RESOLUTION NO. 9183
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
VERNON APPROVING THE CITY'S PARTICIPATION IN THE
CALIFORNIA CLIMATE ACTION REGISTRY AND AUTHORIZING
THE CITY TO DO ANY ACTION DEEMED NECESSARY OR
ADVISABLE CONCERNING SAID PARTICIPATION
WHEREAS, on September 27, 2006, the Governor signed into law
Assembly Bill 32 ("AB32") known as the California Global Warming
Solutions Act of 2006 that limits greenhouse gas emissions at the
state level, regulates "any source or category of sources that the
California Air Resources Board (ARB) determines as significant," and
requires that emissions from electricity consumed in the state,
including imported power, be reported; and
WHEREAS, in the State of California, the Climate Action
Registry Group (the "Registry") currently certifies the inventory of
greenhouse gases of facilities emitting the greenhouse gas; and
WHEREAS, the City's participation in the Registry will assure
that the data reported and certified with the Registry is of regulatory
quality and afforded state recognition; and
WHEREAS, if the City joins the Registry prior to December 31,
2006, and reports its emissions according to the Registry's rules and
timeframe, the City will not be required to significantly alter its
reporting or verification program except as necessary to ensure that
reporting is complete and verifiable; and
WHEREAS, the Director of Light & Power has recommended that
the City join the Registry at an annual cost of $2,000.00 and submit
the necessary Statement of Intent Form.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE

CITY OF VERNON AS FOLLOWS:
SECTION 1: The City Council of the City of Vernon hereby
finds and determines that the recitals contained hereinabove are true
and correct.
SECTION 2: The City Council of the City of Vernon hereby
approves and authorizes the City's Participation in the Registry and
hereby approves the payment of $2,000.00 to the California Climate
Action Registry for its annual membership.
SECTION 3: The City Council of the City of Vernon hereby
authorizes the Acting City Administrator to execute the Statement of
Intent Form, a copy of which is attached hereto as Exhibit A and
incorporated by reference for, and on behalf of, the City of Vernon.
SECTION 4: The City Council of the City of Vernon hereby
directs the Acting City Clerk, or his designee, to send one fully
executed Statement of Intent Form and the membership fee of $2,000.00
prior to December 31, 2006, to:

SECTION 5: The Acting City Clerk of the City of Vernon
shall certify to the passage of this resolution, and thereupon and
thereafter the same shall be in full force and effect.

If a member wishes to register historic data, they will be charged 50% of the current annual
fee for each year of historic data registered.
