RESOLUTION NO. 9383
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
VERNON AUTHORIZING THE CITY'S 2007-2008 ANNUAL
INVESTMENT CONTRIBUTION TO THE ORANGELINE
DEVELOPMENT AUTHORITY
WHEREAS, on August 27, 2003, the City Council of the City of
Vernon adopted Resolution No. 8267 approving a Joint Exercise of Powers
Agreement creating the Orangeline Development Authority (the
"Authority"), a Joint Powers Agency and approving the City's
participation as a voting member in the Authority; and
WHEREAS, the Authority was established to deploy the
Orangeline high-speed maglev system in Southern California; and
WHEREAS, the Board of Directors of the Authority on July 11,
2007, adopted the Authority's Budget for the 2007-2008 fiscal year and
established member cities' annual investment contributions toward the
administration of the Authority; and
WHEREAS, member cities' annual contributions are based upon a
50% emphasis on track miles running through a member city and a 500
emphasis on the member city's population, which formula was approved in
June 2005 by the Board; and
WHEREAS, the Authority has requested that the City pay its
contribution of $5,639.55 for the 2007-2008 fiscal year so that the
Authority can build on the progress achieved during the prior year
toward the completion of pre -deployment tasks and eventual
construction of the Orangeline High Speed Maglev and the initiation of
high-speed maglev service.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
1 CITY OF VERNON AS FOLLOWS:
2 SECTION 1: The City Council of the City of Vernon hereby
3 finds and determines that the recitals contained hereinabove are true
4 and correct.
5 SECTION 2: The City Council of the City of Vernon hereby
6 approves and authorizes the payment of the matching fund contribution
7 of $5,639.55 to the Authority.
8 SECTION 3: The City Council of the City of Vernon hereby
9 authorizes the City Administrator, or his designee, to take any action
10 deemed necessary to carry out or to perform such other acts and deeds,
11 as may be necessary or convenient to effect the purposes of this
12 Resolution and the transactions herein authorized.
13 SECTION 4: The City Clerk of the City of Vernon shall
14 certify to the passage of this resolution, and thereupon and
15 thereafter the same shall be in full force and effect.
16 APPROVED AND ADOPTED this 6th day of August, 2007.

At its meeting of July 11, 2007, the Orangeline Development Authority Board of
Directors adopted the Authority's Budget for FY 2007-2008. Adoption of the Budget
established the Member cities' annual investment contributions toward the
administration of the Authority. As approved by the Board in June 2005, member
cities annual contributions are based upon a 50% emphasis on track miles running
through a member city and a 50% emphasis on the member city's population. This
year's contribution uses this formula to calculate annual contributions and maintains
the contribution level to that of the prior year; it excludes a cost -of -living adjustment
to reflect the rise in the Consumer Price Index. Please note that a minimum
contribution of $1,537.50 is required to cover the agency's Board delegate expense in
instances where a member city's fee calculation is less than $1,537.50.
Member cities are asked to submit their investment contribution for the 2007-2008
Fiscal Year so that the Authority can build on the progress achieved during the prior
year toward the completion of pre -deployment tasks and eventual construction of the
Orangeline High Speed Maglev and the initiation of high-speed maglev service,
