RESOLUTION NO. 9219
A RESOLUTION OF THE CITY. COUNCIL OF THE CITY OF
VERNON AUTHORIZING THE FIRE CHIEF TO EVALUATE AND
NEGOTIATE AN AGREEMENT WITH A LOS ANGELES AREA FIRE
DISPATCH CENTER FOR THE PURPOSE OF TRANSITIONING TO
A REGIONALIZED DISPATCH CENTER
WHEREAS, the concept of establishing centralized or regional
Fire Communications Centers has been recognized as a means of providing
immediate response of personnel and providing resources and management
for major incidents, emergencies and disasters; and
WHEREAS, having resources dispatched and managed from one
centralized point might possibly be beneficial by (a) providing for
dispatch of the closest equipment to an emergency regardless of
jurisdictional boundaries; (b) using a uniform alerting system that
automatically selects the appropriate resources for the type of call
requested; (c) reducing the operating costs for communications to all
cities participating in the system because of the shared cost of
personnel, computers, phones and radio systems; and
WHEREAS, the Civil Defense area known as Area E is located in
the Southeast area of Los Angeles County and an Area E Joint Powers
Communications Center was established consisting of the Cities of
Downey, Santa Fe Springs, Montebello, Lynwood and Compton; and
WHEREAS, a Joint Powers Communications Center was created to
provide a comprehensive, functional and cost effective system for
processing emergency calls for the Cities of Compton, Downey,
Montebello and Santa Fe Springs and to provide logistics and support
services for Area E; and
WHEREAS, on January 9, 2007, the Fire Chief recommended that
he be authorized to evaluate the option of moving to a regional

dispatch center and to negotiate with one of the Los Angeles Area Fire
Dispatch Centers to provide contractual services; and
WHEREAS, on January 16, 2006, the Finance Committee Section
of the City Council of the City of Vernon considered the recommendation
of the Fire Chief to evaluate the Fire Department Communications
Dispatch needs and negotiate, as needed, the contracts needed to
implement the relocation.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF VERNON AS FOLLOWS:
SECTION 1: The City Council of the City of Vernon hereby
finds and determines that the recitals contained hereinabove are true
and correct.
SECTION 2: The City Council of the City of Vernon hereby
authorizes the Fire Chief to evaluate the Fire Department
Communications Dispatch needs and to take all steps necessary and
appropriate to negotiate a contract with one of the Los Angeles Area
Fire Dispatch Centers and/or the Joint Powers Communications Center to
provide dispatching services for the City. Once the evaluation and
negotiations have been completed, the Fire Chief shall submit the
final agreements to the City Council for its approval.

SECTION 3: The Acting City Clerk of the City of Vernon
shall certify to the passage of this resolution, and thereupon and
thereafter the same shall be in full force and effect.

Resolution No. 9219, was duly adopted by the City Council of the City

Wednesday, January 17, 2007, and thereafter was duly signed by the
Mayor of the City of Vernon.
