RESOLUTION NO. 9407
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
VERNON ACCEPTING THE BID OF RITE TECH CONSTRUCTION
FOR THE RENOVATION, RECONSTRUCTION AND REMODELING
OF CITY -OWNED HOUSING LOCATED AT 4326, 4327 AND
4330 FURLONG AVENUE
WHEREAS, the City of Vernon (the "City") owns certain housing
units in said City (collectively, the "Housing Units"); and
WHEREAS, the Housing Units were built in 1948 and do not
conform with applicable Federal or State statutes or ordinances and
resolutions of the City; and
WHEREAS, on April 16, 2007, the City Council of the City
adopted Resolution No. 9296 approving the renovation, reconstruction
and/or remodeling of the Housing Units as necessary or deemed
lappropriate at a cost not to exceed $165,000.00 per unit; and
WHEREAS, the Director of Community Services & Water has
prepared a Scope of Work for the remodeling of 4326 Furlong Avenue,
4327 Furlong Avenue and 4330 Furlong Avenue and sought informal bids
for the renovation of three City houses; and
WHEREAS, the Director of Community Services & Water has recommended
that three separate contractors be retained in order to complete the
work on all Housing Units in a more economical and expeditious manner
and has recommended that the City accept the bid of Rite Tech
Construction to renovate 4326 Furlong Avenue, 4327 Furlong Avenue and
4330 Furlong Avenue for an approximate cost of $299,835.00; and
WHEREAS, the City Council of the City of Vernon has
determined that, pursuant to the provisions of subsection (a) of
Section 2.27 of the Vernon City Code, it is in the public interest and

necessity to accept the bid with Rite Tech Construction for the
remodeling of the Housing Units to enhance services provided to the
Vernon community.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF VERNON AS FOLLOWS:
SECTION 1: The City Council of the City of Vernon hereby
finds and determines that the recitals contained hereinabove are true
and correct.
SECTION 2: The City Council of the City of Vernon hereby
approves the Scope of Work for remodeling of 4326, 4327 and 4330
Furlong Avenue, in substantially the same form as the copies which are
attached hereto and incorporated by reference as Exhibits A, B and C,
respectively.
SECTION 3: The City Council of the City of Vernon hereby
accepts the bid of Rite Tech Construction for the total approximate
cost of $299,835.00 to renovate the following Housing Units:
4326 Furlong Avenue $ 95,650.00
4327 Furlong Avenue $ 97,840.00
4330 Furlong Avenue $106,345.00
SECTION 4: The City Council of the City of Vernon hereby
authorizes the issuance of Purchase Order(s) to Rite Tech Construction
for the sum of $299,835.00 subject to the appropriate Scope of Work
being attached to the Purchase Order(s) and the following term being
added to the Purchase Order(s):
Rite Tech Construction ("Rite Tech") warrants
title to the material and equipment purchased
hereunder and any part thereof to be free of any
claim of any security interest, lien or any

encumbrance. Rite Tech also warrants that the
material and equipment will be delivered new and
shall be free from defects in material and
workmanship for a period of one (1) year from the
date of complete installation and acceptance by
the City. All manufacturers' warranties, any
warranties typically provided by Rite Tech, and
any other warranties made applicable by law shall
apply to the City's purchase herein.
SECTION 5: The City Council of the City of Vernon hereby
authorizes the City Administrator, or his designee, to make whatever
nonsubstantive, administrative and/or text changes, upon advice of
1counsel, to the Scope of Work for the Housing Units and to perform
such acts as may be necessary or convenient to effect the purposes of
this Resolution and the transactions herein approved or authorized.
SECTION 6: The City Clerk of the City of Vernon shall
certify to the passage of this resolution, and thereupon and
thereafter the same shall be in full force and effect.

REMODEL OF 4326 FURLONG PLACE
GENERAL
• All work to be performed in a professional manner and conform to American
Institute of Architect standard specifications.
• Contractor shall obtain all required construction permits. The City will not charge
any fees for such permits, however any cost to prepare plans and specifications for
Building Department approval shall be borne by the contractor.
• Repairs may be required for termite damage, the contractor shall include in the bid a
$1000.00 allowance towards materials and labor to perform the repair work
• All demolition debris shall be hauled away by the contractor.
• Contractor shall be solely responsible for all required field measurements.
• Remove existing heating system and patch walls and flooring.
• Replace drainage system to property line with ABS piping except vent lines.
• Computer, telephone and television cabling shall be run from designated rooms to
exterior weatherproof box. Furnish and install all necessary cable, jack, device and
plates for computer, telephone and television cabling. Telephone and computer
cabling to be CAT 5 and television cabling to be RG6U.
• Furnish and install 3-ton HVAC system, make all necessary provisions to wire new
air conditioning unit to new electrical panel.
• Upgrade electrical house panel to 200 amperage square D brand.
• Replace all electrical wiring, including a ground wire throughout interior and
exterior of house to meet electrical code requirements. Provide necessary
receptacles, switches and plate covers for complete electrical installation.
• At all areas where finishes are to be removed and replaced with new finishes
materials which include but are not limited to paint, and flooring, heavy preparation
work is to be assumed to be required to prepare sub surfaces for new finishes as
specified.
• Wall, ceiling and trim paint to be different colors as selected by the City.
• All painted surfaces to receive 1 coat of primer and 2 coats of finish.
• Replace exterior crawl space screens and side vents.
• All unit locks to be keyed alike.
• All interior doors to be replaced with six (6) panel type door and all associated
attachments and materials necessary to provide a complete installation.
• Furnish and install all necessary conduits, boxes, wiring, devices and homeruns for
additional receptacle and switch outlets as required by current or local electrical
codes.
• Non -conforming work shall be modified, replaced, or redone by the Contractor at
no change in Contractor Price or Contractor Time.
EXTERIOR
• Lead abatement may be required the contractor shall place in his bid a $2000.00
allowance for such work and preparation of a work plan. Actual cost will be paid on
a time and material basis.
• Install insulated reinforced premium vinyl siding over the exterior of the house
including fascia.
• Install new doorbell and associated accessories for complete installation.
• Any remaining wood trim or exposed metals shall be scraped of loosed paint,
patched and sealed with 1 coat of primer and 2 coats of finish.

• Remove and dispose of existing rain gutters and down spouts and replace with
seamless aluminum rain gutters and down spouts.
• Protect in place side entrance gate.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
VERNON RESCINDING RESOLUTION NO. 9407 AND RATIFYING
THE ACCEPTANCE OF THE BID OF RE FIEGE CO., INC. FOR
THE RENOVATION, RECONSTRUCTION AND REMODELING OF
CITY -OWNED HOUSING LOCATED AT 4326, 4327 AND 4330
FURLONG AVENUE
WHEREAS, the City of Vernon (the "City") owns certain housing
units in said City (collectively, the "Housing Units"); and
WHEREAS, the Housing Units were built in 1948 and do not
conform with applicable Federal or State statutes or ordinances and
resolutions of the City; and
WHEREAS, on April 16, 2007, the City Council of the City
adopted Resolution No. 9296 approving the renovation, reconstruction
and/or remodeling of the Housing Units as necessary or deemed
appropriate at a cost not to exceed $165,000.00 per unit; and
WHEREAS, the Director of Community Services & Water has
prepared a Scope of Work for the renovation, reconstruction and/or
remodeling of 4326 Furlong Avenue, 4327 Furlong Avenue and 4330 Furlong
Avenue (the "Furlong Houses"); and
WHEREAS, the Director of Community Services & Water has
recommended that three separate contractors be retained in order to
complete the work on all Housing Units in a more economical and
expeditious manner; and
WHEREAS, on September 4, 2007, the City Council of the City
of Vernon adopted Resolution No. 9407 accepting the bid of Rite Tech
Construction to renovate, reconstruct and/or remodel the Furlong Houses
for an approximate cost of $299,835.00; and
WHEREAS, following the City Council's adoption of Resolution

INo. 9407, it was discovered that Rite Tech Construction was unable to
meet the City's liability insurance requirements, and the Director of
Community Services & Water recommended that the City accept the bid of
IRe Fiege Co., Inc. for the sum of $375,818.56 to renovate the Furlong
(Houses; and
WHEREAS, in order to meet the urgent need to expedite the
commencement of the work, the City Attorney authorized the issuance of
a purchase order for $375,818.56 so that the reconstruction, renovation
and/or remodeling of the Furlong Houses could commence on September 25,
2007, subject to ratification by the City Council; and
WHEREAS, the City Council desires to rescind its prior
approval of Resolution No. 9407 and ratify the City Attorney's actions
to expedite the work to be performed on the Furlong Houses; and
WHEREAS, the City Council of the City of Vernon has
determined that, pursuant to the provisions of subsection (a) of
Section 2.27 of the Vernon City Code, it is in the public interest and
necessity to accept the bid of Re Fiege Co., Inc. for the
reconstruction, renovation and/or remodeling of the Furlong Houses and
ratify the City Attorney's actions in expediting the work to enhance
services provided to the Vernon community.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF VERNON AS FOLLOWS:
SECTION 1: The City Council of the City of Vernon hereby
finds and determines that the recitals contained hereinabove are true
and correct.
SECTION 2: The City Council of the City of Vernon hereby
rescinds Resolution No. 9407. Any resolution not consistent with or
in conflict with this resolution is hereby repealed.

SECTION 2: The City Council of the City of Vernon hereby
approves the Scope of Work for the reconstruction, renovation and/or

same form as the copies which are attached hereto and incorporated by

SECTION 3: The City Council of the City of Vernon hereby

the Purchase Order(s) and the following term being added to the
Purchase Order(s):
Re Fiege Co., Inc. ("Fiege") warrants title to
the material and equipment purchased hereunder
and any part thereof to be free of any claim of
any security interest, lien or any encumbrance.
Fiege also warrants that the material and
equipment will be delivered new and shall be free
from defects in material and workmanship for a
period of one (1) year from the date of complete
installation and acceptance by the City. All
manufacturers' warranties, any warranties

typically provided by Fiege, and any other
warranties made applicable by law shall apply to
the City's purchase herein.
SECTION 5: The City Council of the City of Vernon hereby
authorizes the City Administrator, or his designee, to make whatever
nonsubstantive, administrative and/or text changes, upon advice of
counsel, to the Scope of Work for the Furlong Houses and to perform
such acts as may be necessary or convenient to effect the purposes of
this Resolution and the transactions herein approved or authorized.
SECTION 6: The City Clerk of the City of Vernon shall
certify to the passage of this resolution, and thereupon and
thereafter the same shall be in full force and effect.

• All work to be performed in a professional manner and conform to American

• Contractor shall obtain all required construction permits. The City will not charge
any fees for such permits, however any cost to prepare plans and specifications for

• All work to be performed in a professional manner and conform to American
Institute of Architect standard specifications
• Contractor shall be solely responsible for all required field measurements
• Contractor shall obtain all required construction permits. The City will not charge
any fees for such permits, however any cost to prepare plans and specifications for
Building Department approval shall be borne by the contractor.
• Repairs may be required for termite damage, the contractor shall include in the bid a
$1000.00 allowance towards materials and labor to perform the repair work
• All demolition debris shall be hauled away by the contractor.
• Replace drainage system to property line with ABS piping except vent lines.
• Computer, telephone and television cabling shall be run from designated rooms to
exterior weatherproof box. Furnish and install all necessary cable, jack, device and
plates for computer, telephone and television cabling. Telephone and computer
