Resolution No. 9106s 1 RESOLUTION NO. 9106 2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF 3 ,,VERNON AMENDING RESOLUTION NO. 9089 BY AMENDING SECTION 23b(4), ADDING A NEW SECTION 23c, AMENDING 4 PAGE 13 (EXHIBIT B), SCHEDULE III (EXHIBIT C) AND 5 SCHEDULE IV (EXHIBIT D) OF SAID RESOLUTION WHICH FIXED THE COMPENSATION FOR CERTAIN EMPLOYEES OF 6 SAID CITY AND AUTHORIZED CERTAIN EXPENSE ALLOWANCES 7 8 WHEREAS, on June 28, 2006, Resolution No. 9089 was adopted 9 by the City Council of the City of Vernon to be effective on July 1, 10 2006; and 11 WHEREAS, Section 23b(4) of Resolution No. 9089 continues the 12 4/10 Plan for approved employees and the 9/80 Plan for the Chief of 13 Police; and 14 WHEREAS, the Chief of Police is now on the 4/10 Plan; and 15 WHEREAS, on August 2, 2006, the City Council of the City of 16 Vernon adopted Resolution No. 9104 appointing Martha Valenzuela to the 17 position of Director of Personnel; and 18 WHEREAS, the Police Department has recommended an uniform 19 allowance for Records personnel, Department Secretary and 20 Administrative Aide positions in the Police Department; and 21 WHEREAS, the City Council of the City of Vernon wishes to 22 amend Resolution No. 9089 by amending (i) Section 23b(4) (ii) page 13 23 of Schedule II, Exhibit B; (iii) Schedule III, Exhibit C (iv) Schedule 24 IV, Exhibit D; and adding a new Section 23c regarding Uniform 25 Allowances for Police Miscellaneous Employees. 26 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE 27 CITY OF VERNON AS FOLLOWS: 28 SECTION 1:The City Council of the City of Vernon hereby 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 191 20'. 21 22 23 24 25 26 27 28 finds and determines that the recitals contained hereinabove are true and correct. SECTION 2: The City Council of the City of Vernon hereby amends Section 23b(4) of Resolution No. 9089 to read as follows: (4) 4/10 Plan. The City Council hereby continues the 4/10 Plan for approved employees and the Chief of Police. SECTION 3: The City Council of the City of Vernon hereby adds Section 23c to Resolution No. 9089 to read as follows: C. UNIFORM ALLOWANCE FOR POLICE MISCELLANEOUS EMPLOYEES. Vernon shall provide a uniform allowance as specified in Schedule IV, Exhibit "D," for 2006-2007 fiscal year of Vernon for the purchase of uniforms for Records Personnel, Department Secretary and Administrative Aide positions in the Police Department. SECTION 4: Effective August 19, 2006, page 13 of Schedule II, Exhibit B of Resolution No. 9089 is hereby amended to eliminate the position of Sr. Personnel Assistant/Purchasing Agent and create the position of Director of. Personnel/Purchasing Agent/Finance Office Manager in the City Administration/City Clerk Department with the appropriate salary scale as indicated in Exhibit A which is attached hereto and incorporated by reference. SECTION 5: The City Council of the City of Vernon hereby amends Schedule III, Exhibit C of Resolution No. 9089 to replace the position of Sr. Personnel Assistant/Purchasing Agent with the position - 2 - 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 of Director of Personnel/Purchasing Agent/Finance Office Manager as indicated in Exhibit B which is attached hereto and incorporated by reference. SECTION 6: The City Council of the City of Vernon hereby amends Schedule IV, Exhibit D of Resolution No. 9089 to create a Uniform Allowance for Records personnel, Department Secretary and Administrative Aide positions in the Police Department as indicated in Exhibit C which is attached hereto and incorporated by reference. SECTION 7: The provisions of Resolution No. 9089 not consistent with or in conflict with this resolution is hereby repealed; in all other respects, Resolution No. 9089 shall remain in full force and effect. SECTION 8: The Acting City Clerk of the City of Vernon shall certify to the passage of this resolution, and thereupon and thereafter the same shall be in full force and effect. The requested amount for each position was $400.00. You approved the change and forwarded this information to City Treasurer Johnson requesting that the salary resolution be amended to include this change for the 2006-2007 fiscal year. A review of Resolution No. 9089, which establishes compensation for certain City employees as of July 1, 2006, found that these positions were not included in Schedule IV, Exhibit D, which lists those Police Department employees eligible for uniform allowance. I am requesting that the approved resolution be amended to include Records personnel, the Department Secretary and the Administrative Aide among those positions eligible to receive. a uniform allowance and adding them to Schedule IV, Exhibit D of the Resolution. 0 Page 1 To: Chief Benudiz Front: Captain Towles Date: January 12, 2006 Re: Records t1 ' In the current budget, Liz listed. the Records uniform costs as being covered by a un f allowance rather than through the purchase order process. However, this change did not go through the City's resolution process which was used to approve this type of a change for the dispatchers in 2003. In that case, the City approved the change by resolution ( #8286), before the beginning ofthe fiscal year. Since this is not possible for this budget year, I am directing Records Manager Robertson to arrange for the purchase of new uniforms for Records personnel, through the purchase order process. I will be submitting a request to you asking that Records personnel be given a uniform allowance in lieu of having their uniform expenses carried as a budget itern for the fiscal year 2006-2007. t f 0 page 1
