RESOLUTION NO. 9280
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
VERNON AUTHORIZING CERTAIN CITY OFFICIALS AND STAFF
MEMBERS TO BE TRADERS FOR THE PURCHASE OF ELECTRIC
POWER, AND GAS PRODUCTS AND TO ENTER INTO VARIOUS
CONTRACTS FOR THE PURCHASE AND SALE OF ELECTRIC
ENERGY, NATURAL GAS AND FINANCIAL HEDGES
WHEREAS, the City's Malburg Generating Station has commenced
commercial operation; and
WHEREAS, the City has constructed a natural gas distribution
system to distribute gas on a retail basis to customers throughout the
City; and
WHEREAS, in order to serve its electrical and gas loads, the
City anticipates entering into various contracts for the purchase and
sale of electric energy, natural gas, and financial hedges; and
WHEREAS, the City Council desires to permit certain employees
and officials of the City to purchase and sell electric energy, natural
gas, financial hedges and enter into agreements for said service,
subject to ratification of the City Council; and
WHEREAS, this authorization will provide for the smooth,
effective and efficient administration of energy resources and enhance
the operation of the Light and Power Department and Gas Municipal
Utility Department; and
WHEREAS, the City Council finds it necessary and appropriate
to ratify the roles and responsibilities of the employees and officials5
charged with entering into said agreements; and
WHEREAS, the City Council of the City of Vernon has
determined that, pursuant to the provisions of subsection (a) of

Section 2.27 of the Vernon City Code, it is in the public interest and
necessity to enter into the various contracts with vendor(s) for the
purchase and sale of electric energy, natural gas and financial hedges.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF VERNON AS FOLLOWS:
SECTION 1: The City Council of the City of Vernon hereby
finds and determines that the recitals contained hereinabove are true
and correct.
SECTION 2: The City Council of the City of Vernon hereby
authorizes certain employees and officials to purchase, sell and trade
electric energy, natural gas and financial hedges and enter into
agreements for said service, subject to ratification of the City
Council, as described in Exhibit A attached hereto and incorporated by
preference.
SECTION 3: Resolution Nos. 9004, 8940 and 8841 and all
resolutions amending said resolutions are specifically repealed and
all resolutions or parts of resolutions in conflict with this
resolution are hereby repealed.
SECTION 4: The Acting City Clerk of the City of Vernon
shall certify to the passage of this resolution, and thereupon and
thereafter the same shall be in full force and effect.
