A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
VERNON DESIGNATING FIRE STATIONS 1, 2, 3 AND 4 AS
SAFE SURRENDER LOCATIONS
WHEREAS, the State Legislature has enacted Health and Safety
Code Section 1255.7, which allows any person having lawful custody of a
minor child 72 hours old or younger to surrender physical custody of
the child to an employee at a location designated by the County Board
of Supervisors; and
WHEREAS, the City of Vernon wishes to request the County
Board of Supervisors to designate Vernon Fire Stations 1, 2, 3 and 4 as
Safe Surrender Sites under the Safely Surrendered Baby Law enacted in
2001; and
WHEREAS, the City's staff has determined that the designation
of Vernon Fire Stations 1, 2, 3 and 4 as Safe Surrender Sites will
enhance its ability to serve the community, thereby benefiting the
health and welfare of Vernon's citizens.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF VERNON AS FOLLOWS:
SECTION 1: The City Council of the City of Vernon hereby
finds and determines that the recitals contained hereinabove are true
land correct.
SECTION 2: The City Council of the City of Vernon hereby
requests the Board of Supervisors of the County of Los Angeles to
designate the following locations as Safe Surrender Sites where fire
department employees may accept the surrender of a minor child who is
72 hours old or younger from a person who has lawful custody of the
child:

SECTION 3: The City Council of the City of Vernon hereby
authorizes the Acting City Clerk, or his designee, to send a copy of
this resolution to the County of Los Angeles at the address listed
below for the purpose of expressing its intent to have Vernon Fire
Station Nos. 1, 2, 3 and 4 designated as Safe Surrender Sites pursuant
to California Penal Code Section 271.5:

SECTION 4: The City Council of the City of Vernon hereby
authorizes the Acting City Clerk, or his designee, to execute any
documents which are necessary to effect such designation and which are
consistent with this resolution, subject to the approval of the City
JAttorney.
SECTION 5: The City Council of the City of Vernon hereby
adopts the City of Vernon Fire Department Procedures for Accepting a
Newborn under the California Safely Surrendered Baby Law, a copy of
which is attached hereto and incorporated by reference as Exhibit A.

SECTION 6: The Acting City Clerk of the City of Vernon
shall certify to the passage of this resolution, and thereupon and
thereafter the same shall be in full force and effect.

FIRE DEPARTMENT PROCEDURES FOR
ACCEPTING A NEWBORN UNDER THE
CALIFORNIA SAFELY SURRENDERED BABY LAW
The California Safely Surrendered Baby Law, as amended, allows a person to
surrender a minor child (72 hours or younger) to any firefighter on duty at any
one of our fire stations. Under certain circumstances, they may do so discreetly
without fear of being prosecuted for child abandonment.
PROCEDURES
Welcome the parent or person surrendering the infant. Do not be
judgmental (this is an emotional and difficult time for the person).
2. Ascertain that the infant is under 72 hours or younger. Accept the infant
(even if the infant appears older than 72 hours) and begin to assess for
any medical needs.
3. Notify Command and Control of a still alarm at the station and request a
paramedic unit (if one is not in quarters) and an ambulance to respond.
Initiate an EMS report on the infant.
4. Locate and open the Newborn Safe Surrender Kit. Hand the surrendering
person the inner business reply mail envelope containing the Newborn
Family Medical History questionnaire, a fact sheet and a copy of the
coded, confidential bracelet. Place the smaller coded, confidential ankle
bracelet(s) on the infant and record the code on the EMS report.
5. Once on scene, paramedics shall assume custody of the infant, initiate
base hospital contact, and continue to assess and provide for any medical
needs of the infant.
6. Paramedics shall accompany the infant to the receiving hospital and
transfer custody to a designated hospital employee. Paramedics will
notify Department of Children and Family Services (DCFS) while at the
receiving hospital by calling the Child Abuse Hotline at (800) 540-4000.
After selecting your language preference, English or Spanish, select
Option 3 to identify that you are calling to report a Safe Surrender infant.
7. The Captain in charge of the incident will complete an Incident Report.
Immediate notification to the on duty Battalion Chief will be made. The on
duty Battalion Chief will report to the Safe Surrender site as a witness to
the incident. The on duty Battalion will brief the Fire Chief of the incident.
