Resolution No. 91991 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 RESOLUTION NO. 9199 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON AUTHORIZING CITY OF VERNON DEPARTMENTS TO ESTABLISH CERTAIN EMPLOYEE PROCEDURES WHEREAS, the City Council of the City of Vernon has previously approved Resolution No. 8876 adopted on October 19, 2005, that, among other things, set forth the procedures in which the City of Vernon will recognize the delegation of authority to administer employee -related plans, policies and practices; and WHEREAS, the City of Vernon is in the process of a realignment to provide Department Heads with increased responsibility and accountability, which will result in greater productivity and efficiency throughout the City; and WHEREAS, Ordinance No. 1126 adopted on December 20, 2006, shall become effective January 20, 2007, regarding the reorganization of departments within the City; and WHEREAS, the City Council desires to authorize departments within the City to create, implement and administer department specific employee policy guidelines. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF VERNON AS FOLLOWS: SECTION 1: The City Council of the City of Vernon hereby finds and determines that the recitals contained hereinabove are true and correct. SECTION 2: The City Council of the City of Vernon hereby lauthorizes: a. The following City Department Heads to create, 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 implement and administer department specific employee policy guidelines regarding employee tardiness, flex time and start and stop times: (1) Community Services/Water (2) Finance (3) Fire (4) Police (5) Health & Environmental Control (6) Risk Management (7) Treasurer (8) Light & Power/Gas (9) Personnel b. Each designated Department Head to administer the manner in which said policies are applied. SECTION 3: Nothing in this Resolution is intended to alter or modify the "at will and pleasure" status of the City of Vernon employees, which permits either the City of Vernon or the employee to terminate his/her employment at any time, with or without cause and with or without notice. SECTION 4: Nothing in this Resolution is intended to alter or modify the status of the City Council of the City of Vernon to make final determinations on employee promotion or discipline. - 2 - r 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 SECTION 5: The Acting City Clerk of the City of Vernon shall certify to the passage of this resolution, and thereupon and thereafter the same shall be in full force and effect.
