Resolution No. 94081 2 3 4 5 6 7 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 RESOLUTION NO. 9408 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON ACCEPTING THE BID OF KEYSTONE ARCHWAY CONSTRUCTION FOR THE RENOVATION, RECONSTRUCTION AND REMODELING OF CITY -OWNED HOUSING LOCATED AT 3550 AND 3560 VERNON AVENUE AND 3349 FRUITLAND AVENUE WHEREAS, the City of Vernon (the "City") owns certain housing units in said City (collectively, the "Housing Units"); and WHEREAS, the Housing Units were built in 1948 and do not conform with applicable Federal or State statutes or ordinances and resolutions of the City; and WHEREAS, on April 16, 2007, the City Council of the City adopted Resolution No. 9296 approving the renovation, reconstruction and/or remodeling of the Housing Units as necessary or deemed appropriate at a cost not to exceed $165,000.00 per unit; and WHEREAS, the Director of Community Services & Water has prepared a Scope of Work for the remodeling of 3550 Vernon Avenue, 3560 Vernon Avenue and 3349 Fruitland Avenue and sought informal bids for the renovation of three City houses; and WHEREAS, the Director of Community Services & Water has recommended that three separate contractors be retained in order to complete the work on all Housing Units in a more economical and expeditious manner and has recommended that the City accept the bid of Keystone Archway Construction to renovate 3550 Vernon Avenue, 3560 Vernon Avenue and 3349 Fruitland Avenue for an approximate cost of $410,800.00; and WHEREAS, the City Council of the City of Vernon has determined that, pursuant to the provisions of subsection (a) of Section 2.27 of the Vernon City Code; it is in the public interest and 1 necessity to enter accept the bid with Keystone Archway Construction 2 for the remodeling of the Housing Units to enhance services provided to 3 the Vernon community. 4 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE 5 CITY OF VERNON AS FOLLOWS: 6 SECTION 1: The City Council of the City of Vernon hereby 7 finds and determines that the recitals contained hereinabove are true 8 and correct. 9 SECTION 2: The City Council of the City of Vernon hereby 10 approves the Scope of Work for remodeling of 3550 and 3560 Vernon 11 Avenue and 3349 Fruitland Avenue, in substantially the same form as 12 the copies which are attached hereto and incorporated by reference as 13 Exhibits A, B and C, respectively. 14 SECTION 3: The City Council of the City of Vernon hereby 15 accepts the bid of Keystone Archway Construction for the total 16 approximate cost of $410,800.00 to renovate the following Housing 17 Units: 18 3350 Vernon Avenue $142,800.00 19 3560 Vernon Avenue $132,000.00 20 - 3349 Fruitland Avenue $136,000.00 21 SECTION 4: The City Council of the City of Vernon hereby 22 authorizes the issuance of Purchase Order(s) to Keystone Archway 23 Construction for the sum of $410,800.00 subject to the appropriate 24 Scope of Work being attached to the Purchase Order(s) and the 25 following term being added to the Purchase Order(s): 26 Keystone Archway Construction ("Keystone") 27 warrants title to the material and equipment 28 purchased hereunder and any part thereof to be 2 11 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 free of any claim of any security interest, lien or any encumbrance. Keystone also warrants that the material and equipment will be delivered new and shall be free from defects in material and workmanship for a period of one (1) year from the date of complete installation and acceptance by the City. All manufacturers' warranties, any warranties typically provided by Keystone, and any other warranties made applicable by law shall apply to the City's purchase herein. SECTION 5: The City Council of the City of Vernon hereby authorizes the City Administrator, or his designee, to make whatever nonsubstantive, administrative and/or text changes, upon advice of counsel, to the Scope of Work for the Housing Units and to perform such acts as may be necessary or convenient to effect the purposes of this Resolution and the transactions herein approved or authorized. SECTION 6: The City Clerk of the City of Vernon shall certify to the passage of this resolution, and thereupon and thereafter the same shall be in full force and effect. The City will not charge any fees for such permits, however any cost to prepare plans and specifications for Building Department approval shall be borne by the contractor. • Repairs may be required for termite damage, the contractor shall include in the bid a $1000.00 allowance towards materials and labor to perform the repair work. • All demolition debris shall be hauled away by the contractor. • Contractor shall be solely responsible for all required field measurements. • Remove and replace all or any remaining galvanized water piping to type L copper water piping. • Remove existing heating system and patch walls. • Replace drainage system to property line with ABS piping except vent lines. • Computer, telephone and television cabling shall be run from designated rooms to exterior weatherproof box. Furnish and install all necessary cable, jack, device and plates for computer, telephone and television cabling. Telephone and computer cabling to be CAT 5 and television cabling to be RG6U. • Install a complete 5 ton HVAC system, make all necessary provisions to wire new air conditioning unit to new electrical panel. • Upgrade electrical house panel to 200 amp Square D brand. • Replace all electrical wiring, including a ground wire throughout interior and exterior of house to meet electrical code requirements.
