RESOLUTION NO. 9286
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
VERNON TERMINATING THE CITY'S INVOLVEMENT IN THE
PACIFIC COAST JOINT POWERS AUTHORITY WITH THE CITY
OF BELL
WHEREAS, the City of Vernon is a municipality duly organized
and existing under the Constitution and laws of the State of
lCalifornia and under the Charter of the City; and
WHEREAS, on December 7, 2005, the City Council of the City
of Vernon adopted Resolution No. 8921 approving a Joint Exercise of
Powers Agreement for Insurance and Risk Management Purposes (the "JPA
Agreement") with the City of Bell ("Bell") creating the Pacific Coast
Joint Powers Authority (the "Authority") for the purpose of operating
and maintaining a cooperative program of self-insurance, jointly
purchased insurance and risk management and provide a forum for the
development and implementation of procedures of mutual benefit in risk
sharing and risk management programs; and
WHEREAS, on June 7, 2006, the City Council of the City of
Vernon adopted Resolution No. 9067 appointing the City's
representatives to the Governing Board and various other committees of
the Authority; and
WHEREAS, the City does not have an originally signed final
JPA Agreement and has been managing its own risk management liability
and property insurance program and workers' compensation insurance
claims; and
WHEREAS, City staff have determined that it is in the best
interests of the City to terminate the City's involvement in the
Authority with Bell based on its current needs and interests; and
1 WHEREAS, the City Council desires to terminate the City's
2 involvement in the Authority with Bell effective as soon as possible.
3 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
4 CITY OF VERNON AS FOLLOWS:
5 SECTION 1: The City Council of the City of Vernon hereby
6 finds and determines that the recitals contained hereinabove are true
7 and correct.
8 SECTION 2: The City Council of the City of Vernon hereby
9 terminates its involvement in the Authority with Bell effective as
10 soon as possible and hereby authorizes the Acting Risk Manager to give
11 notice to Bell of the termination.
12 SECTION 3: The City Council of the City of Vernon hereby
13 authorizes the members of this City Council, the Acting City
14 Administrator, the City Attorney, the Acting Risk Manager and any
15 other proper officers and officials of the City to execute and deliver
16 such other documents and certificates, and to perform such other acts
17 and deeds, as may be necessary or convenient to effect the purposes of
18 this Resolution and the transactions herein authorized.
19 SECTION 4: The City Council of the City of Vernon hereby
20 authorizes the Acting City Administrator, the City Attorney or the
21 Acting Risk Manager to take all steps necessary to evaluate options
22 respecting liability and workers' compensation programs and to
23 negotiate any contracts. Once such negotiation is completed, the
24 Acting Risk Manager shall submit the final documents to the City
25 Council for its approval.

SECTION 5: The Acting City Clerk of the City of Vernon
shall certify to the passage of this resolution, and thereupon and
thereafter the same shall be in full force and effect.

Subject: Pacific Coast Joint Powers Authority Financial Reporting
The City of Vernon responds to your letter dated June 17, 2013 (enclosed), addressed to the Pacific
Coast Joint Powers Authority (JPA). The JPA was dissolved on or about April 2, 2007, and therefore has
no filing obligations.
On December 2005, via City of Vernon Resolution No. 8921 (enclosed), Vernon authorized joining with
the City of Bell to form the Pacific Coast JPA. Resolution No. 8921 indicated that the JPA's purpose was
for "pooling funds to cover general liability and workers' compensation injury claims."
Upon further research and discussion, the City of Vernon determined that its involvement in the Pacific
Coast JPA with the City of Bell should be terminated. On April 2, 2007, via resolution No. 9286
(enclosed), the Vernon City Council authorized staff to terminate Vernon's involvement "as soon as
possible", which was done. To our knowledge, no financial transactions took place via the JPA, and the
Pacific Coast JPA was dissolved without any further work. Indeed, Resolution 9286 states that "the City
does not have an originally signed final JPA agreement and has been managing its own risk management
liability and property insurance program and workers' compensation insurance claims."
It appears, based on your letter dated June 17, 2013, that your records should be updated to reflect that
the JPA was dissolved in 2007. Please advise if any other steps are necessary to close your file on the

The State Controller's Office (SCO) has reviewed the Joint Powers Agreement (JPA)
submitted for Pacific Coast Joint Powers Authority. We have determined that Pacific Coast Joint
Powers Authority meets the criteria of a Special District as defined by Government Code (GC)
section 12463(d)(2).
In accordance with GC section 53891, Special Districts are required to submit a report of
all financial transactions to the SCO within 90 days after the close•of eabh'fiscal year. In
August 2013, you will receive information to assist you in completing the reports. The required
financial transaction reports are listed below:
• 2012-13Special Districts Financial Transactions Report
• U.S. Bureau of the Census (Supplement to the Annual Report of Special Districts)
• 2012 Government Compensation in California
In addition, GC section 26909 requires Special Districts to submit an independent
financial audit within 12 months of the end of the fiscal year(s) under examination. Also, please
ensure that any amendments to the JPA are forwarded to our office. All documents can be
mailed to the attention of the Special Districts Unit at the address listed below.
