light & Power Department; and
• Such other and further duties as the City Council may deem
appropriate from time to time.
