A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
3 VERNON AMENDING RESOLUTION NO. 9089 BY AMENDING
SECTION 25 AND PAGE 3 OF SCHEDULE II (EXHIBIT B)
4 OF SAID RESOLUTION REGARDING THE COMPENSATION,
5 COSTS AND BENEFITS OF ITS EMPLOYEES
6 WHEREAS, on June 28, 2006, Resolution No. 9089 was adopted
7 by the City Council of the City of Vernon to be effective on July 1,
8 2006 (the "Salary Resolution"); and
9 WHEREAS, Schedule II, Exhibit "B," page 3 of the Salary
10 Resolution provides for positions and salary scales of positions
11 within the City Council Department and Section 25 of the Salary
12 Resolution provides for the compensation, costs and benefits of the
13 City Council Department; and
14 WHEREAS, the City Council of the City of Vernon desires to
15 (i) clarify its entitlement to appropriate expense reimbursement on
16 expense substantiation as defined in the Internal Revenue Service Code
17 of 1986, as amended; (ii) consolidate the longevity and various
18 allowance benefits into one new salary scale; and (3) increase the
19 base compensation for Councilmembers by approximately six percent
20 (6%); and
21 WHEREAS, the City Council of the City of Vernon wishes to
22 amend Section 25, subsections d and e, and page 3 of Schedule II
23 (Exhibit B) of the Salary Resolution, as amended, to implement the
24 aforementioned changes.
25 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
26 CITY OF VERNON AS FOLLOWS:
27 SECTION 1: The City Council of the City of Vernon hereby
28 finds and determines that the recitals contained hereinabove are true

and correct.
SECTION 2: The City Council of the City of Vernon hereby
amends Section 25 of the Salary Resolution as set forth in Exhibit A
attached hereto and incorporated herein by reference.
SECTION 3: Effective April 2, 2007, page 3 of Schedule II,
Exhibit "B" of the Salary Resolution, as amended, is hereby amended to
consolidate and increase the salary scale of Councilmembers in the
City Council Department as indicated in Exhibit B which is attached
hereto and incorporated by reference.
SECTION 4: The provisions of Resolution Nos. 9089, 9106,
9120, 9129, 9142, 9167, 9181, 9207, 9215, 9227, 9238 and 9252 not
consistent with or. in conflict with this resolution are hereby
repealed; in all other respects, Resolution No. 9089, as amended by
Resolution Nos. 9106, 9120, 9129, 9142, 9167, 9181, 9207, 9215, 9227,
9238, 9252 and 9284 shall remain in full force and effect.
SECTION 5: The Acting City Clerk of the City of Vernon
shall certify to the passage of this resolution, and thereupon and
thereafter the same shall be in full force and effect.

SECTION 25: CITY COUNCIL DEPARTMENT:

4 a. PERS Long -Term Health Care Benefit.
5 The City shall provide or reimburse the City Councilmembers
6 for expenses incurred relating to a PERS long-term health care benefit
7 with comprehensive lifetime inflation protection for the City
81 Councilmembers and their spouses. The City shall pay or reimburse all
g other medical -related health, vision and dental costs not reimbursed
10 by the City's insurance program or Medicare for City Councilmembers
11 and their dependents.
12 b. Ethics Training Course.
13 Councilmembers and all local agency officials are required
14 to attend a state -approved, two-hour ethics training course by
15 January 1, 2007, and every two years thereafter, pursuant to
16 California Government Code § 53235.
17 C. Medical and Dental Expenses.
lg One hundred percent (100%) of all medical and dental
lg expenses to be paid or reimbursed by the City after insurance has
20 paid. In addition, upon retirement and with at least twenty-five (25)
21 years of continuous uninterrupted service, (i) the City will pay the
22 insurance premium for the City's medical and dental insurance program
23 for the City Councilmembers as well as their spouses and (ii) the City
24 will continue to pay one hundred percent (100%) of all medical and
25 dental expenses after insurance has paid. The City shall pay or
26 reimburse all other medical -related health, vision and dental costs
27 not reimbursed by the City's insurance program or Medicare for the
28 City Councilmembers and their dependents.

d. Longevity Program.
This program benefit has been consolidated into the City
Councilmembers' base compensation.
e. Compensation.
In accordance with Article III, Section 3.11 of the Charter
of the City of Vernon, the City Council hereby establishes the
following compensation for Councilmembers set forth in Schedule II,
Exhibit "B":
(1) Expense Reimbursement.
Each Councilmember shall be reimbursed per month for actual

duties as members of the City Council based upon submittal of the
appropriate expense substantiation as defined in the Internal Revenue
Code of 1986, as amended.
(2) Attendance Allowance.
