Resolution No. 93021 RESOLUTION NO. 9302 2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF 3 VERNON AMENDING RESOLUTION NO. 9089 BY AMENDING PAGE 2 OF SCHEDULE II (EXHIBIT B) OF SAID 4 RESOLUTION REGARDING THE COMPENSATION, COSTS AND 5 BENEFITS OF ITS EMPLOYEES 6 WHEREAS, on June 28, 2006, Resolution No. 9089 was adopted 7 by the City Council of the City of Vernon to be effective on July 1, 8 2006 (the "Salary Resolution"); and 9 WHEREAS, Schedule II, Exhibit "B," page 2 of the Salary 10 Resolution provides for positions and salary scales of positions 11 within the City Clerk's. Department; and 12 WHEREAS, the City Council of the City of Vernon desires to 13 create the position of Records Management Assistant in the City 14 Clerk's Department with the appropriate salary scale; and 15 WHEREAS, the City Council of the City of Vernon wishes to 16 amend page 2 of Schedule II (Exhibit B) of the Salary Resolution, as 17 amended, to implement the aforementioned changes. 18 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE 19 CITY OF VERNON AS FOLLOWS: 20 SECTION 1: The City Council of the City of Vernon hereby 21 finds and determines that the recitals contained hereinabove are true 22 and correct. 23 SECTION 2: Effective May 7, 2007, page 2 of Schedule II, 24 Exhibit "B" of the Salary Resolution, as amended, is hereby amended to 25 create the position of Records Management Assistant in the City 26 Clerk's Department as indicated in Exhibit A which is attached hereto 27 and made a part hereof by this reference. 28 / / / 1 2 3 4 5 6 7 81 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 SECTION 3: The provisions of Resolution Nos. 9089, 9106, 9120, 9129, 9142, 9167, 9181, 9207, 9215, 9227, 9238, 9252, 9284 and 9295 not consistent with or in conflict with this resolution are hereby repealed; in all other respects, Resolution No. 9089, as amended by Resolution Nos. 9106, 9120, 9129, 9142, 9167, 9181, 9207, 9215, 9227, 9238, 9252, 9284, 9295 and 9302 shall remain in full force and effect. SECTION 4: The City Clerk of the City of Vernon shall certify to the passage of this resolution, and thereupon and thereafter the same shall be in full force and effect. It is of great importance to the City Clerk's Office, the records keeper of the city, to invest in the implementation of a Records Management Program. The Records Management Program will facilitate the preservation and maintenance of historical records such as minutes, resolutions, ordinances, deeds, easements; allow easy retrieval to meet the requirements of the Public Records Request Act; and allow for proper document destruction in accordance with the city's retention schedule to minimize liability. Attached herewith is a job description for the Records. Management Assistant, which describes the current duties performed by the City Clerk's current Senior Administrative Assistant and adds the duties of the Records Management Assistant. Also attached is a salary scale taken from the current Senior Administrative Assistant's salary scale, deleting the last three bottom steps and adding the three top steps to compensate for the additional duties. I am hereby requesting that the Personnel Committee consider the creation of the Records Management Assistant position and establishment of the salary scale for said position. CC. Martha Valenzuela Jeff Harrison 4 Records Management Assistant City Clerk's Office DEFINITION Under the general supervision of the City Clerk, the Records Management Assistant assists in the production of complex and detailed clerical assignments related to the City Clerk's office; maintains the city's records management and imaging systems. DUTIES Duties include but are not limited to the following: • Maintains the city-wide comprehensive records management program and the general office files in accordance with the city's records retention schedule. • Maintains and implements records management procedures and techniques, including a filing system, central records storage, and retrieval process. • Reviews records and prepares documents for Council's approval for destruction in accordance with the city's retention schedule. • Operates and maintains up-to-date the data in the imaging system. • Attends meetings/seminars regarding new technology and developments related to records management. • Prepares agendas and minutes for various city meetings. • Distributes contracts, resolutions, and agreements approved by the city's agencies and committees. • Coordinates and maintains official records related to the City Clerk's functions, i.e., resolutions, agreements, ordinances, communications, agendas, and minutes. • Assists the City Clerk with non -routine administrative duties as directed. MINIMUM QUALIFICATIONS Knowledge of: practices, methods, and techniques applicable to administering a city-wide records management system; standard office procedures and practices including business correspondence, filing, operation of office equipment such as facsimiles, copiers, scanners, and office related computer software. Ability to: maintain a records management program; operate an imaging system; lift and carry document boxes not to exceed 25 pounds; edit, spell, and proper usage of English and grammar; communicate effectively orally and in writing; establish and maintain effective working relationships with city staff, the public, and other encountered during the course of work. EXPERIENCE/EDUCATION High school graduate or possession of a General Education Degree (G.E.D.) and/or college education with at least of five years of office experience and familiarity of records management practices is highly desired.
