3 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
VERNON APPROVING THE PAYMENT OF PREMIUMS FOR
4 INSURANCE FOR LIFE, HEALTH AND DENTAL BENEFITS FOR
5 EMPLOYEES DURING THE 2007-2008 FISCAL YEAR

7 WHEREAS, the City Council of the City of Vernon in prior
8 fiscal years has approved for each fiscal year the City's payment of
9 premiums for insurance for life, health and dental benefits for
10 employees; and
11 WHEREAS, on June 14, 2007, the Finance Committee Section of
12 the City Council considered the City's payment of premiums for
13 insurance for life, health and dental benefits, applicable for the
14 fiscal year 2007-2008 only, for full-time employees only and their
15 dependents as follows:
16 1. All miscellaneous employees;
17 2. All employees of the Office of the City Attorney/
18 Public Prosecutor;
19 3. All Fire Department employees;
20 4. All sworn management employees in the Police
21 Department including Police Lieutenants and all sworn police officers
22 which include Group 2 employees who are represented by,,the Vernon
23 Police Officers' Benefit Association; and
24 WHEREAS, the City Council of the City of Vernon wishes to
25 adopt its policy applicable for the fiscal year 2006-2007 only
26 respecting payment of premiums for the City's insurance for life,
27 health and dental benefits for employees and to declare that such
28 benefits are not vested rights and will expire at the conclusion of the
;1 fiscal year unless authorized and approved by the City Council for the
2 next fiscal year.
3 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
4 CITY OF VERNON AS FOLLOWS:
5 SECTION 1: The City Council of the City of Vernon does
6 hereby find and determine that the recitals contained hereinabove are
7 true and correct.
8 SECTION 2: The City Council of the City of Vernon hereby
9 adopts the following policy for the 2007-2008 fiscal year and declares
10 that such benefits are not vested rights and are approved for this
11 fiscal year only:
12 A. The City will pay the insurance premium for the City's
13 program for life, health and dental benefits as such
14 benefits are in effect as of June 30, 2007, for all
15 full-time regular employees only and their dependents as
16 follows:
17 1. All miscellaneous employees.
18 2. All Fire Department employees.
19 3. All employees of the Office of the City Attorney/
20 Public Prosecutor.
21 4. All sworn management employees in the Police
22 Department including Police Lieutenants and all
23 sworn police officers which include Group 2
'24 employees who are represented by the Vernon Police
25 Officers' Benefit Association
26 SECTION 3: The City's agreement to pay the full cost of
27 said premiums provided for above, shall not create or ripen into a
28 vested right in said employee to any such medical benefit beyond
1 June 30, 2008.
2 SECTION 4: The City Clerk of the City of Vernon shall
3 certify to the passage of this resolution and thereupon and thereafter
4 the same shall be in full force and effect.
5 APPROVED AND ADOPTED this 25th day of June, 2007.
