A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
3 VERNON AMENDING RESOLUTION NO. 9362 BY AMENDING
SCHEDULES C, F, H, J, N AND Q AND ADDING
4 SUBSECTION D TO SECTIONS 11 AND 12 OF SAID
RESOLUTION REGARDING THE COMPENSATION, COSTS AND
5 BENEFITS OF ITS EMPLOYEES

7 WHEREAS, on July 16, 2007, Resolution No. 9362 was adopted
8 by the City Council of the City of Vernon amending and restating
9 Salary Resolution No. 9342 to be effective on July 8, 2007 (the
10 "Salary Resolution"); and
11 WHEREAS, Schedule III, Exhibit C, of the Salary Resolution
12 provides for positions and salary scales of positions within the City
13 Clerk Department; and
14 WHEREAS, the City Council of the City of Vernon desires to
15 create the position of Administrative Clerk in the City Clerk
16 Department with the appropriate salary scale; and
17 WHEREAS, Schedule VIII, Exhibit H, of the Salary Resolution
18 provides for the positions and salary scales of positions within the
19 Gas Municipal Utility Department; and
20 WHEREAS, the City Council of the City of Vernon desires to
21 create the positions of Gas Systems Lead Position and Gas Systems
22 Technician in the Gas Municipal Utility Department with the
23 appropriate salary scales; and
24 WHEREAS, Schedule VI, Exhibit F, of the Salary Resolution
25 provides for the positions and salary scales of positions within the
26 Finance Department; and
27 WHEREAS, Schedule X, Exhibit J, of the Salary Resolution
28 provides for the positions and salary scales of positions within the
1 Light & Power Department; and
2 WHEREAS, the City Council of the City of Vernon desires to
3 move the positions of Customer Service Representative and
4 Administrative Aide II from the Finance Department to the Light &
5 Power Department and to create the position of Account Clerk in the
6 Light & Power Department and move one Account Clerk position from the
7 Finance Department to the Light & Power Department with the
8 appropriate salary scales; and
9 WHEREAS, Schedule XIV, Exhibit N, of the Salary Resolution
10 provides for the positions and salary scales of positions within the
11 Police Department; and
12 WHEREAS, the City Council of the City of Vernon desires to
13 establish new salary scales for the positions of Police Officer and
14 Sergeants in the Police Department; and
15 WHEREAS, Schedule XVII, Exhibit Q, of the Salary Resolution
16 provides for the salary scale of Temporary/Miscellaneous employees
17 within the City; and
18 WHEREAS, the City Council of the City of Vernon desires to
19 amend Schedule XVII to rename the schedule and provide new salary
20 scales for part-time employees within the City; and
21 WHEREAS, the City Council of the City of Vernon wishes to
22 amend Exhibits C, F, H, J, N, and Q of the Salary Resolution to
23 implement the aforementioned changes; and
24 WHEREAS, Section 11 of the Salary Resolution provides items
25 relating to the Fire Department; and
26 WHEREAS, Section 12 of the Salary Resolution provides items
27 relating to the Police Department; and
28 WHEREAS, the City Council desires to amend Sections 11 and

1 12 of the Salary Resolution by adding subsection d, to provide for
2 bilingual pay of $125 per month to eligible employees within the Fire
3 and Police Departments.
4 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
5 CITY OF VERNON AS FOLLOWS:
6 SECTION 1: The City Council of the City of Vernon hereby
7 finds and determines that the recitals contained hereinabove are true
8 and correct.
9 SECTION 2: Effective August 27, 2007, Exhibit C (Schedule
10 III), Exhibit F (Schedule VT), Exhibit H (Schedule VIII), Exhibit J
11 (Schedule X), Exhibit N (Schedule XIV) and Exhibit Q (Schedule XVII)
12 of the Salary Resolution is hereby amended to create the positions of
13 Administrative Clerk, Account Clerk, Gas Systems Technician, Gas
14 Systems Lead, establish new salary scales for the position of Police
15 Officer and Sergeants in the Police Department, and move the positions
16 of Customer Service Representative, Administrative Aide II and one
17 Account Clerk from the Finance Department to the Light & Power
18 Department, as indicated in Exhibits C, F, H, J, N and Q which are
19 attached hereto and made a part hereof by this reference.
20 SECTION 3: The City Council of the City of Vernon hereby
21 adds subsection d to Sections 11 and 12 of the Salary Resolution to
22 read as follows:
23 d. BILINGUAL PAY.
24 A program is hereby established that allows any
25 employee within the department, including those in Group 2, to be
26 compensated for bilingual skills after the employee demonstrates
27 proficiency in speaking a foreign language (the ability to read and
28 write in a foreign language may also be tested, if necessary), which

proficiency would be determined by successful completion of the Los
Angeles County proficiency test currently used by the Vernon Police
Department. Those employees who successfully demonstrate this skill
would be eligible to receive an additional $125 per month for
bilingual pay.
SECTION 4: The provisions of Resolution Nos. 9362 and 9373
not consistent with or in conflict with this resolution are hereby
repealed; in all other respects, Resolution Nos. 9362 and 9373 shall
remain in full force and effect.
SECTION 5: The City Clerk of the City of Vernon shall
certify to the passage of this resolution, and thereupon and
thereafter the same shall be in full force and effect.

PER HOUR IS HEREBY ESTABLISHED UNLESS THEY ARE A CERTIFIED
PROFESSIONAL BY THE STATE OF CALIFORNIA UP TO $100.00 PER HOUR
