A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
3 VERNON AMENDING RESOLUTION NO. 9089 BY AMENDING
PAGE 17 OF SCHEDULE II (EXHIBIT B) OF SAID
4 RESOLUTION REGARDING THE COMPENSATION, COSTS AND
5 BENEFITS OF ITS EMPLOYEES
6 WHEREAS, on June 28, 2006, Resolution No. 9089 was adopted
7 by the City Council of the City of Vernon to be effective on July 1,
8 2006 (the "Salary Resolution"); and
9 WHEREAS, Schedule II, Exhibit "B," page 17 of the Salary
10 Resolution provides for positions and salary scales of positions
11 within the Office of City Attorney/Public Prosecutor Department; and
12 WHEREAS, the City Council of the City of Vernon desires to
13 W create the positions of Legal Administrative Assistant and Legal
14 Services Administrative Secretary within the Office of City
15 Attorney/Public Prosecutor Department with the appropriate salary
16 scales; and (ii) reclassify the Department Secretary to the position
17 of Legal Services Administrative Secretary within the Office of City
18 Attorney/Public Prosecutor Department; and
19 WHEREAS, the City Council of the City of Vernon wishes -to
20 amend page 17 of Schedule II (Exhibit B) of the Salary Resolution, as
21 amended, to implement the aforementioned changes.
22 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
23 CITY OF VERNON AS FOLLOWS:
24 SECTION 1: The City Council of the City of Vernon hereby
25 finds and determines that the recitals contained hereinabove are true
26 and correct.
27 SECTION 2: Effective April 29, 2007, page 17 of Schedule
28 II, Exhibit "B" of the Salary Resolution, as amended, is hereby

amended to create the positions of Legal Administrative Assistant and
Legal Services Administrative Secretary in the Office of City
Attorney/Public Prosecutor Department and to reclassify the Department
Secretary to the position of Legal Services Administrative Secretary
in the Office of City Attorney/Public Prosecutor Department as
indicated in Exhibit A which is attached hereto and made a part hereof
by this reference.
SECTION 3: The provisions of Resolution Nos. 9089, 9106,
9120, 9129, 9142, 9167, 9181, 9207, 9215, 9227, 9238, 9252 and 9284
not consistent with or in conflict with this resolution are hereby
repealed; in all other respects, Resolution No. 9089, as amended by
Resolution Nos. 9106, 9120, 9129, 9142, 9167, 9181, 9207, 9215, 9227,
9238, 9252, 9284 and 9295 shall remain in full force and effect.
SECTION 4: The Acting City Clerk of the City of Vernon
shall certify to the passage of this resolution, and thereupon and
thereafter the same shall be in full force and effect.

recommending the following changes:
• Create the position of Legal Administrative Assistant with a
salary comparable to that of the Senior Administrative Assistant
classification, per the attached salary scale and job description.
• Approve the hiring of a Legal Administrative Assistant.
• Create the position of Legal Services Administrative Secretary
with a salary comparable to that of the Resource Scheduler
classification, per the attached salary scale and job description.
• Reclassify the Department Secretary Judy Lehr in the Office of
City Attorney/Public Prosecutor Department to Legal Services
Administrative Secretary, Step 3, with a new base salary of
$6,375.00 effective April 29, 2007.

Job Description for Legal Administrative Assistant Position
DEFINITION
Under direct supervision perform confidential secretarial, clerical, copying and
filing support duties as regulated in the Department and operate a variety of
office equipment.
CLASS CHARACTERISTICS
This class is distinguished from administrative classes by the more complex and
sensitive duties related to the legal function of the Department.
ESSENTIAL FUNCTIONS
Essential functions, as defined under the Americans with Disabilities Act, may
include the following tasks, knowledge, skills and other characteristics. This list
of tasks is ILLUSTRATIVE ONLY, and is not a comprehensive listing of all
functions and tasks performed by positions in this class. Incumbents in this class
may not be required to perform all duties listed and may be required to perform
additional, position -specific duties.
SUPERVISION RECEIVED
General supervision is provided by the City Attorney and direct supervision is
provided by the Legal Services Administrative Secretary. This position assists
the Legal Services Administrative Secretary with daily activities.
QUALIFICATION GUIDELINES
Preferred:
➢ Ability to type 55 net words per minute.
➢ Skilled in written, verbal and interpersonal communication with strong
document handling, filing and organizational skills.
➢ Knowledge of office procedures, practices, methods and equipment.
➢ Knowledge of personal computer hardware and software packages,
specifically MS Word, Access, FileMaker Pro, Excel and Outlook.
➢ Ability to work independently with limited supervision.
➢ Ability to understand and carry out oral and written directions with
knowledge of English usage and business letter writing.
➢ Ability to proof read all documents for clarity and typographical errors.
➢ Ability to handle a variety of tasks and meet deadlines.

EXAMPLES OF DUTIES
Duties may include, but are not limited to, the following, as directed:
Composes and types routine correspondence.
➢ Assists in typing resolutions, ordinances and legal documents as directed.
➢ Assists with organizing and maintaining file system.
➢ Generates and tracks department supplies and purchase requisitions.
➢ Performs duties relating to file room such as opening, closing, indexing,
filing and retrieval of files; performs data entry into Access database.
➢ Packs, indexes and does database entry, for document storage,
preservation or disposition per Department procedures.
➢ Assists in maintaining security of file rooms, computers and databases.
WORK ENVIRONMENT AND PHYSICAL REQUIREMENTS
Work is performed in an office environment. Work may require frequent
standing, walking and bending. May be exposed to repetitive motion and vision
to monitor.
EXPERIENCE AND EDUCATION
➢ Five (5) years of secretarial, clerical and filing support experience.
➢ Two (2) years of experience working in a legal office environment that
specialized in corporate or civil law.
➢ High school diploma or equivalency is required.
➢ Any combination of education and/or experience that provides the
knowledge, skills and abilities necessary to fulfill the duties required of the
position.

City's legal staff requiring initiative, discretion, independent judgment and
supervision and training of support staff.

systems and retrieval systems; supervises staff engaged in the provision of
administrative support for legal services; coordinates, prepares, compiles and
reviews materials for City Council or other board, committee or agency meetings,
including ordinances, agreements, resolutions and correspondence; assists in
preparing agenda items including various supporting documents; answers
general questions and inquiries from City staff.
