A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
VERNON AUTHORIZING THE PURCHASE OF TWO 2008 FORD
ESCAPE HYBRID SPORT UTILITY VEHICLES BY JOINING ON
THE STATE OF CALIFORNIA, DEPARTMENT OF GENERAL
SERVICES, PROCUREMENT DIVISION, CONTRACT NO. 1-07-
23-11 AWARDED TO HOBLIT MOTORS
WHEREAS, the State of California, Department of General
Services, Procurement Division, has entered into Contract No. 1-07-23-
11 with Hoblit Motors for the provision of hybrid vehicles (2007 and
2008 model years) to local agencies (the "State Contract"); and
WHEREAS, the Health & Environmental Control Department has
requested the purchase of two 2008 Ford Escape Hybrid vehicles (the
"Vehicles") to replace vehicles that are older, need increased
maintenance due to wear and tear and are unreliable; and
WHEREAS, the Purchasing Section of the City has ascertained
that, because of the extensive bidding processing already done by the
State for hybrid vehicles, it was more economically feasible to join
on the State Contract for the purchase of the Vehicles; and
WHEREAS, the City of Vernon has been given the opportunity
to purchase the Vehicles from Hoblit Motors under Contract No. 1-07-
23-11; and
WHEREAS, the Director of Health & Environmental Control has
recommended that the Vehicles be purchased from Hoblit Motors
(Commodity No. 2320-000-0045-2, Supplier No. 186026) at an approximate
base cost of Twenty -Four Thousand One Hundred Eight Dollars and No
Cents ($24,108.00) each, less any applicable vendor discounts, if any,
and plus tire fees, service charge, delivery charge and sales tax.

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF VERNON AS FOLLOWS:
SECTION 1: The City Council of the City of Vernon hereby
finds and determines that the'recitals contained hereinabove are true
and correct.
SECTION 2: The City Council of the City of Vernon hereby
authorizes the Purchasing Agent, or her designee, to purchase two (2)
2008 Ford Escape Sport Utility Hybrid Vehicles ((Commodity No. 2320-
000-0045-2, Supplier No. 186026) from Hoblit Motors by issuance of a
purchase order and authorizes the City Administrator, or his designee,
to sign and deliver any and all documents necessary in connection
therewith for, and on behalf of, the City of Vernon.
SECTION 3: The City Clerk of the City of Vernon shall
certify to the passage of this resolution, and thereupon and
thereafter the same shall be in full force and effect.

Re: Request for Authorization to Purchase Two New Vehicles to Replace Existing Vehicles
The Health Department budget (Health and Hazardous Materials) for 2007-2008 includes funding for two new
vehicles. The new vehicles will replace:
• a leased 2002 Toyota RAW Electric Vehicle that has been returned due to the termination of the lease
agreement by Toyota Lease Trust.
• a 1990 Ford Tempo (Unit 209). Due to the age of Unit 209, it is not dependable, but can be utilized as a
back up/ pool car. Upon receipt of the new vehicle, our department will transfer Unit 209 to the Garage
for disposition.
Instead of conducting a bid purchase process, I am requesting authorization from the City Council to join on the
State of California, Department of General Services, Procurement Division Contract Number 1-07-23-11 with
Hoblit Motors for the purchase of two 2008 Ford Escape Hybrid vehicles. By joining on the State contract, the
City will be able to take advantage of the State's large volume purchase price. The Ford Escape Hybrid
vehicles, which utilize the latest in "clean vehicle" technology, a gasolinetelectric hybrid drive train, are
preferred because we have found them to be an ideal vehicle for our staff due to the vehicle's fuel economy in
City driving (approximately 23 mpg), its visibility (safety factor with extensive truck traffic in City driving),
and ability to transport and access field equipment. It is our recommendation that the Ford Escape Hybrid is the
most suitable for our department's needs and is within our budgeted funding, approximately $29,000.

• State Contract price sheet which reflects a $24,108 base price (plus sales tax, service charge, delivery
charge, and tire fees).

1.0 SCOPE I .
This specification covers the State of California minimum requirements for four-wheel drive, 4-door,
fully enclosed, sport utility vehicles having a Gross Vehicle Weight Rating (GVWR) less than 10,000-
lbs. These vehicles will be primarily used to transport people and cargo in the State of California on
typical State highways and city/county roads and shall be designed to operate under typical ambient
temperatures and weather conditions encountered in the State.
2.0 CLASSIFICATION
Sport utility vehicles shall be grouped as follows. Only vehicles identified.and published by the U.S.
Environmental Protection Agency as a sport -utility vehicle in their "Fuel Economy Guide" are
acceptable. All table values are listed as minimums unless otherwise specified. Vehicles offered

3.0 APPLICABLE SPECIFICATIONS
Specifications and standards referenced in this document in effect on the opening of the Invitation for
Bid form a part of this specification where referenced. Each vehicle delivered shall be fully compliant
with all Federal and State regulations for sport utility vehicles in effect as of the date of manufacture.
3.1 Safety: Each vehicle delivered shall conform to the Federal Motor Vehicle Safety Standards (FMVSS)
and the California Vehicle Code (CVC) requirements for sport utility vehicles in effect as of the date of
manufacture.
3.2 Emission Control: Vehicles having a GVWR of 8,500 lbs. or less shall meet or exceed the Ultra -Low
Emission Vehicle 1 (ULEV 1) requirements for sport utility vehicles as established by the California Air
Resources Board (CARE) as of the date of bid opening.

1.0 SCOPE
This specification supplements the series of specifications for Automobiles, Passenger, 4-Door,
Light Truck, Pickup Body, 4x2 and 44, Less than 10,000-lb. GVWR, Sport Utility Vehicle, Four
Wheel Drive, 4 Door, Less than 10,000-lb. GVWR.
This specification is intended only to describe the unique requirements of the fuel system and its
related equipment and performance as they relate to hybrid -electric vehicles powered by a
gasoline -fueled internal combustion engine with electric motor power assist. Please refer to the
standard. specifications for general requirements of the base vehicle.
2.0 CLASSIFICATION
The classifications used are consistent with those published by the U.S. Environmental Protection
Agency in their "Fuel Economy Guide." Vehicles shall meet the minimum criteria pertaining to
passenger and cargo volume, and number of passengers as specified below:

2.0 SPECIFICATIONS AND STANDARDS
Areas where the hybrid -electric power systems impact the standard specifications (for
gasoline/diesel fueled vehicles) may be waived for this contract. This includes such things as:
gross vehicle weight rating, payload, engine displacement, emission rating, cargo volume and
others directly affected by the fuel system modifications. The bidder may be required to
substantiate the reasons for downgrading the base requirement.
The base vehicle shall comply with all other specifications and be of the size and type indicated for
each line item in the solicitation. The bidder shall clearly indicate, as part of his bid, any requirement
of the standard specifications the vehicle does not meet. If the manufacturer does not manufacture
a hybrid vehicle with the specified component, an alternative component may be acceptable (e.g.,
leather seats offered in lieu of cloth seats when vehicle not manufactured with cloth seats). The
bidder may be required to substantiate the reason for the offer of an alternative component.

inch receiver type hitch and a 7-wire, trailer electrical harness. The hitch shall be rated as a minimum
SAE class II for small (group 1) utility vehicles and SAE class III for mid -size and full size, and (groups II
— III) utility vehicles. A receiver insert, ball, and trailer electrical plug are not required.
4.11 Fuel Tank: Each vehicle shall be equipped with the manufacturer's standard fuel tank.
4.12 Air Conditioning: Each vehicle shall be equipped with the manufacturer's standard, factory installed,
CFC free, dehumidifying/all weather air -conditioner. The air conditioning system shall include, but shall
not be limited to, necessary insulation, increased engine cooling capacity, including recovery system,
plus increased alternator and battery capacity. Vehicles ordered with 'a third row rear seat shall also be
equipped with rear air conditioning system as available from the manufacturer.
4.13 Body/Cab: The basic vehicle body shall be manufacturer's standard, 4-door, fully enclosed, utility type
body with a hard top. Each vehicle shall incorporate the manufacturer's standard rear door, hatch, or
gate. Full size sport utilities (groups 111) shall be equipped with rear panel type doors, if available.
Driver and front passenger seat shall be high -back bucket style with integral head restraints not less
than 27.5" above the seating reference point as specified in FMVSS 571.202, or seats shall have head
restraint. A second row, bench style seat is required for all groups. A third row seat may be ordered as
an option if available from the manufacturer.
4.14 Exterior Color: The exterior color shall be the manufacturer's standard production colors. Individual
vehicle color may vary and should be specified on the purchase order. If the exterior color is not
specified, the ordering dealer shall contact the purchase order provider and verify the vehicle color
being requested.
4.15 Interior/Seat Upholstery: The interior color shall be the manufacturer's standard color supplied with
the exterior color specified on the order.
Seat upholstery shall be all cloth. Vehicles ordered with a third row "jump" seat may be equipped with a
vinyl jump seat if cloth is not available.
4.16 Miscellaneous Equipment: The following items, supplementing if necessary those items already
cataloged as standard equipment, shall be furnished and in place.
• Multi -speed fresh air ventilator with heater and windshield defogger system.
• Seat belts for all seating positions.
• Full floor covering.
• Sun visors for both driver and passenger positions.
• Dome light, activated by each door.
• Inside hood release.
• Right and left side exterior rear view mirrors shall be manufacturer's standard break -a -way or fold -
a -way type.
• Rear window defroster.
• Manufacturer's standard AM/FM radio with antenna.
• Intermittent, multi -speed windshield wipers with washers.
• Tilt steering.
• Inside rearview mirror, day/night.
• Standard tool kit including wheel -changing tools and jack adequate to safely lift the vehicle when
loaded to rated capacity.

This contract covers the estimated State of California and participating local
agency (political subdivision) requirements for 2007 model year vehicles (Hybrid
Vehicles) within the period commencing from the contract award date to the
manufacturer's cut-off dates. The cut-off dates are established by the
manufacturer, not by Procurement Division, and begin as early as January or as late
as August. You may request that deliveries be delayed until after July 1, but
orders must be placed before cut-off dates.
ORDERING INFORMATION:
The contract notification price sheets show the FOB point, vehicle
description, make and model, unit price, terms for payment, and dealer name.
Specification sheets give a brief description of each type of vehicle.

PRICE:
All prices are maximum for the contract period, subject to the State
receiving full benefit of all manufacturer price declines effective on
the date of manufacturer's general public announcement. All prices are
FOB destination zone (city). Prices are exclusive of Federal Excise Tax.
DELIVERY:
Within 150 days after receipt of order by the dealer.
FOB POINT:
The dealer is required to deliver vehicles to agencies located in the area in which
they receive an award. Deliveries to agencies located outside of the area will be
FOB the dealer's location in the area shown on the bid. For agencies located outside
of the area, the preferred method of delivery is to pick up the vehicles from the dealer.
If this is not possible, the agency may request to have the vehicles shipped FOB the
delivery area. If the release order indicates a delivery location other than the FOB
point, the dealer will deliver the vehicle and show the delivery charge 'as a separate
item on the invoice. "Area" for the purpose of this contract is defined as the city
limits for the city identified as the FOB point. This applies to all State agencies
and California local agencies. State agencies requesting delivery outside the F.O.B.
area must contact the Office of Transportation Management for freight rate comparisons
if the dealer is delivering the vehicle. These delivery instructions will be provided
on the purchase order (Std. 65). Dealers receiving a purchase order without specific
transportation instructions must contact the ordering agency. Local agencies
requesting delivery outside the F.O.B. area will make their own delivery arrangements.
ORDERING PROCEDURE:
State and local agencies may now order vehicles, directly from contract dealers for
the appropriate FOB point.
(1) The vehicle can be a standard contract vehicle or a contract vehicle with
modifications or additional options.
(2) State agencies may order direct from the dealer and must use a Contract/
Delegation Purchase Order (STD 65) listing all model changes, options and/or
deletions.
(3) Contract/Delegation Orders (STD 65) must be sent to DGS/Fleet Administration
Division for approval prior to sending them to the dealer. After approval,
orders will be returned to the originating agency, who then forwards the orders
to the appropriate contract dealer's).
(4) Local agencies will submit a purchase order directly to the contract dealership.
Immediately after release of the order to the dealer, a copy must be forwarded to
Procurement Division/Master Contracts. DGS Procurement Division will then invoice
for the 1.98% service charge for use of the contract. The service charge is based
on the purchase order total before tax or cash discounts, with a maximum charge
of $.7500.00 for all orders.
(5) For both State and Local Agency purchase orders, the order must indicate the
agency's State Bill Code Number. Orders without the State Bill Code Number will
not be processed until the State Bill Code Number is obtained. To confirm or
request a State Bill Code Number, State agencies should contact their accounting
offices. Local agencies may contact DGS Procurement Division via e-mail at
Marilyn.Ebert@dgs.ca.gov and Wilson.Lee@dgs.ca.gov. The complete name and address
of the agency should be provided along with a billing contact name and phone
number in the e-mail.

ORDER CONFIRMATION:
Dealers awarded items against this contract will now be required to send the ordering
agency a written confirmation of receipt of their order. This applies to all orders
issued against this contract. This confirmation must be completed within 30 days after
receipt of order and must indicate the date the order was placed with the manufacturer.
Confirmations should be mailed to the "Charge To" address shown on the order, to the
attention of the contact person listed.
FACTORY OPTIONS:
All factory options shall be available .and priced at dealer cost plus 10% for an addition
or dealer cost minus 1OX for a deletiion in accordance with Kelley Blue Book New Price
Manual or manufacturer's price list in effect at the time of the bid opening. Equipment
changes which might be made would include, but not be limited to the following:
Six -cylinder engine in lieu of eight -cylinder.
Delete power steering.
Delete air conditioning.
Payload package.
Note: Contract Dealer shall provide a listing of all options for each vehicle
awarded. The listing shall contain a column for the option description
and for the unit price, which includes the 1Ox markup.
MODEL CHANGES:
Model changes shall be available and priced at dealer differential cost between models
plus 10%. Model changes which might be made would include, but not be limited to, the
following:
Automobiles
Two -door model in lieu of four -door.
ote:
Deletion of an option does not change the requirement to provide other
items covered in the specification.
For Example: Deletion of air conditioning does not change specification
requirement for alternator or increased cooling, unless
specifically changed or deleted by the order.
PAINT COLOR:
Vehicles will normally be ordered in standard factory colors. Special
paint colors available from the manufacturer as a "special equipment
option" may be available at no charge. When available from the manufacturer
at a charge, the price will be cost plus 10 percent (10Z):
Note: The Contract Dealership shall provide a listing of both the exterior and
interior standard factory colors to ordering agencies. If an agency does
not specify colors on their purchase order, it will be assumed by the
dealership that the exterior color will be white and the interior will be
a matching color.

INSPECTION:
State aaencv vehicles will be inspected for compliance by a Department of
General Services Inspector of Automotive Equipment at the dealer's place
of business prior to delivery. It will be the responsibility of the dealer
to ask for inspection when vehicle is ready for delivery.
Local agencies will be responsible for inspecting their vehicles prior to
accepting delivery. Inspection will be at dealer's delivery location or
delivery point, as requested by the agency. Vehicles shall be delivered to
the accepting agency within two (2) working days of inspection acceptance.
The State Department of General Services, Fleet Administration Division,
has an inspection service available for those who require it. You may call
Fleet Administration Division at (916) 657-2335 for further information.
DOCUMENTS:
The following must be delivered with the vehicle when the.unit is offered
to the receiving agency for acceptance:
1. Inspection Report
2. Predelivery Checklist
3. Copy of Purchase Order
CASH DISCOUNTS:
Cash discounts for prompt payment may be taken only if payment is made within
the number of days shown after receipt of the vehicle or a properlyprepared
invoice, whichever is later. Invoices that do not reflect the cash discount
should be returned to the dealer immediately for correction. Note that the
dollar discounts shown are Rer vehicle, not per order.
For this contract, cash discount time will be defined by the State as
beginning only after -the vehicle has been inspected, delivered, and accepted
by the receiving agency. Normally, acceptance will be accomplished within
twenty (20) normal business working hours after vehicles are delivered.
INVOICING REQUIREMENTS:
The dealer is to render invoices as instructed on individual purchase orders.
Invoices shall include the purchase order number, the contract number, the
unit price, extension, and any cash discount offered. State sales tax is to
be shown as a separate item on the invoice. Invoices omitting any of the
above items shall be returned for correction and resubmittal. Sales tax is
to be computed on the net price.
The Report of Sale shall be submitted to the receiving. agency, if possible,
upon receipt of the Vehicle Identification Number (VIN).

Dealerships shall provide the Department of General Services, Procurement
Division a monthly contract usage report on paper and on 3-1/2" computer
diskette. This report will reflect the vehicle orders placed against the
contract for the respective month. The report must be received by Procurement
Division by the 15th of each month. The Contract Usage Report shall include

BUYER FINANCING PROVISIONS
Should the State desire financing of the assets provided hereunder, the contractor
agrees to assign to a State -designated lender its right to receive payment from the
State for the assets in exchange for payment by the lender of the cash purchase
price for the assets. Upon notice to do so from the State -designated lender at any
time prior to payment by the State for the assets, the contractor will execute and
deliver to the State -designated lender an assignment agreement and any additional
documents necessary for the State -selected financing plan. The State may designate
the lender of the contractor's choice provided it is in the State's best interest.
Do not submit a rate quote,or payment schedule until instructed to do so.

1.0 SCOPE
2310-06BS-001 R1
This specification covers the State of California minimum requirements for 4-door, passenger
automobiles. These vehicles will be primarily used to transport people and cargo in the State
of California on typical State highways and city/county roads and shall be designed to operate
under typical ambient temperatures and weather conditions encountered in the State.
2.0 CLASSIFICATION
Vehicles covered by this specification shall be gasoline -fueled and classified by total interior
passenger and cargo volume. The classifications used are consistent with those published by
the U.S. Environmental Protection Agency in their "Fuel Economy Guide." Vehicles shall meet
the minimum criteria pertaining to passenger and cargo volume, and number of passengers as
specified below.

3.0 SPECIFICATIONS AND STANDARDS
Specifications and standards referenced in this document in effect on the opening of the
Invitation for Bid form a part of this specification where referenced. Each vehicle delivered
shall be fully compliant with all Federal and State regulations for passenger cars in effect as of
the date of manufacture.
3.1 Safety: Each vehicle delivered shall conform to the Federal Motor Vehicle Safety Standards
(FMVSS) and the California Vehicle Code (CVC) requirements for passenger cars in effect as
of the date of manufacture.
3.2 Emission Control: Each vehicle shall meet or exceed the Ultra -Low Emission Vehicle II

(ULEV II) requirements for passenger cars as established by the California Air Resources
Board (CARE) as of the date of bid opening.
4.0 REQUIREMENTS
4.1 General Reauirements: Each vehicle shall be new, current model year production and
equivalent in style, quality and appointments to those offered to the general public. The
vehicles shall be supplied with all equipment and accessories indicated as standard equipment
in the manufacturer's published literature.
All equipment/options are to be factory installed. If the equipment/options are not available
factory installed, dealer installed equipment/accessodes may be acceptable. The bidder is to
specify items that will be dealer installed.
4.2 Engine The engine shall be designed to operate on regular (87 octane) unleaded gasoline
as available from any retail pump in California.
4.3 Cooling: The cooling system shall be a liquid pressurized, forced circulation type. A coolant
recovery system shall be furnished. The cooling systems shall provide protection from
ambient temperatures ranging. from -20°F to 1200F.
4.4 Electrical Equipment:' Each vehicle shall be equipped with a 12-volt electrical operating
system designed to handle the load requirements of the vehicle, equipped with the options
specified herein. The battery(s) shall be the maintenance free type with the appropriate
capacity as recommended by the manufacturer.
4.5 Transmission[Driveline: Each vehicle shall be equipped with the manufacturer's standard
automatic -overdrive type transmission providing not less than four (4) forward speeds and one
(1) reverse speed, and shall include the manufacturer's standard transmission cooler.
Vehicles equipped with a continuously variable transmission (CVT) will be acceptable.
4.6 Steering: Each vehicle shall be equipped with the manufacturer's standard power assisted
steering. The steering system shall "return to center" when the driver's grip on the steering
wheel is relaxed and the vehicle is in motion.
4.7 Brakes: Each vehicle shall be equipped with the manufacturer's standard power assisted
. service brakes with a four-wheel, electronic controlled, anti -lock brake system (ABS).
4.8 Wheels/Tires: Each vehicle shall be equipped with the OEM's standard tubeless type radial
tires mounted on OEM approved rims. All four primary tires and wheels shall be identical (i.e.,
no cross brands or models). Tires shall be the all -season tread design and labeled for Mud
and Snow (M/S) service. All tires and wheels shall be properly balanced.
Each vehicle shall.be equipped with an inflated spare tire and wheel with built-in trunk storage.
A space saving spare is acceptable. .
4.9 Axle/Springs/Frame: As required for vehicle GVWR.
4.10 Fuel Tank: Each vehicle shall be equipped with the manufacturer's standard fuel tank.
4.11 Air Conditioning: Each vehicle shall be equipped with the manufacturer's standard, factory
installed, CFC free, dehumidifying/all weather air -conditioner.
4.12 Body/Cab: Each vehicle classified in the compact or midsize categories shall be the four

(4)-door sedan body style with center post and locking trunk. Vehicles classified in the small
station wagon or midsize station wagon categories shall be the four (4)-door wagon body style.
Vehicles classified as sport utility type vehicle by the EPA will not be acceptable. Vehicles
classified as station wagon type vehicle by the EPA will not be acceptable in the compact or
midsize categories.
4.13 Exterior Color: The exterior color shall be the manufacturer's standard production colors.
Individual vehicle color may vary and should be specified on the purchase order. If the
exterior color is not specified, the ordering dealer shall contact the purchase order provider
and verify the vehicle color being requested.
4.14 Interior/Seat Upholstery: Seat upholstery shall be all cloth. If not specified on the purchase
order, the interior color shall be the manufacturer's standard color supplied with the exterior
color specified.
4.15 Miscellaneous Equipment: The following items, supplementing if necessary those items
already cataloged as standard equipment, shall be furnished and in place:
- Multi -speed, fresh -air, heater and windshield defogger system.
O.E.M. floor mats installed in front and rear.
Sun visors for both driver and front passenger positions.
Dome light with driver and passenger door actuated switch.
- Inside rearview mirror, day and night.
- Inside hood release.
- Left and right outside, adjustable rearview mirrors.
- Windshield washer.
- Two -speed and intermittent wipers.
- UV -tinted glass all around.
- Rear window defroster.
- Manufacturer's standard AM -FM radio with antenna.
- Driver and passenger air bags.
12-V DC interior/dash power outlet.
Standard wheel changing tools and jack adequate to safely lift the vehicle.

1.0 SCOPE
This specification supplements the series of specifications for Automobiles, Passenger, 4-Door,
Light Truck, Pickup Body, 4x2 and 44, Less than 10,000-lb. GVWR, Sport Utility Vehicle, Four
Wheel Drive, 4 Door, Less than 10,000-lb. GVWR.
This specification is intended only to describe the unique requirements of the fuel system and its
related equipment and performance as they relate to hybrid -electric vehicles powered by a
gasoline -fueled internal combustion engine with electric motor power assist. Please refer to the
standard. specifications for general requirements of the base vehicle.
2.0 CLASSIFICATION
The classifications. used are consistent with those published by the U.S. Environmental Protection
Agency in their "Fuel Economy Guide." Vehicles shall meet the minimum criteria pertaining to
passenger and cargo volume, and number of passengers as specified below:

2.0 SPECIFICATIONS AND STANDARDS
Areas where the hybrid -electric power systems impact the standard specifications .(for
gasoline/diesel fueled vehicles) may be waived for this contract. This includes such things as:
gross vehicle weight rating, payload, engine displacement, emission rating, -cargo volume and
others directly affected by the fuel system modifications. The bidder may be required to
substantiate the reasons for downgrading the base requirement.
The base vehicle shall comply with all other specifications and be of the size and type indicated for
each line item in the solicitation. The bidder shall clearly indicate, as part of his bid, any requirement
of the standard specifications the vehicle does not meet. If the manufacturer does not manufacture
a hybrid vehicle with the specified component, an alternative component may be acceptable (e.g,
leather seats offered in lieu of cloth seats when vehicle not manufactured with cloth seats). The
bidder may be required to substantiate the reason for the offer of an alternative component.

3.0 REQUIREMENTS
3.1 General Requirements: All vehicles shall be approved and marketed by the original equipment
(vehicle) manufacturer. Full factory literature, parts, service, technical support and warranties shall
be available.
3.2 The Hybrid -Electric Vehicle (HEV) shall be primarily propelled by an internal combustion engine and
also convert energy normally wasted during coasting and braking into electricity which is stored in a
battery until needed by the electric motor. Hybrid -electric vehicles may be equipped with a high -
voltage electrical system to operate the electric motor but shall revert to a standard 12-volt
operating system for all other functions.
3.3 Unlike all electric vehicles, the HEV shall not need to be plugged into an external source of
electricity to be recharged. Conventional gasoline and regenerative braking shall provide all the
energy the vehicle needs.
3.5 The HEV shall be capable of sustained freeway speeds.

1.0 SCOPE
This specification covers the State of California minimum requirements for two -wheel and part time
four-wheel drive pickup trucks and cab and chassis models having a Gross Vehicle Weight Rating
(GVWR) less.than 10,000-lbs. These vehicles will be primarily used to transport people and cargo in
the State of California on typical State highways and city/county roads and shall be designed to operate
under typical ambient temperatures and weather conditions encountered in the State.
2.0 CLASSIFICATION
Pickup trucks shall be grouped as follows. Table values for Groups I — VII specify pickup trucks
equipped with a regular cab, and bed: Table values for Groups VIII & IX specify utility pickup trucks
equipped with a 4-door, crew cab and shortened bed length. All pickup beds shall be the straight -side
style. All table values are listed as minimums unless otherwise specified. Vehicles offered must meet
or exceed these values as established by group.

items that will be. dealer installed. All equipment shall. be installed prior to delivery.
4.2 Engine: The engine shall be designed to operate on regular unleaded, 87-octane gasoline as
available from any reputable retail pump in California.
Vehicles with a GVWR of 8,500-lb. or more (groups V & VII) may be ordered with the manufacturer's
optional diesel fueled engine in lieu of the gasoline fueled engine specified. The diesel fueled engine
option must be specified on the purchase order.
4.3 Coolinq System: The cooling system shall be a liquid pressurized, forced circulation type. A coolant
recovery system shall be furnished. The cooling systems shall provide protection from ambient
temperatures ranging from -320F to 120°F.
If the vehicle is equipped with a trailer -towing package, as specified herein or optioned for on the
purchase order, the vehicle shall be equipped with the maximum cooling system available from the
manufacturer.
4.4 Electrical Equipment: The supplier shall furnish a heavy-duty 12-volt electrical system specifically
designed to handle the load requirements of the vehicle, equipped with options, as specified herein.
4.5 Transmission/Driveline: Each vehicle shall be equipped with the manufacturer's standard automatic -
overdrive type transmission providing not less than four (4) forward speeds and one (1) reverse speed,
and shall include the manufacturer's standard transmission cooler.
Groups III, IV, V, VI, VII and IX only: If the vehicle is equipped with a trailer -towing package, as
specified herein or optioned for on the purchase order, the vehicle shall be equipped with an auxiliary
air to oil transmission cooler as available from the manufacturer or dealer.
All 4x4 models shall be equipped with manual or automatic locking front wheel hubs. 4x4 models shall
also be equipped with a part time transfer case with manual or automatic engagement to provide power
transfer to the front and rear wheels. The transfer case shall be the two -speed, hi -low type with a
minimum low range gear reduction ratio of 1.94:1.
4.6 Steering: Each vehicle shall have the manufacturer's standard power -assisted steering. The steering
system shall "return to center" when the driver's grip on the steering wheel is relaxed and the vehicle is

4.7 Brakes: Each vehicle shall be equipped with manufacturer's standard power assisted braking with a
four wheel, electronic anti -lock brake system.
4.8 Wheels and Tires: Each vehicle shall be equipped with the OEM's standard tubeless type radial tires
mounted on OEM approved rims. Tires shall be the OEM's recommended tread design for the type
vehicle ordered. As a minimum, all tires shall be the all -season tread design and labeled for Mud and
Snow (M/S) service. All primary tires and wheels shall be identical (i.e., no cross brands or models).
Each vehicle shall be equipped with.a full-size spare tire and wheel mounted and secured on a
production -type carrier. Spare fire may be mounted on a traditional steel wheel. All tires and wheels
shall be properly balanced.
Rear tire clearance shall be adequate for normal operation of the vehicle when loaded to capacity and
equipped with winter anti-skid chains or cables. Vehicles ordered in a 4-Wheel Drive configuration do
not require rear tire anti-skid chain or cable clearance.
4.9 Axles/Springs/Frame: As required for vehicle GVWR.
4.10 Trailer -Towing Package: A trailer -towing package maybe ordered for Groups 111, IV, V, VI, VII and IX.
Vehicles equipped with a trailer -towing package shall include a frame mounted, 2-inch receiver type
hitch and a 7-wire, trailer electrical harness. The hitch shall be rated as a SAE class III hitch. A
receiver insert, ball, and trailer electrical plug are not required.
Orders for cab and chassis' do not require a tow package.
4.11 Four Wheel Drive Equipment: Vehicles ordered in a four-wheel drive configuration shall be equipped
with the manufacture's standard (or optional) front tow hooks, limited slip rear differential, and
maximum skid plate package available. Mini trucks do not require front tow hooks.
4.12 Fuel Tank: Each vehicle shall be equipped with the manufacturer's standard fuel tank.
4.13 Air Conditioning: Each vehicle shall be equipped with the manufacturer's standard, factory installed,
CFC free, dehumidifying/all weather air -conditioner. The air conditioning system shall include, but shall
not be limited to, necessary insulation, increased engine cooling capacity, including recovery system,
plus increased alternator and battery capacity.
4.14 Body/Cab: The vehicle shall be the pickup straight -side type with an enclosed steel cab. All pickup
boxes shall be double -wall construction. Each vehicle shall be equipped with the manufacturer's
standard front and rear step bumpers: All full size trucks shall be equipped with the manufacturer's
optional rear step -type bumper.
The IFB line item description shall specify the cab configuration to be purchased. Regular cab, extra
cab or crew cab configurations are defined as follows:
• A regular cab vehicle shall be equipped with 2 doors and seating for 2-3 adults.
• An extra cab vehicle shall be equipped with rear seat(s), 3 or 4 door configuration and seating
for 4 - 5 adults. Rear door(s) are typically less than full size.
• A crew cab vehicle shall be equipped with 4 full-size doors with center post that can open
independently, allow egress of the rear passengers without disturbing the front passenger/driver
and seating positions for 5 - 6 adults.

Vehicles with a GVWR of 8,500-lb. or more (Groups V &. VII) may be ordered as a cab and chassis
configuration in lieu of the pickup configuration specified. Vehicles ordered as a cab and chassis
configuration do not require a rear bumper.
4.15 Exterior Color: The exterior color shall be the manufacturer's standard production colors. Individual
vehicle color may vary and should be specified on the purchase order. If the exterior color is not
specified, the ordering dealer shall contact the purchase order provider and verify the vehicle color
being requested.
4.16 Interior/Seat Upholstery: The interior color shall be the manufacturer's standard color supplied with
the exterior color specified on the order.
Seat upholstery shall be all cloth.
Group V and Group Vll: Seat upholstery shall be vinyl with cloth inserts, vinyl/weave or all cloth. Extra
cab vehicles may be equipped with a vinyl rear seat(s) if cloth is not available.
4.17 Miscellaneous Equipment: The following items, supplementing if necessary those items already
cataloged as standard equipment, shall be furnished and in place.
• Multi -speed fresh air ventilator with heater and windshield defogger system.
• Seat belts for all seating positions.
• Folding seat back.
• Full floor covering.
• Sun visors for driver and front passenger positions.
• Dome light, activated by each door.

1.0 SCOPE
This specification covers the State of California minimum requirements for four-wheel drive, 4-door,
fully enclosed, sport utility vehicles having a Gross Vehicle Weight Rating (GVWR) less than 10,000-
Ibs. These vehicles will be primarily used to transport people and cargo in the State of California on
typical State highways and city/county roads and shall be designed to operate under typical ambient
temperatures and weather conditions encountered in the State.
2.0 CLASSIFICATION
Sport utility vehicles shall be grouped as follows. Only vehicles identified and published by the U.S.
Environmental Protection Agency as a sport -utility vehicle in their "Fuel Economy Guide" are
acceptable. All table values are listed as minimums unless otherwise specified. Vehicles offered
must meet or exceed these values as established by group.

3.0 APPLICABLE SPECIFICATIONS
Specifications and standards referenced in this document in effect on the opening of the Invitation for
Bid form a part of this specification where referenced. Each vehicle delivered shall be fully compliant
with all Federal and State regulations for sport utility vehicles in effect as of the date of manufacture.
3.1 Safety: Each vehicle delivered shall conform to the Federal Motor Vehicle Safety Standards (FMVSS)
and the California Vehicle Code (CVC) requirements for sport utility vehicles in effect as of the date of
manufacture.
3.2 Emission Control: Vehicles having a GVWR of 8,500 lbs. or less shall meet or exceed the Ultra -Low
Emission Vehicle 1 (ULEV 1) requirements for sport utility vehicles as established by the California Air
Resources Board (CARE) as of the date of bid opening.

4.0 REQUIREMENTS
4.1 General: Each vehicle shall be new and equivalent in style, quality, and appointments to those offered
to the general public. Each vehicle shall be supplied with all equipment and accessories indicated as
standard equipment in the manufacturer's published literature. Optional equipment necessary to meet
the requirements of this specification shall also be installed.
All equipment/options are to be factory installed. If the equipmentloptions are not available factory
installed, dealer installed equipment/accessories may be acceptable. The bidder is to specify those
items that will be dealer installed. All equipment shall be installed prior to delivery.
4.2 Engine: The engine shall be designed to operate on regular unleaded, 87-octane gasoline as
available from any retail pump in California.
4.3 Cooling System: The cooling system shall be a liquid pressurized, forced circulation type. A coolant
recovery system shall be furnished. The cooling systems shall provide protection from ambient
temperatures ranging from -320F to 1200F.
If the vehicle is equipped with a trailer -towing package, as specified herein or optioned for on the
purchase order, the vehicle shall be equipped with the maximum cooling system available from the
manufacturer.
4.4 Electrical Equipment: Each vehicle shall be equipped with a heavy-duty 12-volt electrical system
specifically designed to handle the load requirements of the vehicle, equipped with options, as specified
herein.
4.5 Transmission/Driveline: Each vehicle shall be equipped with the manufacturer's standard automatic -
overdrive type transmission providing not less than four (4) forward speeds and one (1) reverse speed,
and shall include the manufacturer's standard transmission cooler. Vehicles equipped with a
continuously variable transmission (CVT) will be acceptable.
Each vehicle shall be equipped with either manual or automatic locking front wheel hubs or be
equipped with all-time all -wheel drive. Vehicles in group 11 and group III shall also be equipped with the
manufacturer's standard transfer case with manual or automatic engagement to provide power transfer
to the front and rear wheels. The transfer case shall be the two -speed, hi -low type with a minimum low
range gear reduction ratio of 1.94:1.
4.6 Steering: Each vehicle shall have the manufacturer's standard power -assisted steering.
4.7 Brakes: Each vehicle shall be equipped with the manufacturer's standard power assisted service
brakes with a four wheel, electronic anti -lock brake system.
4.8 Wheels and Tires: Each vehicle shall be equipped with the OEM's standard tubeless type radial tires
mounted on OEM approved rims. Tires shall be the OEM's recommended tread design for the type
vehicle ordered. As a minimum, all tires shall be the all -season tread design and labeled for Mud and
Snow (M/S) service. All primary tires and wheels shall be identical (i.e., no cross brands or models).
Each vehicle shall be equipped with a full-size spare tire and wheel mounted and secured on a
production -type carrier. Spare tire may be mounted on a tradition steel wheel. All tires and wheels
shall be properly balanced. A space saver spare is acceptable on group l (small) vehicles only.
4.9 Axles/Springs/Frame: Adequate for rated GVWR and towing capacity.
4.10 Trailer -Towing Package: A trailer -towing package may be ordered for any of the vehicle groups
specified herein. Vehicles equipped with a trailer -towing package shall include a frame mounted, 2-

inch receiver type hitch and a 7-wire, trailer electrical harness. The hitch shall be rated as a minimum
SAE class II for small (group 1) utility vehicles and SAE class III for mid -size and full. size, and (groups II
—111) utility vehicles. A receiver insert, ball, and trailer electrical plug are not required.
4.11 Fuel Tank: Each vehicle shall be equipped with the manufacturer's standard fuel tank.
4.12 Air Conditioning: Each vehicle shall be equipped with the manufacturer's standard, factory installed,
CFC free, dehumidifying/all weather air -conditioner. The air conditioning system shall include, but shall
not be limited to, necessary insulation, increased engine cooling capacity, including recovery system,
plus increased alternator and battery capacity. Vehicles ordered with 'a third row rear seat shall also be
equipped with rear air conditioning system as available from the manufacturer.
4.13 Body/Cab: The basic vehicle body shall be manufacturer's standard, 4-door, fully enclosed, utility type
body with a hard top. Each vehicle shall incorporate the manufacturer's standard rear door, hatch, or
gate. Full size sport utilities (groups 111) shall be equipped with rear panel type doors, if available. .
Driver and front passenger seat shall be high -back bucket style with integral head restraints not less
than 27.5" above the seating reference point as specified in FMVSS 571.202, or seats shall have head
restraint. A second row, bench style seat is required for all groups. A third row seat may be ordered as
an option if available from the manufacturer.
4.14 Exterior Color: The exterior color shall be the manufacturer's standard production colors. Individual
vehicle color may vary and should be specified on the purchase order. If the exterior color is not
specified, the ordering dealer shall contact the purchase order provider and verify the vehicle color
being requested,
