2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
3 VERNON AUTHORIZING THE GALLIERA, INC., DBA TRICO
CONSTRUCTION, UNDER THE DIRECTION AND MANAGEMENT
4 OF THE DIRECTOR OF COMMUNITY SERVICES & WATER TO
RENOVATE, RECONSTRUCT AND REMODEL ALL THE CITY-
5 OWNED HOUSING
6 WHEREAS, on February 27, 2007, the Finance Committee Section
7 of the City Council of the City of Vernon approved Resolution FI-281
8 authorizing the Galliera, Inc., dba Trico Construction ("Trico"),
9 under the direction and management of the Director of Community
10 Services & Water, to renovate, reconstruct and/or remodel all the
11 City -owned housing as necessary (the "Housing Project") or deemed
12 appropriate at a cost not to exceed $19,400.00 up to $64,300.00 per
13 unit depending upon a sliding scale of costs as directed by the
14 Finance Committee; and
15 WHEREAS, the City Council of the City of Vernon desires to
16 increase the budget for the Housing Project and intends that this
17 Resolution supersede the previously adopted Resolution No. FI-281.
18 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
19 CITY OF VERNON AS FOLLOWS:
20 SECTION 1: The City Council of the City of Vernon hereby
21 finds and determines that the recitals contained hereinabove are true
22 and correct.
23 SECTION 2 The City Council of the City of Vernon hereby
24 approves and authorizes Trico, under the direction and management of
25 the Director of Community Services & Water, Acting City Administrator
26 and City Attorney to renovate, reconstruct and/or remodel all the
27 City -owned housing as necessary or deemed appropriate at a cost not to
28 exceed $165,000.00 per unit.

SECTION 3: The City Council of the City of Vernon hereby
finds and determines that renovating, reconstructing and/or remodeling
all,the City -owned housing as necessary or deemed appropriate is
necessary, and the City Council of the City of Vernon further finds
and determines that the same is in the best interests of the City of
Vernon and constitutes a reasonable expenditure of public funds.
SECTION 4: The City Council of the City of Vernon intends
that this Resolution supersede Resolution No. FI-281.
SECTION 5: The Acting City Clerk of the City of Vernon
shall certify to the passage of this resolution, and thereupon and
thereafter the same shall be in full force and effect.

SUBJECT: HOUSING RENOVATION
The City housing located at 3345, 3353 and 3357 Fruitland Avenue is currently being renovated. The
original scope of work was to patch and paint the three houses. The contractor has suggested that in lieu of
painting the houses that insulated vinyl siding be installed.
The Community Services Department reviewed the proposal to install siding and found that although
the cost is significantly higher, based on the aesthetic improvement, ease of future maintenance and insulation
value that the material will provide it is recommended that the vinyl siding be installed.
The total cost for installing the siding at the abovementioned three houses is $38,000. Since the change
order is in excess of $20,000, the City Council must authorize the change order. With this change order the City
will be exceeding the budget allowance of $165,000 for each house as authorized in Resolution No. 9296. This
authorized amount shall be increased by $15,000 per home if the change order is authorized.
