3 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
VERNON AMENDING RESOLUTION NO. 9089 BY AMENDING
4 PAGE 16 OF SCHEDULE II (EXHIBIT B) OF SAID
RESOLUTION WHICH FIXED THE COMPENSATION FOR
5 CERTAIN EMPLOYEES OF SAID CITY AND AUTHORIZED
CERTAIN EXPENSE ALLOWANCES

7 WHEREAS, on June 28, 2006, Resolution No. 9089 was adopted
8 by the City Council of the City of Vernon to be effective on July 1,
9 2006 (the "Salary Resolution"); and
10 WHEREAS, Schedule II, Exhibit "B," page 16 of the Salary
11 Resolution provides for the positions and salary scales of positions
12 within the Light & Power Department; and
13 WHEREAS, the City Council of the City of Vernon desires to
14 create the position of Administrative Assistant to the Engineering
15 Manager within the Light & Power Department with the appropriate
16 salary scale; and
17 WHEREAS, the City Council of the City of Vernon wishes to
18 amend page 16 of Schedule II, Exhibit "B" of Resolution No. 9089, as
19 amended, to implement the aforementioned change.
20 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
21 CITY OF VERNON AS FOLLOWS:
22 SECTION 1: The City Council of the City of Vernon hereby
23 finds and determines that the recitals contained hereinabove are true
24 and correct.
25 SECTION 2: Effective January 7, 2007, page 16 of Schedule
26 II, Exhibit "B" of the Salary Resolution, as amended, is hereby
27 amended to create the position of Administrative Assistant to the
28 Engineering Manager within the Light & Power Department with the
1 appropriate salary scale as indicated in Exhibit A which is attached
2 hereto and incorporated by reference.
3 SECTION 3: The provisions of Resolution Nos. 9089, 9106,
4 9120, 9129, 9142, 9167 and 9181 not consistent with or in conflict
5 with this resolution are hereby repealed; in all other respects,
6 Resolution No. 9089, as amended by Resolution Nos. 9106, 9120, 9129,
7 9142, 9167 and 9181 shall remain in full force and effect.
8 SECTION 4: The Acting City Clerk of the City of Vernon
9 shall certify to the passage of this resolution, and thereupon and
10 thereafter the same shall be in full force and effect.

This department is continuing with its review of the administrative staffing in this department and at this time I
am recommending the following change:
• Create the position of Administrative Assistant to the Engineering Manager with a salary ►pof te-
per the attached salary scale
• Transfer Christopher Romero, Administrative Aide II, from the City Administrator's Department to the
Light & Power Department and reclassify him as Administrative Assistant to the Engineering Manager

Christopher had been temporarily assigned to the Light & Power a few months ago and is learning various
processes adhered to by this department relative to contracts, account management, budget review,
purchasing, and accounts payable. This new position should give him a broader scope of responsibilities and
future advancement will be based upon his progressing in this area.
in addition to the proposed salary scale a job description for this position is also attached for your review. If
approval of this recommendation is granted it shall be effective January 7, 2007. Funds are available for the
recommended changes.

ADMINISTRATIVE ASSISTANT TO ENGINEERING MANAGER
Job Function: The primary function of this position is to assist the Engineering
Manager of the Light & Power Department with daily administrative activities. The
employee holding this position shall work closely with the Engineering Manager for the
purpose of providing essential administrative assistance and keeping him/her abreast of
all current activities.
Examples of Duties — Duties may include, but are not limited to, the following:
- verify necessary engineering and/or fiber optic invoices for accuracy
- prepare and/or review for content of any and all proposals for engineering
services or engineering related projects
- interact with all necessary departments regarding current engineering related
projects and keep the Engineering Manager advised of status
- Create and maintain spreadsheets providing Engineering Manager current
projectrJob related costs expended and funds available on a regular and
timely basis
- Prepare memos on behalf of Engineering Manager to engineering staff and/or
Director of Light and Power, as necessary, regarding engineering issues
affecting projects and/or jobs in progress or pending
- Prepare and/or draft outgoing communications on behalf of the Engineering
Manager relative to engineering and/or fiber optic issues
- Prepare purchase requisition as necessary for engineering and or fiber optic
services
- Work with the Projects Control Manager of the Light & Power Department in
ensuring that all general engineering contracts, current or proposed, are
complete and accurate
- Manage the "Professional Services Agreement for Project Construction and
Management Services" with Trico Construction and keep the Engineering
Manager abreast of the current status on engineering "PM's"
As necessary, review and designate appropriate account numbers for
department engineering and/or Fiber expenditure requests and discuss with
Projects Control Manager as necessary
Meet with prospective Fiber Optic customers and provide contract information
and guidelines when necessary.
QUALIFICATION GUIDELINES:

- Fully utilize Microsoft Office programs, specifically Word, Excel, and Outlook.
- Use, access, and manage Adobe Acrobat files and manage at least one
database program such as File Maker Pro.

Any combination of education and/or experience that provides the knowledge,
skills and abilities necessary to fulfill the duties required of the position
Completion of Contracts Management course(s) is beneficial but not essential
High school diploma is required.
