Resolution No. 9104' t . 1 RESOLUTION NO. 9104 2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF 3 VERNON APPOINTING MARTHA VALENZUELA AS DIRECTOR OF PERSONNEL 4 5 WHEREAS, on June 29, 2005, the City Council of the City of 6 Vernon adopted Resolution No. 8790, as amended by Resolution No. 8802 7 on July 12, 2005, which, among other things, appointed Martha 8 Valenzuela to the position of Senior Personnel Assistant; and 9 WHEREAS, on July 19, 2006, the City Council adopted Ordinance 10 No. 1121 providing, in part, for the appointment of a personnel 11 director by resolution; and 12 WHEREAS, Ordinance No. 1121 shall become effective on 13 August 19, 2006; and 14 WHEREAS, on July 25, 2006, the Personnel Committee Section of 15 the City Council of the City of Vernon recommended the appointment of 16 Martha Valenzuela as the City's Director of Personnel, subject to the 17 adoption of a resolution; and 18 WHEREAS, the City Council desires to formally appoint Martha 19 Valenzuela as the Director of Personnel of the City of Vernon 20 effective August 19, 2006. 21 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE 22 CITY OF VERNON AS FOLLOWS: 23 SECTION 1: The City Council of the City of Vernon hereby 24 finds and determines that the recitals contained hereinabove are true 25 and correct. 26 SECTION 2: The City Council of the City of Vernon hereby 27 appoints Martha Valenzuela to serve as the Director of Personnel of 28 the City of Vernon from August 19, 2006, until such time as the City 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 Council approves her removal or appoints another person to said position. SECTION 3: This Resolution shall be effective on August 19, 2006, the effective date of Ordinance No. 1121. SECTION 4: The Acting City Clerk of the City of Vernon shall certify to the passage of this resolution, and thereupon and thereafter the same shall be in full force and effect. This position will allow the Director of Personnel to plan, organize, and provide for adequate and qualified personnel to meet current and future City employment needs, including recruitment, orientation, and training. Furthermore, this position does not authorize the Director of Personnel to make any decisions without the consent of the Personnel Committee or its designee. Therefore, this position shall not be considered at a department head level. A copy of the job description is attached for your review. BVMJr:ng I� , � City of Vernon POSITION SPECIFICATIONS AND ATTRIBUTES DIRECTOR OF PERSONNEL DUTIES OF POSITION Under general administrative direction and supervision of the City Administrator, plan, organize, direct and review centralized human resources functions; provide for adequate and qualified personnel to meet current and future City employment needs, including recruitment, orientation, training, evaluation and discipline; ensure opportunities exist for employees to develop and perform to their maximum potential. EXAMPLE OF DUTIES Develop and recommend objectives, policies, programs and procedures that maintain a creative and results -oriented Personnel Department; make and implement recommendations on staffing an recruiting needs, including succession planning for managerial, supervisory and other personnel; administer the recruitment, examination and selection of personnel; encourage qualified City employees to participate in open or promotional examinations; maintain City personnel records; maintain and administer a performance -based, job -related classification program, including career mobility ladders; assist Department Heads in utilizing monetary and non -financial rewards and incentives to motivate employees; direct or provide assistance to Department Heads in assessing managerial, supervisory and employee performance, training and skill development; ensure that cost effective training and development plans are implemented to meet existing and future job skill requirements; administer Equal Employment Opportunity program and assist Department in attaining EEO objectives; counsel managers, supervisors and employees in handling evaluations and interpersonal problems and assist in achieving conflict resolution; assist in team building processes within and among Departments; make studies and appropriate reports on personnel services; prepare the Department's annual budget and maintain adequate fiscal controls; and perform related duties as assigned. QUALIFICATIONS FORMAL TRAINING AND EXPERIENCE: Any combination equivalent to a Bachelor's Degree from an accredited college or university with major study in personnel administration, public administration, psychology, sociology or a closely -related field and at least five (5) years experience of increasing responsibility in human resources administration or related field. KNOWLEDGE AND ABILITIES: Thorough knowledge of principles, methods, practices and laws applicable to human resources administration; principles of organization, management and supervision; statistical concepts and methods; ability to work well with Department Heads in resolving organizational issues and with employees in dealing with job -related problems; analyze and make recommendations on personnel policies and procedures; develop new or expand existing personnel services and programs; communicate clearly and concisely, orally and in writing and with sensitivity to personnel issues; collect compile, and analyze information and data to assist in efforts to improve delivery of human resources services. SPECIAL REQUIREMENTS OF POSITION: 1. Completion of course work or extensive classes or training in the laws applicable to the human resources functions and the City's potential legal liabilities is required; 2. Fluency in English and Spanish is highly desirable.
