RESOLUTION NO. 9418
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
VERNON ESTABLISHING THE POSITIONS OF DEPUTY CITY
TREASURER AND ASSISTANT FINANCE DIRECTOR AND
APPOINTING RORY BURNETT AND JOAQUIN LEON TO FILL
SAID POSITIONS
WHEREAS, the City Council of the City of Vernon has
1considered the organization of the Finance Department and Office of the
(Treasurer; and
WHEREAS, the City Council of the City of Vernon desires to
establish the position of Assistant Finance Director within the Finance!,
Department; and
WHEREAS, the City Council of the City of Vernon desires to
establish the position of Deputy City Treasurer within the Office of
the Treasurer; and
WHEREAS, the City has retained the service of Gursey,
Schneider & Co. LLP ("Gursey") for accounting, tax and consulting
services; and
WHEREAS, the City Council desires to appoint Joaquin Leon to
the Position of Assistant Finance Director effective September 25,
2007, in accordance with its agreement with Gursey; and
WHEREAS, the City Council desires to appoint Rory Burnett to
the position of Deputy City Treasurer effective September 25, 2007, in
accordance with its agreement with Gursey.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF VERNON AS FOLLOWS:
SECTION 1: The City Council of the City of Vernon hereby
finds and determines that the recitals contained hereinabove are true

land correct.
SECTION 2: The City Council of the City of Vernon hereby
lestablishes the position of Assistant Finance Director within the
Finance Department and appoints Joaquin Leon to serve as the Assistant
Finance Director in the Finance Department effective September 25,
I2007 and, in the absence of the Finance Director, hereby authorizes
Ithe Assistant Finance Director to take such actions as may be
necessary to implement the policies of the City.
SECTION 3: The City Council of the City of Vernon hereby
establishes the position of Deputy City Treasurer within the Office of
the Treasurer and appoints Rory Burnett to serve as the Deputy City
Treasurer in the Office of the Treasurer effective September 25, 2007
and, in the absence of the City Treasurer, hereby authorizes the
Deputy City Treasurer to take such actions as may be necessary to
implement the policies of the City.
SECTION 4: The City Council of the City of Vernon hereby
authorizes the Assistant Finance Director, in the absence of the
Finance Director, to report directly to the City Council, subject to
the provisions of the Charter of the City of Vernon, or the Code of
the City of Vernon, or as prescribed by the City Council and to assume
such other duties and responsibilities of the Finance Director as
necessary concerning investment transactions or any other transaction
provided for under the laws of the State of California, the Government
Code of the State of California and such other powers and duties as
prescribed by resolutions or ordinances adopted by the City Council.
SECTION 5: The City Council of the City of Vernon hereby
authorizes the Deputy City Treasurer, in the absence of the City
Treasurer, to report directly to the City Council, subject to the

provisions of the Charter of the City of Vernon, or the Code of the
City of Vernon, or as prescribed by the City Council and to assume
such other duties and responsibilities of the City Treasurer as
necessary concerning investment transactions or any other transaction
provided for under the laws of the State of California, the Government
Code of the State of California and such other powers and duties as
prescribed by resolutions or ordinances adopted by the City Council.
SECTION 6: All resolutions, or parts of resolutions, not
consistent with or in conflict with this resolution are hereby
repealed.
SECTION 7: The City Clerk of the City of Vernon shall
certif
y to the passage of this resolution, and thereupon and
thereafter the same shall be in full force and effect.
