A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
3 VERNON RENAMING A PORTION OF 26TH STREET TO
PENNINGTON WAY IN THE CITY OF VERNON AND
4 DESIGNATING SAID STREET AS A PUBLIC STREET

6 WHEREAS, the Acting Chief of Police has requested the
7 renaming of a portion of 26th Street to Pennington Way in tribute to
8 Vernon Police Officer Richard H. Pennington who was gunned down behind
9 the old Vernon police station on January 24, 1946; and
10 WHEREAS, Officer Pennington's ultimate sacrifice in service
11 of the residents and businesses in the City of Vernon has been
12 recognized at the county, state and national levels where plaques with
13 his name have been added to the Peace Officer Memorials in Los
14 Angeles, Sacramento and Washington D.C.; and
15 WHEREAS, the section of roadway being renamed is currently
16 under construction and runs north and south, traveling from the east
17 side of the 26th Street bridge over Atlantic Boulevard south to where
18 it intersects with Bandini Boulevard; and
19 WHEREAS, Streets and Highways Code Section 5026 provides
20 that the legislative body of a city may by resolution adopt a name for
21 any street to be improved for which a name has not been provided and
22 may by resolution change the name of any street heretofore
23 established; and
24 WHEREAS, the City Council of the City of Vernon wishes to
25 rename that portion of 26th Street that runs north and south,
26 traveling from the east side of the 26th Street bridge over Atlantic
27 Boulevard south to where it intersects with Bandini Boulevard, to
28 Pennington Way and to designate said street as a public street for the
1 purpose of enforcing local and state highway regulations.
2 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
3 CITY OF VERNON AS FOLLOWS:
4 SECTION 1: The City Council of the City of Vernon hereby
5 finds and determines that the recitals contained hereinabove are true
6 and correct.
7 SECTION 2: The City Council of the City of Vernon hereby
8 establishes that the portion of 26th Street that runs north and south,
9 traveling from the east side of the 26th Street bridge over Atlantic
10 Boulevard south to where it intersects with Bandini Boulevard shall be
11 renamed Pennington Way and hereby designates Pennington Way as a
12 public street in the City of Vernon for the purpose of law
13 enforcement.
14 SECTION 3: The City Council of the City of Vernon hereby
15 authorizes the Acting City Administrator to execute any document
16 necessary to implement this change.
17 SECTION 4: The City Council of the City of Vernon hereby
18 directs the Acting City Clerk, or her designee, to forward a copy of
19 this Resolution, together with the description showing the portion of
20 26th Street to be renamed Pennington Way, to the Clerk of the Board of
21 Supervisors and County Surveyor of the County of Los Angeles.

SECTION 5: The Acting City Clerk of the City of Vernon
shall certify to the passage of this resolution, and thereupon and
thereafter the same shall be in full force and effect.

The purpose of this memo is to propose that the City consider renaming the proposed extension of
26"' St., east of Atlantic Blvd. The extension is expected to travel from the east side of the 26 h St. bridge
over Altantic (currently under construction), south to where it intersects with Bandini Blvd. (see the
attached map).
The members of the Vernon Police Department are requesting that the portion of the roadway that
runs north/south, be renamed Pennington Way, in honor of Vernon Police Officer Richard H. Pennington,
who was gunned down behind the old police station on January 24, 1946. Officer Pennington made the
ultimate sacrifice in service the residents and businesses of Vernon. His sacrifice has been recognized at
the county, state and national levels where plaques with his name have been added to the Peace Officer
Memorials in Los Angeles, Sacramento and Washington D.C. It seems appropriate that he should also be
honored and remembered in the City that he served. Renaming a section of roadway in his honor would
be a very fitting tribute, especially given the fact that he was a motor officer and focused much of his time
and efforts on traffic safety.
The section of roadway being considered is listed as 26`h St. on a parcel map that the City of
Vernon has filed with the County. However, it is a roadway currently under construction and no signage
has been posted. It does not yet appear on any published street map such as Thomas Bros.
The State Streets and Highway Code (Section 5026) states that the legislative body of the City
where the roadway is located could accomplish the naming or renaming of a section of roadway. A public
hearing is required (Section 970.5) before such a change can be made.
I have spoken with Kevin Wilson, Director of Community Services, regarding this name change.
Pending approval by the City Council, he has said that he would be able to complete the process
necessary with regards to the County in order to have the name change properly documented and
recorded.
If approved, the Police Department would be responsible for coordinating a brief ceremony
dedicating the street in Pennington's honor.
I am requesting that this matter be brought to the attention of the Council and that they consider
moving forward with this recommendation. Please let me know if you have any questions or concerns
regarding this request.

§ 970.5. Naming highways; change of name; procedure
Whenever the board of supervisors or a county officer designated by the
board to be in charge of naming county highways finds that a name should be
adopted and applied to any county highway, or that the existing name of any
county highway should be changed, the board or the designated county officer
shall hold a public hearing on the proposed name for, or the change of name of,
such highway. Notice of such hearing shall be given by posting notice in at
least three public places along the street or streets proposed to be affected, such
posting to be complete at least 10 days before the day set for the hearing. At
the time set for the hearing or at any time to which the hearing may be
continued the board or the designated county officer shall hear and consider
proposals to adopt a name for, or change the name of, the highway mentioned
in the notice and objections to such proposals. At or after the conclusion of the
hearing the board or the designated county officer may adopt a name for, or
change the name of, such highway, and upon the adoption or change thereof
shall make an order and file said order with the board of supervisors officially
designating the name for such highway. Thereafter such highway shall be
known by the name so designated.
