3 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
VERNON AMENDING RESOLUTION NO. 9089 BY AMENDING
4 SECTIONS 12 AND 23 AND PAGES 1, 8, 9, 16, 18, 20
AND 21 OF SCHEDULE II (EXHIBIT B) OF SAID
5 RESOLUTION WHICH FIXED THE COMPENSATION FOR
CERTAIN EMPLOYEES OF SAID CITY AND AUTHORIZED
6 CERTAIN EXPENSE ALLOWANCES

WHEREAS, on June 28, 2006, Resolution No. 9089 was adopted
8
by the City Council of the City of Vernon to be effective on July 1,
9
2006 (the "Salary Resolution"); and
10
WHEREAS, Schedule II, Exhibit "B," pages 1, 8, 9, 16, 18, 20
11
and 21 of the Salary Resolution provides for the positions and salary
12
scales of positions within the City Administration, Fire Department,
13
Light & Power, Office of the Treasurer and Police Departments; and
14
WHEREAS, the City Council of the City of Vernon desires to
15
create the position of Senior Accountant within the Office of the
16
Treasurer with the appropriate salary scale; transfer the position of
17
Information Technology Analyst from the City Administration Department
18
to the Light & Power Department; correct errors to the Fire Department
19
schedules and establish new salary schedules for certain positions in
20
the Fire Department except clerical; and establish new salary
21
schedules for the positions of Chief of Police, Captains and
22
Lieutenants (command level personnel) in the Police Department; and
23
WHEREAS, on February 5, 2007, the City Council of the City
24
of Vernon approved an amendment to the Memorandum of Understanding
25
("MOU") between the Municipal Employees Relations Representative and
26
the Vernon Police Officers' Benefit Association to provide for, among
27
other things, an increase in compensation for Group 2 employees,
28
premium pay for detectives or sergeants assigned to Detective Division
1 or Industrial Relations Division, vacations in increments of one-
2 fourth (1/4) hour or more, in lieu holidays in increments of one-
3 fourth (1/4) hour or more and the same number of additional holidays
4 provided to miscellaneous employees; and
5 WHEREAS, certain schedules and sections of the Salary
6 Resolution need to be modified in order to implement the provisions of
7 the amendment to the MOU; and
8 WHEREAS, the City Council of the City of Vernon wishes to
9 amend Sections 12 and 23 and pages 1, 8, 9, 16, 18, 20 and 21 of
10 Schedule II (Exhibit B) of the Salary Resolution, as amended, to
11 implement the aforementioned changes.
12 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
13 CITY OF VERNON AS FOLLOWS:
14 SECTION 1: The City Council of the City of Vernon hereby
15 finds and determines that the recitals contained hereinabove are true
16 and correct.
17 SECTION 2: Effective February 5, 2007, page 18 of Schedule
18 II, Exhibit "B" of the Salary Resolution, as amended, is hereby
19 amended to create the position of Senior Accountant in the Office of
20 the Treasurer with the appropriate salary scale as indicated in
21 Exhibit A which is attached hereto and incorporated by reference.
22 SECTION 3: Effective February 5, 2007, pages 1, 8, 9, 16
23 and 20 of Schedule II, Exhibit "B" of the Salary Resolution, as
24 amended, is hereby amended to transfer the position of Information
25 Technology Analyst from the City Administration Department to the
26 Light & Power Department; correct errors to the Fire Department
27 schedules and establish new salary schedules for certain positions in
28 the Fire Department except clerical; and establish new salary

1 schedules for the positions of Chief of Police, Captains and
2 Lieutenants in the Police Department as indicated in Exhibit B which
3 is attached hereto and incorporated by reference.
4 SECTION 4: Effective February 5, 2007, page 21 of Schedule
5 II, Exhibit "B" page 21 of the Salary Resolution, as amended, is
6 hereby amended to establish new salary schedules for the positions of
7 police officers and sergeants in the Police Department as indicated in
8 Exhibit C which is attached hereto and incorporated by reference.
9 SECTION 5: Subsection "b" of Section 12 of the Salary
10 Resolution is hereby amended to read as follows:

b. Entitlement to Additional In Lieu Holidays and Use of
12 Vacation and Holiday Time - Police Department Employees
13 in Group 2.
14 Pursuant to the Sixth Side -Letter Agreement, effective
15 February 5, 2007, Group 2 employees shall receive, during the fiscal
16 year, the same number of additional holidays provided to
17 miscellaneous/general employees in addition to those holidays provided
18 for in Resolution No. 8764, as it now exists or is amended. Any
19 additional "in lieu" holiday received by Group 2 employees will be for
20 a maximum of 10 hours per day.
21 Group 2 employees may take all or part of their vacation in
22 increments of one-fourth (1/4) hour or more and "in lieu" holidays may
23 be taken in increments of one-fourth (1/4) hour or more.
24 SECTION 6: Subsection "a.(10)" of Section 23 of the Salary
25 Resolution is hereby amended to read as follows:
26 (10) Detective or Sergeant Assignment.
27 In the event Detectives or Sergeants are assigned to the
28 Detective Division or Industrial Relations Division, he/she shall

receive premium pay equal to One Hundred Seventy -Five Dollars
($175.00) per month and the premium pay shall not be considered to be
part of the employee's base monthly salary when computing Peace
Officers Standards and Training (P.O.S.T.) certificate incentives.
SECTION 7: The provisions of Resolution Nos. 9089, 9106,
9120, 9129, 9142, 9167, 9181, 9207, 9215 and 9227 not consistent with
or in conflict with this resolution are hereby repealed; in all other
respects, Resolution No. 9089, as amended by Resolution Nos. 9106,
9120, 9129, 9142, 9167, 9181, 9207, 9215 and 9227 shall remain in full
force and effect.
SECTION 8: The Acting City Clerk of the City of Vernon
shall certify to the passage of this resolution, and thereupon and
thereafter the same shall be in full force and effect.

Laney Wang is currently classified as Accountant with a base monthly salary
of $5,558.00.
• Laney Wang received her Master's Degree in Finance in 2003 through
the City's education program.
• She is an important part of the Treasurer's department.
• She has great knowledge and prepares the Annual State Controller's
Report for the City and the Redevelopment Agency.
• She prepares the Annual Street Report.
• She prepares the Redevelopment Statement of Indebtedness.
• In the last year she has taken over the daily investments of the City's
liquid funds and the preparation of journal entries related to
investments.
• She monitors all debits and credits of our three major checking
accounts on a daily basis to ensure proper posting by bank.
• She verifies and approves all wire transfers.
• She performs various accounting functions. (such as: recording
depreciation; recording fixed assets; bank reconciliations; monthly
journal entries; required year-end journal entries)
• She prepares the Quarterly Sales and Use Tax Return.
Based on her job duties and educational achievement I am recommending
the creation of a new position of Senior Accountant. If the new position is
approved for Laney she would be given the responsibility of being in charge
of the department in my absence and also having a supervisory position over
the Account Clerk and temporary employee in the department.

In reviewing Resolution No. 9181, approved by City Council on December 20, 2006, 1 noticed
that Schedule II Exhibit "B" Page 8 (Fire Department Personnel Hired Prior to 1986) no longer
exists and should be removed; also Schedule II Exhibit "B" Page 9 (Fire Department Personnel
Hired Between 7/1/86 and 6/30/94) is missing and should be added.
