A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
3 VERNON AMENDING RESOLUTION NO. 9089 BY AMENDING
PAGES 5, 7, 12, 13 AND 16 OF SCHEDULE II (EXHIBIT
4 B), SCHEDULE III (EXHIBIT C), SCHEDULE IV (EXHIBIT
D) AND SCHEDULE V (EXHIBIT E) OF SAID RESOLUTION
5 WHICH FIXED THE COMPENSATION FOR CERTAIN EMPLOYEES
6 OF SAID CITY AND AUTHORIZED CERTAIN EXPENSE
ALLOWANCES

8 WHEREAS, on June 28, 2006, Resolution No. 9089 was adopted
9 by the City Council of the City of Vernon to be effective on July 1,
10 2006 (the "Salary Resolution"); and
11 WHEREAS, on September 5, 2006, the City Council of the City
12 of Vernon approved a Second Amendment to Fifth Side -Letter Agreement
13 between the City and the Vernon Police Officers' Benefit Association,
14 which amended the Memorandum of Understanding ("MOU") previously
15 adopted on March 15, 1988; a Side -Letter Agreement adopted on January
16 21, 1992; a Second Side -Letter Agreement adopted on October 6, 1993; a
17 Third Side -Letter Agreement adopted on July 11, 1995; a Fourth Side-
18 Letter Agreement adopted on September 2, 1997; a Fifth Side -Letter
19 Agreement adopted on September 5, 2001; and an Amendment to Fifth
20 Side -Letter Agreement effective March 1, 2002; and
21 WHEREAS, the Fifth Side -Letter, as amended, provides, in
22 part, for cost of living increases; and
23 WHEREAS, Schedule II, Exhibit "B," page 12 of the Salary
24 Resolution provides for the positions and salary scales of police
25 officers and sergeants; and
26 WHEREAS, Schedule VI, Exhibit "E," of the Salary Resolution
27 provides for the compensation for court appearances and standby status
28 for Group 2 employees; and
1 WHEREAS, in accordance with Section 2.4 of the MOU, the City
2 Council of the City of Vernon intends to establish a new salary
3 schedule for the Group 2 employees; and
4 WHEREAS, certain schedules and sections of the Salary
5 Resolution need to be modified in order to implement the provisions of
6 the Fifth Side -Letter Agreement, as amended; and
7 WHEREAS, Schedule IV, Exhibit "D," of the Salary Resolution
8 provides for uniform allowances for Vernon Service Officers and Vernon
9 Police Dispatchers; and
10 WHEREAS, the City Council desires to change all references
11 in the Salary Resolution respecting the City Administrator/City Clerk
12 Department to the City Administration/City Clerk Department and to
13 change all references to the MOU to include the Second Amendment to
14 Fifth Side -Letter Agreement; and
15 WHEREAS, the City Council desires to (i) increase the
16 uniform allowance for Vernon Service Officers and Vernon Police
17 Dispatchers; (ii) create the positions of Engineering Manager and
18 Transmission and Distribution Manager in the Light & Power Department
19 and eliminate the positions of Fiber Optic/Gas System Manager, Systems
20 Manager in the Light & Power Department and IT Coordinator in the City
21 Administration/City Clerk Department; and (iii) delete the automobile
22 allowances for City Treasurer and Director of Personnel/Purchasing
23 Agent/Finance Officer Manager and in lieu thereof increase the salary
24 scale for said positions; and
25 WHEREAS, the City Council of the City of Vernon wishes to
26 amend pages 5, 7, 12, 13 and 16 of Schedule II (Exhibit "B"), Schedule
27 III (Exhibit "C"), Schedule IV (Exhibit "D") and Schedule V (Exhibit
28 "E") of Resolution No. 9089 to implement the aforementioned changes.

1 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
2 CITY OF VERNON AS FOLLOWS:
3 SECTION 1: The City Council of the City of Vernon hereby
4 finds and determines that the recitals contained hereinabove are true
5 and correct.
6 SECTION 2: All references in the Salary Resolution
7 respecting the City Administrator/City Clerk Department shall be
g deemed to mean the City Administration/City Clerk Department.
9 SECTION 3: All references in the Salary Resolution to the
10 MOU shall be deemed to include the Second Amendment to Fifth Side-
11 Letter Agreement approved by Resolution No. 9119 on September 5, 2006.
12 SECTION 4: Effective September 1, 2006, Schedule II,
13 Exhibit "B," page 12 of the Salary Resolution is hereby amended to
14 establish new salary schedules for the positions of police officers
15 and sergeants as indicated in Exhibit "A" which is attached hereto and
16 made a part hereof by this reference.
17 SECTION 5: Effective September 1, 2006, Schedule II,
18 Exhibit "B," pages 5, 7, and 16 of the Salary Resolution is hereby
19 amended to eliminate the positions of Fiber Optic/Gas System Manager,
20 Systems Manager in the Light & Power Department and IT Coordinator in
21 the City Administration/City Clerk Department and to create the
22 positions of Engineering Manager and Transmission and Distribution
23 Manager within the Light & Power Department with the appropriate
24 salary scales as indicated in Exhibit "B" which is attached hereto and
25 made a part hereof by this reference.
26 SECTION 6: Effective September 1, 2006, Schedule II,
27 Exhibit "B," page 13 of the Salary Resolution is hereby amended to
28 increase the salary scales for the following position in lieu of an

1 automobile allowance: City Treasurer and the Director of
2 Personnel/Purchasing Agent/Finance Officer Manager as indicated in
3 Exhibit "C" which is attached hereto and made a part hereof by this
4 reference.
5 SECTION 7: Effective September 1, 2006, Schedule III,
6 Exhibit "C," of the Salary Resolution is amended to eliminate the
7 allowance for the following positions: Systems Manager, City Treasurer
8 and the Director of Personnel/Purchasing Agent/Finance Officer Manager
9 as indicated in Exhibit "D" which is attached hereto and made a part
10 hereof by this reference.
11 SECTION 8: Effective September 1, 2006, Schedule IV,
12 Exhibit "D" of the Salary Resolution is hereby amended to reflect
13 uniform allowance increases for Vernon Service Officers and Vernon
14 Police Dispatchers as indicated in Exhibit "E" which is attached
15 hereto and incorporated by reference.
16 SECTION 9: Effective September 1, 2006, Schedule V,
17 Exhibit "E" of the Salary Resolution is hereby amended to reflect
18 compensation for court appearances and standby status for the
19 positions of police officers and sergeants as indicated in Exhibit "F"
20 which is attached hereto and incorporated by reference.
21 SECTION 10: The provisions of Resolution No. 9089 and 9106
22 not consistent with or in conflict with this resolution is hereby
23 repealed; in all other respects, Resolution No. 9089, as amended by
24 Resolution No. 9106, shall remain in full force and effect.

SECTION 11: The Acting City Clerk of the City of Vernon
shall certify to the passage of this resolution, and thereupon and
thereafter the same shall be in full force and effect.
