RESOLUTION NO. 9220
311 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
VERNON ESTABLISHING A 48/96 WORK SCHEDULE FOR THE
4 VERNON FIRE DEPARTMENT

6 WHEREAS, there are a number of City employees who commute to
7 the City from outlying communities which causes long and frequent
8 commutes to and from work; and
9 WHEREAS, the 24/48 work schedule currently utilized by the
10 Vernon Fire Department provides for an average 56-hour work week for
11 all suppression personnel which averages out to 121 shifts a year or a
12 total of 2,916 hours per year; and
13 WHEREAS, many local and statewide fire departments have
14 determined there are unique and positive benefits for both the
15 firefighters and the cities with the implementation of a 48/96 work
16 schedule such as reduced on the job injuries, increased efficiency and
17 productivity; and
18 WHEREAS, the Vernon Fire Chief has proposed a 48/96 work
19 schedule that maintains the same total number of shifts and hours.per
20 year but changes the order of the operational on duty and off duty
21 shift schedule so that there are 48 hours on duty (2 days on) and 96
22 hours off duty (4 days off) with vacation remaining the same and each
23 24-hour period treated as a separate day of work or one shift; and
24 WHEREAS, a 48/96 work schedule requires that the Fair Labor
25 Standard Act cycles be maintained in 6-day increments in order to
26 insure all shifts accrue the same amount of workdays per period; and
27 WHEREAS, on January 16, 2006, the Personnel Committee Section

28 of the City Council of the City of Vernon considered the establishment
1 of a 48/96 work schedule for the Fire Department; and
2 WHEREAS, revised Rules and Regulations of the Vernon Fire
3 Department will need to be approved and adopted by the City Council to
4 implement procedures respecting the 48/96 work schedule.
5 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
6 CITY OF VERNON AS FOLLOWS:
7 SECTION 1: The City Council of the City of Vernon hereby
8 finds and determines that the recitals contained hereinabove are true
9 and correct.
10 SECTION 2: The City Council of the City of Vernon hereby
11 establishes a 48/96 work schedule for all fire suppression personnel,
12 subject to the adoption of revised Fire Department Rules and
13 Regulations implementing said schedule.
14 SECTION 3: The Acting City Clerk of the City of Vernon
15 shall certify to the passage of this resolution, and thereupon and
16 thereafter the same shall be in full force and effect.
17 APPROVED AND ADOPTED this 17th day of January, 2007.
