2 3 4 5 6 7 M. ►2 10 11 12 13 PKI■ 15 16 17 18 19 20 21 22 23 24 25 26 27 28 RESOLUTION NO. 9356 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON RATIFYING THE SUPPORT OF DWR PROPOSITION 50 RELATING TO URBAN WATER USE EFFICIENCY PROGRAM GRANT APPLICATIONS WHEREAS, the Central Basin Municipal Water District ("Central Basin") requested the City's support of their 2007 Department of Water Resources Proposition 50, "Urban Water Use Efficiency Program" Grant Applications ("Proposition 50"); and WHEREAS, Central Basin is seeking funding for three programs, to wit: High Efficiency Living Program, the Urban City Makeover Program and the Outreach Support for Retailers & Cities Targeting Multicultural Communities Program (collectively, the "Programs") and these Programs would be offered to the cities within the Central Basin service territory at no cost; and WHEREAS, the Director of Community Services & Water recommended that the City support Central Basin's request as the Programs will have a positive impact on local municipalities; and WHEREAS, in order to meet the deadline for submittal of a letter supporting Proposition 50, the City Administrator executed and submitted to the California Department of Water Resources a letter in support of said Proposition on behalf of the City; and WHEREAS, the City Council desires to approve and ratify the letter executed by the City Administrator in support of Proposition 50. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF VERNON AS FOLLOWS: SECTION 1: The City Council of the City of Vernon hereby finds and determines that the recitals contained hereinabove are true e c 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 and correct. SECTION 2: The City Council of the City of Vernon hereby approves and ratifies the letter supporting Proposition 50 executed by the City Administrator, a copy of which is attached hereto as Exhibit A and incorporated by reference. SECTION 3: The City Clerk of the City of Vernon shall certify to the passage of this resolution, and thereupon and thereafter the same shall be in full force and effect. It is the City's understanding that the CBMWD has submitted, for review, three water conservation projects to the Department of Water Resources (DWR) for possible future grant funding opportunities. These projects include: The High -Efficiency Living Program ($1,491,500.00); The Urban City Makeover Program ($119,625.00); and The Conservation Outreach Program for Cities and Retailers Targeting Multicultural Communities Program ($180,000.00). The High -Efficiency Living Program (HELP) is a direct -install toilet replacement program for multi -family residences. The funding requested covers both the cost of the device and installation. Our City is pledging its support to the HELP program. The goal of the program is to replace 10,000 old water - wasting toilets that use 3.6 or more gallons per flush (gpf), with HET's that use 1.6 gpf or less, saving millions of gallons of water annually for the region. The Urban City Makeover Program will retrofit public facilities and parks in Central Basin's lower income cities with water saving devices, including irrigation fixtures, restroom plumbing and drought resistant landscaping at no cost to the communities. The goal of this project is to bring a comprehensive conservation program to our disadvantaged cities and advance the efforts of these communities in complying with the state's Landscape Task Force (AB2717) recommendations. The three programs the CBMWD are seeking funding for are the High Efficiency Living Program (HELP), the Urban City Makeover Program and the Outreach Support for Retailers & Cities Targeting Multicultural Communities Program. In review of the three programs, it appears that there is a distinct benefit to each. The HELP program's goal is to replace 10,000 old water guzzling toilets in multi -family residence with High -Efficiency Toilets over a 2-year period. With this funding, approximately 400 units will be distributed to each of CBMWD's 24 cities, based on city interest and available retrofit opportunities. In addition, CBMWD is continuing its efforts to seek new avenues for water conservation. The Urban City Makeover Program will help local municipalities retrofit their City -owned facilities with water -saving devices, irrigation fixtures, and drought -resistant landscaping. The Outreach Support for Retailers & Cities Targeting Multicultural Communities Program will assist local water retailers with specialized technical support so that they may better inform their lower -income, multicultural, and multilingual communities about water conservation. The above -mentioned programs will have a positive impact on local municipalities. It is therefore my recommendation that the City support CBMWD's quest to seek funding to support these programs. With this funding, approximately 400 units will be distributed to each of Central Basin's 24 cities, based on city interest and available retrofit opportunities. By targeting these high -consumption sites--87,000 multi -family dwellings are currently available for retrofit within the service area --the District and the state will benefit from increased water savings. In addition, Central Basin is continuing its efforts to seek new avenues for water conservation. The Urban City Makeover Program will help local municipalities retrofit their City -owned facilities with water -saving devices, irrigation fixtures, and drought -resistant landscaping.
