RESOLUTION NO. 9215
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
VERNON AMENDING RESOLUTION NO. 9689 BY AMENDING
PAGES 2 AND 10 OF SCHEDULE II (EXHIBIT B) OF SAID
RESOLUTION WHICH FIXED THE COMPENSATION FOR
CERTAIN EMPLOYEES OF SAID CITY AND AUTHORIZED
CERTAIN EXPENSE ALLOWANCES
WHEREAS, on June 28, 2006, Resolution No. 9089 was adopted
by the City Council of the City of Vernon to be effective on July 1,
2006 (the "Salary Resolution"); and
WHEREAS, Schedule II, Exhibit "B," pages 2 and 10 of the
Salary Resolution provides for the positions and salary scales of
positions within the City Clerk and Fire Departments; and
WHEREAS, the City Council of the City of Vernon desires to
create the position of Department Secretary within the Fire Department
with the appropriate salary scale; and
WHEREAS, the City Council of the City of Vernon desires to
establish a salary scale for the position of City Clerk within the
City Clerk Department and remove the salary scale for the position of
Deputy City Clerk within the City Clerk Department as the Assistant to
the City Administrator in the City Administration Department shall
also serve as the Deputy City Clerk; and
WHEREAS, the City Council of the City of Vernon wishes to
amend pages 2 and 10 of Schedule II, Exhibit "B" of Resolution No.
9089, as amended, to implement the aforementioned changes; and
WHEREAS, the City Council of the City of Vernon desires to
delete Section 12(d) of the Salary Resolution which amended Section
9.3 of the Vacation Resolution as said amendment is included in
Resolution No. 9216.
1 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
2 CITY OF VERNON AS FOLLOWS:
3 SECTION 1: The City Council of the City of Vernon hereby
4 finds and determines that the recitals contained hereinabove are true
5 and correct.
6 SECTION 2: Effective January 18, 2007, page 2 of Schedule
7 II, Exhibit "B" of the Salary Resolution, as amended, is hereby
8 amended to establish a salary scale for the position of City Clerk and
9 remove the salary scale for the Deputy City Clerk position in the City
10 Clerk Department as indicated in Exhibit A which is attached hereto
11 and incorporated by reference.
12 SECTION 3: Effective January 21, 2007, page 10 of Schedule
13 II, Exhibit "B" of the Salary Resolution, as amended, is hereby
14 amended to create the position of Department Secretary in the Fire
15 Department with the appropriate salary scale as indicated in Exhibit B
16 which is attached hereto and incorporated by reference.
17 SECTION 4: The City Council of the City of Vernon hereby
18 deletes Section 12 (d) of the Salary Resolution.
19 SECTION 5: The provisions of Resolution Nos. 9089, 9106,
20 9120, 9129, 9142, 9167, 9181 and 9207 not consistent with or in
21 conflict with this resolution are hereby repealed; in all other
22 respects, Resolution No. 9089, as amended by Resolution Nos. 9106,
23 9120, 9129, 9142, 9167, 9181 and 9207 shall remain in full force and
24 effect.

1 SECTION 6: The Acting City Clerk of the City of Vernon
2 shall certify to the passage of this resolution, and thereupon and
3 thereafter the same shall be in full force and effect.

Reclassifications for Luz Martinez and David Ahrarez
I would also like to revisit the Administrative reclassifications of Luz Martinez to Department
Secretary and David Alvarez to Sr. Administrative Assistant.
Ms. Martinez has been performing secretarial duties which include but are not limited to, the
department's payroll, assists with the annual budget, ensures the clerical and departmental
procedures are followed, and assists and directs the entire department's safety personnel on
City's policies. Ms. Martinez' last merit increase was September 21, 1995.
Mr. David Alvarez is able to run the office during Ms. Martinez' absence and based on the length
of his employment with the City, the Sr. Administrative Assistant title better describes his
experience within the department. Mr. Alvarez' last merit increase was March 2, 1997.

I am hereby recommending reclassifications for Luz Martinez from Sr. Administrative Assistant to
_ Department Secretary, Step 4 with a new monthly base salary of $4,902.00 and for David
Alvarez from Administrative Assistant to Sr. Administrative Assistant, Step 4 with a new monthly
base salary of $3,955.00.
Throughout the years, Ms. Martinez has been performing secretarial duties which include but are
not limited to, the department's payroll, assists with the annual budget, ensures that clerical &
departmental procedures are followed, and assists and directs the entire department's safety
personnel on City's policies.
Mr. Alvarez is able to run the office during Ms. Martinez' absence and based on the length of his
employment with the City, the Senior Administrative Assistant title better describes his
experience within the department.
Ms. Martinez' last merit increase was September 21,1995, Step 1 with her current monthly
salary of 4,645.00 and Mr. Alvarez' last step increase was March 2, 1997, with his current
monthly base salary of $3,750.00.
I believe the reclassifications are well deserved due to the increased responsibilities that both
individuals have successfully carried out throughout the years and these new titles wjll also
describe their assigned duties 14,10,
