RESOLUTION NO. 9306
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
VERNON AMENDING RESOLUTION NO. 9296 PROVIDING FOR
THE IMPLEMENTATION OF THE CITIZENS OPTION FOR
PUBLIC SAFETY (COPS) PROGRAM FOR 2005-2006
WHEREAS, Assembly bill 1913 (AB 1913)(Cardenas) was
chaptered into law on September 7, 2000 for supplemental local law
enforcement funding pursuant to the bill; and
WHEREAS, AB 1913 provides $100,000,000 statewide for the
Citizens for Public Safety (COPS) Program; and
WHEREAS, the County of Los Angeles has established a
Supplemental Law Enforcement Service Fund (SLESF) in accordance with
Section 30061 of the Government Code to receive AB 1913 funds which
have been allocated for use in Los Angeles County; and
WHEREAS, the City has established its own Supplemental Law
Enforcement Service Fund (SLESF) in accordance with Section 30061 of
the Government Code; and
WHEREAS, Assembly Bill 823 (AB 823)(Poochigian) was
chaptered into law on April 8, 2002 amending Sections 30061 and 30063
of the Government Code relating to law enforcement funding; and
WHEREAS, AB 823 provides that funds received be expended no
later than June 30 of the following fiscal year; and
WHEREAS, the City of Vernon has participated in the COPS
Program since 2001 and receives its share of any funds available for
the purpose of ensuring public safety through the procurement of
equipment to deter juvenile crime and improving frontline municipal
police services and enhancing the effectiveness of its officers; and
WHEREAS, on June 7, 2006, the City Council of the City of

WE
Vernon adopted Resolution No. 9063 to use COPS Program funds for the
purchase of an electronic door access security system for the Police
Department for the sum of $79,608.00 for fiscal year 2005-2006; and
WHEREAS, in October of 2005, the City of Vernon received
$100,000.00 through the COPS Program fund to be completed no later
than June 30, 2008; and
WHEREAS, by memo dated March 29, 2007, the Acting Chief of
Police has recommended that the Police Department be authorized to use
the balance of the COPS Program grant funds towards the purchase of a
Coplogic Desk Officer Online Reporting System (DORS) to enhance future
frontline law enforcement services; and
WHEREAS, the DORS is an online citizen to police web based
reporting system that allows citizens to file low grade misdemeanor
type of reports and other incidents over the internet and comes with
the ability for citizen to file a report in four different languages
and the capability to add additional languages as needed; and
WHEREAS, the City Council has conducted a public hearing to
consider 2005-2006 funding requests from the Chief of Police to use
COPS grant funds by June 30, 2008 for frontline law enforcement needs,
including but not limited to personnel, equipment and programs and
shall determine each submitted request as required by AB 823 in order
to enhance the effectiveness of its officers.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF VERNON AS FOLLOWS:
SECTION 1: The City Council of the City of Vernon hereby
finds and determines that the recitals contained hereinabove are true
and correct.
SECTION 2: The City Council of the City of Vernon hereby

1 directs that the City maintain its own Supplemental Law Enforcement
2 Service Fund (SLESF) as required by AB 823 and State law pursuant to
3 Government Code Sections 30061 and 30063.
4 SECTION 3: The City Council of the City of Vernon finds
5 that all persons have had the opportunity to be heard or to file
6 written comments to the expenditure of 2005-2006 COPS grant funds
7 provided by AB 823, and after due consideration of any and all
8 evidence submitted at the public hearing determines that there are
9 compelling reasons to justify the expenditure of COPS grant funds for
10 the equipment requested by the Chief of Police.
11 SECTION 4: The City Council of the City of Vernon hereby
12 requests that the City's share of the funding be allocated to SLESF
13 for purposes of frontline law enforcement needs.
14 SECTION 5: The City Council of the City of Vernon hereby
15 directs the City Clerk, or her designee, to hand deliver a copy of
16 this Resolution to:

certify to the passage of this resolution, and thereupon and
thereafter the same shall be in full force and effect.

SUBJECT: Request for Amendment of Resolution #9063, Approving Use of COPS Funds S
In October 2005, the City of Vernon received $100,000 from the Citizen Options for Public
Safety (COPS) fund provided by Assembly Bill 1913, Chapter 353.
In May 2006, the City of Vernon passed Resolution #9063, authorizing the use of these funds for
the purchase of a door access security system for the Station facility. The approximate cost is $79,608.00.
The Police Department would like to use the balance of the available funds ($20,392), to
purchase the Coplogic DORS reporting system that includes software installation assistance, training for
the system administrator, 24-hour tech support, annual updates and annual maintenance. The total cost of
the system is approximately $21,000. The remaining costs would be covered using budgeted funds for
supplies and services.
The Coplogic system will enhance our service to the business community by providing an
additional flexible and convenient method or reporting certain crimes. The system would be accessible
via the new Department website that was recently approved by the City Council. It is worth noting that
the interface between this reporting system and our Visionair Records Management System (RMS) has
already been developed and is included in the cost of the software.
I am requesting that the City Council consider placing on the agenda, an amendment to
Resolution #9063, noting that in addition to using the funds for the door access system that the City
intends to use remaining available funds for the purchase and operation of the Coplogic DORS reporting
system.

BACKGROUND
In October, 2005, the City of Vernon received $100,000.00 through the Citizen Options for Public Safety
Program (COPS) fund provided by Assembly Bill 1913, Chapter 353. This program allows eligible
cities, to receive a proportionate share of COPS funds appropriated by the State. The program began in
fiscal year 1 996-97 and continues to be funded. The use of these funds is only for front-line municipal
police services and should supplement, not supplant, current front-line law enforcement services. Funds
received during fiscal year 2005-06 must be completed no later than June 30, 2008.
In May 2006, we requested and received authorization from the City Council to use a segment of the
COPS FY05-06 funds towards the purchase of an electronic door access security system for the police
department. The request for this purchase was approved under city resolution #9063. The cost of the
door access security system is approximately $79,608.00.
ANALYSIS
The police department is currently in the process of developing a new department website. As part of the
website development project we would like to utilize the remaining balance of the COPS FY05-06 funds
towards the purchase of a Coplogic's Desk Officer Online Reporting System (DORS). The DORS is an
online citizen to police web based reporting system that allows citizens to file low grade misdemeanor
type of reports and other incidents, over the internet. The system software is designed to work directly
with our current Records Management System (RMS), which will allow for a straightforward integration.
The system also comes with the ability for a citizen to file a report in four different languages and with
the ability to add additional languages as needed.
The DORS system is currently in use by a number of police agencies statewide. Some agencies have
reported reduced calls for service since the implementation of the online reporting system. The online
system reduces having to dispatch an officer for minor report calls, but still allows for the collection of all
report information for crime analysis, state reporting, and investigations, while providing a service
enhancement and convenience to the public. The program is designed to facilitate other services such as
crime tips, traffic complaints, light outages, missing person's information, etc. The system allows agency
reviewers to ask for additional information from the citizen before approving the report and if a report
does not meet the reporting criteria and is rejected, a complete trail is created to ensure accountability.
COST IMPLICATIONS
The cost for the DORS system, which includes software installation assistance, training for the system
administrator, 24- hour tech support, annual updates, and annual maintenance, is approximately
$21,000.00. The current available balance of the COPS FY05-06 fund is approximately $20,392.00. We
will use funds from the budgeted supplies and services account to cover the remaining balance of
$608.00.
CONCLUSIONS
The Coplogic DORS system will greatly enhance our service to the business community by providing an
additional flexible and convenient method of reporting low grade misdemeanor crimes or other types of
incidents. If this request is approved, a city resolution will be necessary for documentation of the
approved purchase.
