RESOLUTION NO. 9409
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
VERNON ACCEPTING THE BID OF HANSOLO BUILDING
SERVICES FOR THE RENOVATION, RECONSTRUCTION AND
REMODELING OF CITY -OWNED HOUSING LOCATED AT 3378,
3380 AND 3388 50TH STREET AND REPLACEMENT OF
APARTMENT ELECTRICAL SERVICE
WHEREAS, the City of Vernon (the "City") owns certain housing
Ilunits in said City (collectively, the "Housing Units"); and
WHEREAS, the Housing Units were built in 1948 and do not
1conform with applicable Federal or State statutes or ordinances and
iresolutions of the City; and
WHEREAS, on April 16, 2007, the City Council of the City
adopted Resolution No. 9296 approving the renovation, reconstruction
and/or remodeling of the Housing Units as necessary or deemed
appropriate at a cost not to exceed $165,000.00 per unit; and
WHEREAS, the Director of Community Services & Water has
prepared a Scope of Work for the remodeling of 3378 50th Street, 3380
50th Street and 3388 50th Street and Specifications of New Electrical
Service and sought informal bids for the renovation of three City
apartments and the installation of new electrical service; and
WHEREAS, the Director of Community Services & Water has
recommended that three separate contractors be retained in order to
complete the work on all Housing Units in a more economical and
expeditious manner and has recommended that the City accept the bid of
Hansolo Building Services to renovate 3378 50th Street, 3380.50th
Street, 3388 50th Street and replacement of apartment electrical service
for an approximate cost of $288,830.00; and
WHEREAS, the City Council of the City of Vernon has

determined that, pursuant to the provisions of subsection (a) of
Section 2.27 of the Vernon City Code, it is in the public interest and
necessity to accept the bid with Hansolo Building Services for the
remodeling of the Housing Units to enhance services provided to the
Vernon community.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF VERNON AS FOLLOWS:
SECTION 1: The City Council of the City of Vernon hereby'
finds and determines that the recitals contained hereinabove are true
and correct.
SECTION 2: The City Council of the City of Vernon hereby
approves the Scope of Work and Specifications for remodeling of 3378
50th Street, 3380 50th Street, 3388 50th Street and replacement of
apartment electrical service, in substantially the same form as the
copies which are attached hereto and incorporated by reference as
Exhibits A, B, C and D, respectively.
SECTION 3: The City Council of the City of Vernon hereby
accepts the bid of Hansolo Building Services for the total approximate
cost of $288,830.00 to renovate the following Housing Units:
3378 50th Street $64,550.00
3380 50th Street $64,550.00
3388 50th Street $64,550.00
Replacement of Electrical Service $95,180.00
SECTION 4: The City Council of the City of Vernon hereby
lauthorizes the issuance of Purchase Order(s) to Hansolo Building
Services for the sum of $288,830.00 subject to the appropriate
Scope of Work and Specifications being attached to the Purchase
Order(s) and the following term being added to the Purchase Order(s):

Hansolo Building Services ("Hansolo") warrants
title to the material and equipment purchased
hereunder and any part thereof to be free of any
claim of any security interest, lien or any
encumbrance. Hansolo also warrants that the
material and equipment will be delivered new and
shall be free from defects in material and
workmanship for a period of one (1) year from the
date of complete installation and acceptance by
the City. All manufacturers' warranties, any
warranties typically provided by Hansolo, and any
other warranties made applicable by law shall
apply to the City's purchase herein.
SECTION 5: The City Council of the City of Vernon hereby
authorizes the City Administrator, or his designee, to make whatever
nonsubstantive, administrative and/or text changes, upon advice of
counsel, to the Scope of Work and Specifications for the Housing Units
and to perform such acts as may be necessary or convenient to effect
the purposes of this Resolution and the transactions herein approved
or authorized.

SECTION 6: The City Clerk of the City of Vernon shall
certify to the passage of this resolution, and thereupon and
thereafter the same shall be in full force and effect.

REMODEL OF 3378 EAST 50tb STREET
GENERAL
All work to be performed in a professional manner and conform to American
Institute of Architect standard specifications.
• All demolition debris shall be hauled away by the contractor.
• Contractor shall be solely responsible for all required field measurements.
® Remove existing heating system -nd patch walls.
• Install a complete 3-ton HVAC system and make necessary provisions to wire new
air conditioning unit to new multi -meter panel.
• _ Replace all water piping with copper piping system to owner's valve.
• Replace above ground drainage system.
• Relocate existing water heater, and install new water and gas lines to exterior of
building and provide -appropriate enclosure, concrete pad and vent ducting.
• Remove and install a new and complete 100amp. Square D panel. .
• Replace all electrical wiring, including a ground wire throughout interior and
exterior of house to meet electrical code requirements. Provide necessary
receptacles, switches and plate covers for complete electrical installation.

SPECIFICATIONS OF NEW ELECTRICAL SERVICE FOR
CITY OF VERNON APARTMENTS
RENOVATION OF CITY HOMES AND APARTMENT PROJECT
Remove the existing service conduit that is run thorough the attic and remove the existing service that is
outside the building. Install new service conduit and wiring to a new weather head per utility
requirements. Provide an exterior 600A Square D 120/240V 1� main multimeter panel having 9 meters
of which 8 meters will feed the 8 apartment units and have a 100A 2 pole circuit breaker mains and one
house meter having (1) 70A 2 pole circuit breaker. The multimeter service shall be on a concrete slab that
extends 3 inches above grade. Each of the eight 100A services shall feed a new exterior weather proof
100A 1� Square D subpanel having a 70A 2 Pole circuit breaker that will refeed the existing panels in the
apartments and a 30A 2 pole circuit breaker that is for the future air conditioning equipment to be located
outside. The (8) new subpanels shall be mounted next to the new 600A multimeter service. Install new
conduit and wiring from the new 600 amp panel to each subpanel and from the 70 amp breaker at the
subpanel provide conduit and wiring to a junction box that intercepts the existing conduit to the
apartment. See attached single line and elevation drawing and aerial photo for service location. Note
Service Entrance Raceways must be rigid.
Install minimum 3/4 conduit with conductors and disconnect switch from each 30a 2-pole circuit breaker
location to feed future air conditioner units around perimeter of building. All conduits to be installed in a
common trench with a minimum depth of 24 inches to top of conduit.

The Community Services Department has sought informal bids for the renovation of six (6) city
houses and three (3) city apartments and the installation of a new electrical service at the city apartments.
In order to complete the work in the more economical and expeditious manner it is recommended
that three separate contractors be retained to complete the renovation. It is hereby recommended that a
purchase order be issued to each of the contractors as follows:
1. Rite Tech Construction be retained to renovate:
