FOR THE ELEVATED TANK SEISMIC UPGRADE AND EXTERIOR PAINT IN ACCORDANCE WITH CONTRACT NO. 598 OF THE CITY OF VERNON AND APPROVING THE EXECUTION OF SAID CONTRACT WHEREAS, Contract No. 598 of the City of Vernon was approved by the City Council of the City of Vernon pursuant to Resolution No. 8997, and sealed bids were opened on May 2, 2006; and WHEREAS, said bids were referred to Samuel Kevin Wilson, Director of Community Services & Water, who has reported to the City Council under the date of May 10, 2006, recommending that Contract No. 598 for the Elevated Tank Seismic Upgrade and Exterior Paint be executed with AA-1 Services, Inc. on the basis of its bid in the sum of Five Hundred Thirty Five Thousand Dollars and no cents ($535,000.00), being the lowest responsible bid meeting the contract requirements. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF VERNON AS FOLLOWS: SECTION 1: The City Council of the City of Vernon hereby finds and determines that the recitals contained hereinabove are true and correct. SECTION 2: The City Council of the City of Vernon does hereby award Contract No. 598 to AA-1 Services, Inc. in accordance with the recommendation of Samuel Kevin Wilson, Director of Community Services & Water, and authorizes the Mayor and Acting City Clerk to execute said Contract on behalf of the City. Due to the configuration and height of the tank, the cost associated with recoating or repairing a failed coating system would be very high. Under the given circumstances completely removing the existing coating will eliminate the chance of failure between the coating systems and leave the City with a more reliable and longer lasting coating system. AA-1 Services, Inc., the primary contractor for the Elevated Tank Seismic Upgrade and Exterior Paint, Contract No. 598, Inc. is very concerned with the new coating system failing because it has been applied over a forty-six year old coating system that is brittle and has been fractured or damaged by the sweep -blast process. The configuration of the scaffolding and shrink-wrap make it very difficult and in some places. almost impossible to perform a consistent sweep -blast without partially removing and/or fracturing the existing coating system. The concern is that the tension created when the new coating system cures will cause the existing coating to lift or separate from the steel or undercoat in the areas that have been fractured or damaged. Due to the great expense to access and coat a structure of this size AA-1 Services, Inc. believes it is in the City's best interest to completely remove the existing coating at this time eliminating any chance of a failure between the two coating systems. Tnemec Company, Inc. is the coating manufacture providing the coating materials for this project. After visiting the site and observing the existing coating Tnemec feels that there is a high risk of failure in . performing an overcoat on the existing coating and do not recommend it on this elevated tank. Considering the age and type. of coating on the tank, Tnemec recommends performing a commercial -blast and. completely remove the existing coating system before applying the new coating. Harper & Associates Engineering, Inc. was contracted by the City to write the contract specifications and perform full time welding and coating inspection for this project. They feel that under normal circumstances a sweep -blast would be adequate however with the confined work area of the scaffolding it will be very difficult to perform a consistent sweep -blast without partially removing and/or fracturing the existing coating system. Harper agrees that the areas, which have been damaged and not properly prepped, are prone to failure. They also agree that applying a new coating system directly to properly prepared steel is superior to a coating system applied over an existing coating. An epoxy/urethane syste(nn coated over SP-6 blasted steel has a life expectancy rated it 20 years by coating; manufacturers, which is what the existing codling would Have been rated < s when 'first applied 30 plus years ago. So if applied properly it is undeniable the City WQL1ld le getting a far superior product than any kind of overcoat system_ The weakest link in the ovcrcoaling systerrt currently specified, is the bond between t ie top coat of the existing coating and the primer of the existing coating, which after 30 yea -s can it1 noway be considered preferable to any part ofan epoxy/urethane system over blaster I steel. Harper & Associates Engineering, Inc., the consultant contracted by the City to write the contract specifications and perform welding and coating inspection for this project, was asked to evaluate the condition of the center vent and submit a recommendation for repair. Harper & Associates Engineering, Inc. recommends replacing all of the vertical uprights, all nuts and bolts and all screen materials on the center vent. AA-1 Services, Inc, has agreed to repair the center vent per Harper & Associates Engineering, Inc. recommendations for and additional sum of $7,900. This extension will add an additional 57 calendar days to the contract. Due to the configuration of the elevated tank's support structure and legs, the scaffolding engineer for AA-1 Services, Inc. is unable to meet wind load calculations if the entire support structure is encapsulated with shrink-wrap as originally planned when bidding the project. This means that each leg and the support structure between them must be wrapped individually. Unfortunately, wrapping each leg and the sections between the legs individually has proven to be a very slow and time- consuming process. City staff has reviewed the encapsulation process and feels that AA-1 Services, Inc. is working diligently to complete the project in a timely manner and agrees that a time extension is justified. AA-1 Services, Inc. is not requesting additional funds for this Change Order however there will be additional costs associated with the added time required for the coating inspection performed by Harper and Associates Engineering, Inc. The City shall pay for required coating inspection up to forty hours per week and any costs for additional coating inspection shall be paid by AA-1 Services, Inc. and deducted from the total Contract costs.
