Resolution No. 9238r A r I 1 RESOLUTION NO. 9238 2 3 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON AMENDING RESOLUTION NO. 9089 BY AMENDING 4 PAGES 1, 2, 12 AND 23 OF SCHEDULE II (EXHIBIT B) OF SAID RESOLUTION WHICH FIXED THE COMPENSATION 5 FOR CERTAIN EMPLOYEES OF SAID CITY AND AUTHORIZED CERTAIN EXPENSE ALLOWANCES 6 7 WHEREAS, on June 28, 2006, Resolution No. 9089 was adopted 8 by the City Council of the City of Vernon to be effective on July 1, 9 2006 (the "Salary Resolution"); and 10 WHEREAS, Schedule II, Exhibit "B," pages 1, 2, 12 and 23 of 11 the Salary Resolution provides for the positions and salary scales of 12 Positions within the City Administrator, City Clerk, Health & 13 Environmental Control and the Risk Management Departments; and 14 WHEREAS, the City Council of the City of Vernon desires to 15 transfer the Sr. Administrative Assistant position from the City 16 Administration Department to the City Clerk Department; establish new 17 salary scales for certain positions in the Health & Environmental 18 Control Department except clerical; and correct the salary schedules 19 of the Health & Environmental Control and Risk Management Departments 20 for positions and salary scales of positions that were inadvertently 21 omitted from Resolution No. 9181 adopted on December 20, 2006; and 22 WHEREAS, the City Council of the City of Vernon wishes to 23 amend pages 1, 2, 12 and 23 of Schedule II (Exhibit B) of the Salary 24 Resolution, as amended, to implement the aforementioned changes. 25 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE 26 CITY OF VERNON AS FOLLOWS: 27 SECTION 1: The City Council of the City of Vernon hereby 28 finds and determines that the recitals contained hereinabove are true G t 1' 21 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 and correct. SECTION 2: Effective February 18, 2007, page 12 of Schedule II, Exhibit "B" of the Salary Resolution, as amended, is hereby amended to establish new salary schedules for certain positions in the Health & Environmental Control Department except clerical as indicated in Exhibit A which is attached hereto and incorporated by reference. SECTION 3: Effective January 20, 2007, pages 12 and 23 of Schedule II, Exhibit "B" of the Salary Resolution, as amended, are hereby amended to correct the salary schedules of the Health & Environmental Control and Risk Management Departments for positions and salary scales of positions that were inadvertently omitted from Resolution No. 9181 as indicated in Exhibit B which is attached hereto and incorporated by reference. SECTION 4: Effective February 20, 2007, page l and 2 of Schedule II, Exhibit "B" of the Salary Resolution, as amended, are hereby amended to transfer the Sr. Administrative Assistant position from the City Administration Department to the City Clerk Department as indicated in Exhibit C which is attached hereto and incorporated by reference. SECTION 5: The provisions of Resolution Nos. 9089, 9106, 9120, 9129, 9142, 9167, 9181, 9207, 9215, and 9227 not consistent with or in conflict with this resolution are hereby repealed; in all other respects, Resolution No. 9089, as amended by Resolution Nos. 9106, 9120, 9129, 9142, 9167, 9181, 9207, 9215, 9227 and 9238 shall remain in full force and effect. - 2 - 1 2 3 4 5I 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 SECTION 6: The Acting City Clerk of the City of Vernon shall certify to the passage of this resolution, and thereupon and thereafter the same shall be in full force and effect. With the long-term support of the City Council and Administration, the Health Department has historically maintained a staff that has performed admirably. I have received many comments from business representatives, environmental consultants, and other agency representatives that the level of expertise and commitment demonstrated by the City's environmental health professionals is exemplary. If the well recognized elevated experience and quality of our professional staff is to remain stable, the staff should be duly compensated. Over the last five to seven years, the stability of staffing has degenerated for two main reasons: • Recruiting. At one time, we were able to hire experienced and knowledgeable staff away from other jurisdictions because Vernon salary levels were generally higher than those of surrounding jurisdictions. Our most recent hires, however, have been Registered Environmental Health Specialists (REHSs) that have required extensive hazardous materials training to become fully effective. Now, these sources are increasingly more difficult to tap as jurisdictions with workloads similar to ours, and agencies employing REHSs, are compensating their staffs at higher rates. At the same time, dramatic increases in housing costs in the Los Angeles area have caused our salary rates to not be as attractive as others. • Resignations. Over the past few years, we have lost some very experienced and competent individuals to other jurisdictions. All of these individuals went on to positions with more responsibility and higher pay. There are individuals elsewhere that have some of the capabilities listed below, but very few have all of these capabilities. So it is understandable why Vernon health inspectors are highly rated by other jurisdictions. Based on these facts, I consider higher salary levels to be essential for retaining long-term staff, preventing training cost losses, and attracting promising new employees. With this in mind, I am requesting consideration of elevating the salary scale for professional staff 10%. To avoid compression of salary differentials, I am also recommending an equivalent increase for management positions. Because we are in the process of recruiting for an Environmental Health Specialist to replace Brett Koontz, a salary increase would be very important. Therefore, I am requesting the increase as soon as possible. In support of this request, these are some of the significant capabilities our staff members possess: • Expertise in environmental assessment and remediation of real properties (Four are Registered Environmental Assessors). • All of our inspectors are International Code Council -certified California Underground Storage Tank Inspectors. Such a certification is required in order for anyone to inspect underground tank installations and issue correction orders within the State. • These inspectors are experts in the regulation of hazardous materials and wastes, including knowledge of storage requirements, chemical compatibilities, and reporting requirements. • They are also capable of responding to hazardous material releases, and recommending safety precautions and clean-up methods associated with such releases. • All the inspectors are Registered Environmental Health Specialists. Such registration normally requires taking specific college courses, two years of specialized training, and the passing of a rigorous test; and is a requirement for anyone who is performing inspections of retail food facilities in California. • Additional technical knowledge in other regulatory areas including solid waste, storm water quality, cross -connections, drinking water quality, vector control, radiological health, and others.
