A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
VERNON APPROVING CONTRACT NO. 603 FOR THE
DESTRUCTION OF WELL 18 AND AUTHORIZING NOTICE
INVITING SEALED PROPOSALS OR BIDS IN ACCORDANCE
THEREWITH
WHEREAS, there has been presented to the City Council of the
City of Vernon Contract No. 603 for the Destruction of Well 18; and
WHEREAS, the City Council of the City of Vernon has
determined that it is in the best interest of the City of Vernon that
said contract be advertised in accordance with the Vernon City Code.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF VERNON AS FOLLOWS:
SECTION 1: The City Council of the City of Vernon hereby
finds and determines that the recitals contained hereinabove are true
and correct.
SECTION 2: Contract No. 603 for the Destruction of Well 18
is hereby approved and accepted by the City Council of the City of
Vernon.
SECTION 3: The City Clerk of the City of Vernon is hereby
directed to file in the office at the City Hall of the City of Vernon
a copy of said contract.
SECTION 4: The City Clerk of the City of Vernon is hereby
directed to give notice, in writing, inviting sealed proposals or bids
for Destruction of Well 18 in accordance with Contract No. 603 and in
accordance with this resolution.

The groundwater supply at Well 18 has tested positive for Perchlorate and 1,2 Dichloroethane
(1,2 DCA) and has been a significant cause for concern in terms of finding a viable solution to remove
these containments. The California Department of Public Health (CDPH) ordered Well 18 to taken out -
of -service on October 8, 2003, due to confirmation samples that indicated that the water supply exceeded
the Maximum Containment Level (MCL) for 1,2 DCA. The CDPH advised the City that Well 18 would
have to remain out -of -service until some means of treatment is determined to remove the above -
mentioned containments. In addition, it should be noted that the Perchlorate, originally detected at Well
18 in November of 2000, exceeded the Action Level and required, per the direction of the CDHS, that the
Water Department advise the Vernon City Council of the Perchlorate and its potential health effects. The
Vernon City Council was promptly informed of the Perchlorate detection in April of 2002.
City staff has reviewed potential treatment solutions that would allow the City to put Well 18
back in service. The Water Replenishment District (WRD) was contacted in effort to review and discuss
available treatment options. The WRD advised the City that it could perform analytical testing and
engineering services at no cost to the City under their Wellhead Treatment Program. The WRD ultimately
sent out a Request for Proposal and selected General Pump/Pacific Surveys to perform the following
work at Well 18:
• An initial survey to view the current downhole physical conditions of the well;
• A temperature and static (non -pumping) flow meter survey, to access downwell groundwater
flow under ambient conditions;
• A second video survey during pumping to determine from which depths and production was
originating;
• A dynamic flow meter survey to evaluate downwell flow under pumping conditions;
• Depth -specific groundwater sampling and analysis for general minerals and VOCs; and
• Mass balance analysis of the resultant data.

The WRD used Richard Slade & Associates Consulting Groundwater Geologists to interpret the
data and come up with a recommendation as to what course action is in the best interest of the City.
Richard Slade & Associates Recommendation
Richard Slade & Associates recommended that a new well be installed to replace the existing
Well 18. This recommendation is based on the following factors with regard to the existing well:
• Well 18 has only a limited useful life, which may be no greater than 20 to 25 years;
• The well casing is old and shows signs of advance wear and appears to have a leaking
casing joint at 54-feet;
• Blocking off impacted zone would adversely effect the water production capacity;
• The well appears to produce sand and may require that a liner be installed; and
• After rehabilitation there is the possibility that perforation openings could enlarge
resulting in yet increased sand during pumping.
The City contracted with Geoscience Support Services (Geoscience) to evaluate the severity of
the City's groundwater contamination and to determine suitable locations for the City to drill water
production wells. In addition, Geoscience was directed to review the Slade Report and draw from their
significant experience to ascertain and recommend a course of action with respect to Well 18.
Geoscience Support Services Recommendation
Based on the advance age of Well 18 (47 years), and the loss of production that would result
should the upper perforations be sealed off to exclude Perchlorate and Volatile Organic Compounds
(VOC's), Geoscience also recommended that the Well 18 be replaced with a new well. It should be noted
that Geoscience generally agreed with the Slade Report's observations and conclusions. The engineer's
cost estimate for this project ranges from $50,000.00 to $80,000.00.
Conclusion
After extensive technical research by Slade and Geoscience it has become apparent that Well 18
is no longer a viable source of production water and should be destroyed according to standard industry
practices. The costs to provide treatment for this facility do not make economic sense due to the high cost
to produce the water. Any attempts to block off the impacted zones would result in decreased production
capacity and is therefore not an option. Lastly, there is no evidence that the 50-foot deep sanitary seal
required for domestic use has or was installed at this facility according to the driller log. A copy of the
Slade Report is attached herewith. It is therefore recommended that Contract No. 603 be approved and
authority be granted to advertise for bids.

EXECUTIVE SUMMARY
Production from City of Vernon Well No. 18 has been discontinued due to the recently detected
presence of volatile organic compounds (VOCs) and perchlorate in the groundwater. Because
of this, the Water Replenishment District of Southern California (WRD) and the City of Vernon
commissioned an investigation by others in order to identify and define possible depth zones in
the well that may be the source of these contaminants. Consequently, downhole testing was
performed in April 2005 by General Pump Company/Pacific Surveys and consisted of the
following tasks:
o An initial video survey, to view the current downhole physical condition(s) of the well.
o A temperature and a static (non -pumping) flow meter survey, to assess downwell
groundwater flow under ambient conditions.
o A second video survey during pumping to determine from which depth(s) sand
production was originating.
o A dynamic flow meter survey to evaluate downwell flow under pumping conditions.
o Depth -specific groundwater sampling and analysis for general minerals and VOCs.
o Mass balance analysis of the resultant analytical data.
The first video survey (performed on April 4, 2005), under static (non -pumping conditions)
reveals significant encrustation of the casing and plugging of the entire perforated interval (518
ft to 1361 ft below ground surface (bgs), throughout the entire well (total depth of 1388 ft bgs).
The static water level was documented at a depth of 211 ft bgs. The second video survey (on
April 18, 2005), performed under dynamic (pumping) conditions, reportedly reveals that the
pumping water level was at a depth of 301 ft bgs. Although RCS has not seen this second
video survey, the written video log by Pacific Surveys states that the well produces sand from
depths of at least 597 ft and below.
Under static conditions, groundwater contamination is emanating from the upper perforation
intervals and groundwater flow is in a downwell direction into the lower perforated zones in the
casing. The following summarizes the specific findings of the testing:
o Groundwater flow into the well, under static conditions, is from the upper perforations at
a depth of 518 to 525 ft bgs. Moreover, at depths of 850 to 855 ft and 1030 to 1035 ft
bgs, flow is outward into the surrounding aquifer systems.

o Under dynamic pumping conditions, at a flow rate of approximately 1519 gpm, 60% of
the total flow from the well originates from the perforation intervals between 518 ft and
650 ft bgs.
o The VOCs 1,2-dichloroethane (1,2-DCA) and trichloroethylene (TCE) and the
contaminant perchlorate were detected at significant concentrations downwell. The
greatest amount of these constituents entering the well (69% to 79% of the well total,
with regard to mass) is originating from perforation intervals between 518 ft and 650 ft
bgs. In addition, iron (Fe) and manganese (Mn) were detected in significant
concentrations (and mass) at depths below 960 ft. All of these substances comprise the
constituents of concern (COC) for groundwater in the region.
o Water level measurements obtained from the two video surveys provide the only data
from which a specific capacity can be estimated. Using a static water level of 211 ft bgs
and a pumping water level of 301 ft bgs a drawdown of 90 ft is calculated. At a pumping
rate of 1519 gallons per minute (gpm) obtained during pumping of the well during the
dynamic survey, a specific capacity value of 16.9 gallons per minute per foot of
drawdown (gpm/ft ddn) results. This value is approximately 28% to 29% of the original
specific capacity value of 59 to 60 gpm/ft ddn, based on data from initial testing of the
well, conducted shortly following completion of construction operations.
Based on these findings, the following options are recommended:
a) Conduct further downhole testing in the well to better evaluate anticipated water
quality. In this option, it is recommended that wire brushing of the well be initially
performed to clean and open the perforations throughout the entire well, followed by
AirBursting focusing on the lower perforation intervals, and installing an inflatable
packer to a depth between 660 ft to 700 ft bgs, along with a temporary test pump.
When packer and pump installation is completed, then perform a long-term (one
month or more) pumping and time -series groundwater sampling and analysis.
Review and analyze these new data to determine any changes and/or trends in
concentrations of the COCs.
b) If testing reveals that it is feasible, in both quantity and quality, to obtain groundwater
from the well, then implement more permanent measures to seal the upper
perforation intervals, through the installation of a permanent inflatable packer or by
swaging in a casing liner(s). This may be combined with sealing the lower
perforation intervals which currently display the highest Fe/Mn concentrations (or
mass), in order to help mitigate those concentrations. Any well
rehabilitation/modification scenario implemented will result in treatment of the
pumped water for the COCs.
c) Conduct treatment of the water from the well, under current operating conditions.
This may not be an entirely cost effective option, because the well is 47 years old
and may have a limited, useful production life in the future.
d) Replace Well No. 18 with a new well located at another site in the City, if possible.
This will result in a well with a much longer operational life and wellhead treatment, if
needed, will be more cost effective, in comparison. Further, the new well will be

provided with a deeper cement sanitary seal than that in the existing well (the driller's
log for Well No. 18 does not, however, define the depth of the existing seal). Further,
in -situ sampling of groundwater via aquifer zone isolation testing within the pilot hole
for the new well should be performed to help identify the water quality characteristics
at depth at the future well site.

INTRODUCTION
Background
City of Vernon Well No. 18 was reportedly removed from service due to contamination from
volatile organic compounds (VOCs) and perchlorate of groundwater in the region. Because of
this, the Water Replenishment District of Southern California (WRD) has commissioned this
study to determine at what depths the contamination may be entering the well and to provide
possible solutions to mitigate this currently adverse water quality situation.
This report summarizes the results and findings of work recently performed by General Pump
Company (GPC) and their subcontractors on City of Vernon Well No. 18, for the objective of
evaluating downhole conditions in the well. Richard C. Slade & Associates, LLC, (RCS)
Consulting Groundwater Geologists has been retained by GPC to review the results of this
recent work and to present specific interpretations and potential well modifications for the
purpose of mitigating VOC contamination in the well. It should be noted that RCS geologists
were not present during any portion of the field operations and thus, our work for this project has
been limited to review and interpretation of the data as presented to us by GPC.
City Well No. 18 is located at the 2070 51 st Street, Vernon, California. The well is located in
T2S/R13 Section 15, San Bernardino Baseline and Meridian (SBB&M). The global positioning
system (GPS) coordinates of the well are as follows: North latitude 33.99640 and West
longitude 118.233500. Figure 1, "Location Map," illustrates the approximate location of this well.
The recently completed work by GPC included the following tasks:
o Removal of the permanent pump from the well.
o Performing a video survey and a temperature and flow meter survey following pump
removal.
o Installation of a temporary test pump.
o Conducting a second video survey during pumping of the well and a flow meter survey.
o Performing depth -specific groundwater sampling under pumping conditions.
Well Construction
According the State Water Well Driller's Report (included in Appendix 1), Well No. 18 was
constructed in March and April 1958 by Midway Drilling and Pump Company (Midway), formerly

of Oxnard now of Saticoy, California. The well was originally constructed as Well No. 2 for the
Theodore Hamm Brewing Company, of St. Paul, Minnesota. Review of available data on well
construction and testing details yielded only the following information:
1. The well was drilled to a total depth of 1443 ft below ground surface below ground
surface (bgs), Although not documented in the driller's report, it appears that the well
was drilled using the mud rotary drilling method.
2. Casing consists of 16-inch diameter steel set to a depth of 500 ft bgs, below which is
12-inch diameter steel to a total depth of 1381 ft bgs.
3. A total of 14 separate perforated sections of casing were placed between the depths
of 510 and 1361 ft bgs. Some of the perforations written by others on a copy of the
electric log for the well obtained by RCS from Midway are not documented in the
original driller's log. It is possible that these other perforations were placed at a later
date after well construction was completed. The following table lists the perforations,
as listed on the driller's log and as written by others on the electric log:

4. Available pumping development records reveal that the well was originally pumped
at rates ranging from 300 to 1800 gallons per minute (gpm) during a 72-hour time
period. Measured pumping water levels ranged from 295 ft to 315 ft bgs. The final

recorded measurements show that at pumping rates of 1300 and 1800 gpm, the
pumping water levels were 297 and 305 ft bgs, respectively. Based on a reported
static water level of 275 ft bgs in April 1958, then the calculated drawdowns were 22
ft and 30 ft, for the two respective pumping rates. These data calculate to short-term
specific capacities for the original well on the order of 59 to 60 gpm per foot of
drawdown (gpm/ft ddn).
SUMMARY OF WORK AND FINDINGS
Removal of Existing Pump
According to available GPC/City records, the existing pump assembly, consisting of turbine
drive gear head and a 200 HP motor, with a 7-stage Layne & Bowler pump bowl assembly, was
installed with the pump intake set at a depth of approximately 413 ft bgs. This pump was
removed by GPC for testing purposes on March 28 and 29, 2005.
Results of Video Survey
Pacific Surveys Inc, (PSI) of Claremont, CA, was retained by GPC to perform a video survey of
Well No. 18 on April 4, 2005. A copy of the video survey log and the survey on DVD are
presented in Appendix 2. The following summarizes our review of the video survey:
o The top of the well casing is located approximately 7 ft below the top of the vault,
which is approximately six inches above current grade.
o At a depth of approximately 54 ft bgs, water was observed to be coming into the
casing, possibly at a casing joint (known casing perforations begin at depths below
500 ft bgs).
o The static water level in the well was observed to be present at a depth of
approximately 211 ft bgs. Above this depth, the well casing exhibited a significant
degree of scaling (spalling) of the steel.
o At a depth of 277 ft bgs, nodules were noted to be present. The nodules may be due
to bacterial growth (such as iron related bacteria - IRB). At a depth of approximately
286 ft bgs, the nodules appear to increase in frequency.
o At a depth of 400 to 450 ft, a significant number of reddish -brown floating organisms
(possibly IRB) were encountered.
o A casing reduction (from 16 inches to 12 inches in diameter) occurs between the
depths of 505 and 508 ft bgs. Below this depth, casing encrustation increases and
the amount of floating organic matter also increases.
o Casing perforations appear to start at a depth of approximately 518 ft bgs. The
perforations are horizontal in shape and there are 7 cuts per row. According to the
Roscoe Moss Company, the standard-flo louver was manufactured in 1958 and it is

likely that these perforations are of the manufactured type, especially if the well is
gravel packed.
o Perforations were observed at various depths that were not documented in the
original driller's log but are written by others on the electric log, as noted above. It
appears that the perforation intervals that were written on the electric log are the
approximately correct configuration for the casing, with a few exceptions as follows:

o The perforations throughout the entire well (where visible) appear to be clogged with
a dark gray "clay -like" material and may be bacterial in nature. Identification of the
perforations between 688 and 983 ft bgs was very difficult because encrustation on
the casing in this depth interval appeared to be much greater than that either above
or below, thereby obscuring the precise location of the top and bottom of this set of
perforations. However, the perforation intervals stated above are as accepted from
the electric log of the well. The exact determination of the depth intervals of the
perforations must await the wire brushing of the well casing, if performed.
o Sediment fill was encountered in the bottom of the casing at a depth of 1388 ft bgs.
However, it should be noted that the bottom of the well was documented to be at a
depth of 1361 ft bgs. The reason for the discrepancy is not clear.

Temperature and Flow Meter Survey Results
Prior to the temperature, flow meter (spinner) surveys, and depth -specific sampling, GPC
installed a temporary test pump and drive head. These items were installed on April 6 and 7,
2005.
In April 2005, Pacific Surveys conducted a temperature survey and a flow meter survey (spinner
logging) under both static (non -pumping) and dynamic (pumping) conditions. The temperature
and static spinner logging were performed on April 15 whereas the dynamic spinner logging was
performed on April 18, 2005. Copies of the three logs are presented in Appendix 3.
The process of conducting the flow meter survey involved lowering a spinner log tool into the
casing through the temporary sounding tube and then measuring the relative flow of
groundwater moving past the tool as it is lowered down the well.
Static Spinner Lop
Initially, static spinner logging was performed on April 15. The purpose of static spinner logging
was to determine the ambient flow within the well. During this logging, an up and a down run
was performed.
The static spinner log shows that at a depth of approximately 518 ft bgs, groundwater inflow into
the well occurs. At this depth, the top of perforations are present and, thus, it may be concluded
that water is flowing from this upper aquifer system into the well at this point. However, at
depths of approximately 855 ft and 1035 ft bgs, outflows of groundwater are noted to be
present. Thus, groundwater entering the top of the perforations, under static conditions, is
moving down the well casing and then exiting out from the well and into the lower aquifer
systems at depths of approximately 850 to 855 ft and 1030 to 1035 ft bgs.
Temperature Survey Lop
The temperature survey was performed in conjunction with the static spinner survey. The log of
that survey shows that the downhole temperature in the well, under static conditions, ranged
from 59.5 OF at a depth of approximately 520 ft bgs, to 63.8 OF near the bottom of the well at
1360 ft bgs (at the bottom of the perforated interval). In addition, the log also shows that there
are slight changes in the downwell water temperature as follows:

0 345 to 410 ft bgs; gradual temperature decrease from 62 to 61 OF.
0 410 to 430 ft bgs; abrupt decrease in temperature from 61 to 60 OF.
0 430 to 518 ft bgs, gradual increase in temperature from 60 to 60.3 OF.
0 518 to 522 ft bgs (approximate); abrupt decrease in temperature by about 0.7 OF.
This abrupt change occurs at the top of the screened interval observed in the video
survey.
0 522 to 810 ft bgs; gradual increase in temperature by about 0.5 OF, from 59.5 to 60
OF. This calculates to a temperature gradient of approximately 0.002 OF per foot
(OF/ft).
0 810 to 1030 ft bgs; temperature increases by approximately 1.2 OF, resulting in a
temperature gradient of 0.005 OF/ft.
0 1030 to 1360; temperature increases from 61.3 OF to 68.8 OF, yielding a change of
7.5 OF and a temperature gradient of 0.23 OF/ft
Dynamic Spinner Loq
Dynamic spinner logging was performed on April 18 and consisted of performing three down -
runs at the operational test pumping rate; the purpose of this logging was to determine the flow
into the well under pumping (dynamic) conditions.
The flow rate during dynamic spinner logging was calculated to be 1519 gpm by Pacific Surveys
and was based on the diameter of the well casing and the velocity of the water moving upward
in the well. Table 1, "Results of Spinner Logging" presents the results of the spinner logging
conducted by Pacific Surreys. Table 1 reveals that groundwater inflow rates ranged from 39
gpm, for the bottom set of perforations between 1090 to 1361 ft bgs, to 914 gpm for the
uppermost perforation intervals between 510 ft and 645 ft bgs.
Second Video Survey
A second video survey was performed by Pacific Surveys to reportedly determine the depth(s)
from which sand was entering the well. A copy of the log prepared by PSI from their review of
this second video survey is presented in Appendix 2. Unfortunately, a copy of the actual video
survey was not available to RCS for independent review.
The video survey log (report) reveals that the pumping water level was observed at a depth of
294 ft below the top of casing (btc). The first note of sand is cited at a depth of 590 ft btc, which
was reported as "More sand production". However, it is not noted at what depth sand was

initially observed. At a depth of 1100 ft btc, "No apparent flow" was reported. The survey was
discontinued at a depth of 1321 ft btc, where the picture was reported as being distorted.
The video survey performed during pumping provides the only available data on pumping water
levels, from which the specific capacity may be approximately estimated. However, because no
initial static water level was obtained prior to pumping, it is necessary to use the static water
level documented on the April 4, 2005 video survey in order to estimate the specific capacity.
Based on the two video surveys, the static water level was 211 ft bgs (April 4, 2005 video log).
The pumping water level of the more recent (April 18, 2005) video log was observed at 294 ft
btc, which is approximately 301 ft bgs, based on the top of casing at 7 ft bgs, as documented on
the April 4 video survey. Using these data, a drawdown of approximately 90 ft is obtained. This
calculates to a specific capacity of 16.9 gpm/ft ddn, using a pumping rate of 1519 gpm obtained
during the flow meter surveys. Thus, compared to a capacity of 59 to 60 gpm/ft ddn, calculated
from data recorded during original pumping development and testing of the well in 1958, the
new value (16.9 gpm/ft ddn) is only approximately 28% to 29% of the original 1958 value.
Depth Specific Sampling
Following the completion of the dynamic spinner logging, depth specific groundwater sampling
in the well was performed by GPC. The reported sampling depths were: 650 ft, 720 ft, 830 ft,
960 ft and 1090 ft. A final wellblend sample was collected at the pump discharge and this
sample takes into considerations those screen intervals above 650 ft bgs, as well as the lower
screened intervals in the well.
The samples were collected by lowering a vacuum -sealed chamber down to the desired depth,
and then, using an electric actuator, the chamber was opened and allowed to fill with
groundwater from the selected depth, after which the chamber was resealed. At the surface,
the groundwater sample inside the chamber was transferred into laboratory -supplied sample
containers. All samples were delivered to MWH Laboratories by GPC personnel for analysis of
selected General Mineral and volatile organic compounds (VOCs), using U.S. Environmental
Protection Agency Method 524.2.

Results of Laboratory Analysis
Laboratory analytical results of the depth specific water samples are presented on Table 2,
"Summary of Laboratory Analytical Results." Review of these data reveals:
■ The pH is on the order of 8.1 and 8.2 units and the electrical conductivity (EC) values
range from 578 to 813 micromho per centimeter (pmho/cm) for the 1090-foot and
welllblend samples, respectively. The highest EC values (721 to 752 pmho/cm) were in
the upper three depth zones.
■ The overall water quality character of the water samples is a calcium -bicarbonate (Ca-
HCO3) type.
■ Total dissolved solids (TDS) concentrations show a steady increase in an "up -well"
direction from a low of 390 milligrams per Liter (mg/L) in the 1090-foot depth sample, to
a high of 550 mg/L in the wellblend water sample.
■ Iron (Fe) ranged in concentration from 16 to 46 micrograms per Liter (lag/L) for the depth
zones between 518 ft and 960 ft bgs; these detected concentrations are below its State
Maximum Contaminant Level (MCL) of 300 lag/L. In the lowermost depth zone of 1090 ft
bgs, however, an anomalously high Fe concentration was detected (at 4300 lag/L). It is
understood that the collected groundwater samples were filtered in the laboratory prior to
acid digestion. Thus, the detected Fe concentration should represent a dissolved
component.
■ Manganese (Mn) concentrations (dissolved) in this well ranged from 11 to 46 lag/L,
below the State Secondary MCL of 50 lag/L for this constituent. The wellblend sample
exhibited the lowest Mn concentration.
■ Nitrate was not detected in any of the collected groundwater samples.
■ Perchlorate (CI04) was detected at levels ranging from non -detected (ND) to 18 lag/L.
The highest level of C104 was present in the wellblend sample. The State notification
level (NL) for CI04 is 6 lag/L and the four uppermost depth zones yielded CI04
concentrations which are above that NL. It is noted that C104 was detected to a
maximum depth of 860 ft bgs, where its concentration was 5.0 lag/L.
■ The VOCs of 1,2-dichloroethane (1,2-DCA) and trichloroethylene (TCE) were detected in
depth -specific groundwater samples from the well. 1,2-DCA was detected at
concentrations ranging from ND to 0.8 lag/L. The groundwater samples from the
perforation intervals above 720 ft bgs are at or above the MCL for 1,2-DCA. TCE was
present at concentrations ranging from ND to 3.5; all the detected concentrations of this
constituent are below its respective MCL of 5 lag/L. However, 1,2,-DCA and TCE were
still detected in depth -specific samples at maximum concentrations and to maximum
depths of 720 ft, at 0.5 lag/L, for 1,2-DCA, and 960 ft, at 1.3 lag/L for TCE.
Mass Balance Analysis
Leo Truttmann Environmental Consulting (LTEC) performed a mass balance analysis on the
analytical data from the depth specific groundwater samples. That mass balance analysis

focused on the three primary constituents of concern (COC): 1,2-DCA, TCE and C1O4. Also, Fe
and Mn were analyzed. A copy of the report outlining LTEC's results is provided in Appendix 5.
The results of that mass balance analysis are summarized as follows:
■ LTEC notes there that there is an overall downward flow of groundwater from the upper
set of perforations to the lower set of perforations at 850 ft and 1030 ft bgs. However,
below 1050 ft bgs, LTEC notes there is no flow into the well. In conjunction with the
temperature survey, LTEC mentioned that there is also a flow of colder water downward
into the well.
■ LTEC calculated the concentrations of 1,2-DCA and found it to be present in each of the
three sampled zones above 830 ft, where the concentrations ranged from 0.9 to 2.6 pg/L;
the highest concentration occurred in the 720- to 830-foot depth interval (see Figure 1 of
the LTEC report). However, calculation of the mass flux revealed a range of 465 to 3,220
micrograms per minute (pg/min), with the greatest amount flowing into the well being in
the upper perforation interval between 518 (documented as 510 ft in the LTEC report)
and 650 ft bgs. This perforation zone reportedly accounts for a total of 70% of the entire
mass of 1,2-DCA entering the well. Below a depth of 830 ft bgs, no 1,2-DCA was
calculated as entering the well.
■ The constituent C1O4 was shown to be entering the well between the depths of 518 ft and
960 ft bgs. LTEC calculations revealed that concentrations of 17.7 to 28.3 pg/L were
present, yielding mass fluxes ranging from 6,327 to 81,391 pg/min. The highest mass
flux (79% of the total flux) was calculated for the uppermost perforation intervals between
518 to 650 ft bgs, even though the highest specific concentration was calculated for the
830 to 960-foot depth range (which also yielded a relatively much lower mass flux of
7,310 pg/min (see Figure 2 of the LTEC report).
■ TCE was calculated to be present within all perforation intervals between 518 ft and 1090
ft bgs. The calculated concentrations ranged from 1.5 pg/L to 5.4 pg/L, with mass fluxes
ranging from 774 pg/min to 13,917 pg/min. The highest mass flux occurs in the
uppermost perforation intervals between 518 ft and 650 ft bgs, accounting for 69% of the
total mass flux in the well.
■ The metal Fe was shown to be present at calculated concentrations ranging from 0.016
mg/L to 4.3 mg/L, with mass fluxes ranging from 55 to 636 pg/min. The highest
calculated concentration and mass flux were reported to be in the 1090- to 1361-foot
depth range (amounting to 60% of the total flux). It should be noted that the very high
amount of Fe observed at the 1090-foot depth specific zone could be due to the analysis
of a turbid water sample; acid digestion of such a turbid sample could produce the Fe
concentrations shown. It is also possible that, because this well was drilled by mud
rotary methods and because this zone currently yields only limited amounts of
groundwater to the well, that this depth zone has never been fully developed; remnant
drilling fluids could still be present.
■ Mn was calculated to range from 0.001 to 0.150 mg/L, with mass fluxes of 0.2 to 33.2
pg/min. The highest calculated Mn concentration was for the 1090- to 1361-foot depth

zone. However, the highest mass flux was calculated for the 960- to 1090-foot depth
zone and this zone provided 46% of the total mass flux into the well.
CONCLUSIONS
Following our review of the video survey, interpretation of the static and dynamic spinner logs,
and review the laboratory analytical data on depth specific groundwater samples and on LTEC's
mass balance analysis, we conclude the following:
1. There are some differences between casing perforation intervals shown on the driller's
log, as written by others on the electric log and as observed on the recent video survey.
Chemical precipitates and/or biological growths/slimes (biofilm) are observed on the
recent video survey to cover most of the casing. It is also important to note that the well
was constructed in 1958 and hence is about 47 years old; its future serviceable lifetime
is unknown but questionable. Also, the 50-foot deep sanitary seal required for domestic
use can not be proven solely by the available driller's log.
Due to the known downwell groundwater flow in the well, and the fact that this well has
been operational for many years, it is highly likely that a "zone" of contaminated
groundwater exists around the well throughout most/all of its depth. Hence, sealing of
shallow perforations may not solve the problems at this site.
2. The majority of the groundwater inflow into the well is generated in the upper portion of
the well, from perforation intervals between 518 and 643 ft bgs. Approximately 60%
(914 gpm) of the total well production emanates from this zone. The second largest
zone of production is in the 960 to 1090-foot depth zone, contributing approximately 18%
(279 gpm) of the total well flow. The remaining 21 % (340 gpm) of the total well
production is evenly distributed amongst the remaining perforation intervals.
3. An April 18, 2005 video survey reveals that the well produces sand under pumping
conditions. This sand was reported to be emanating at a depth of at least 590 ft below
the top of casing (or 597 ft bgs) and may be occurring at a shallower depth as well.
4. Data on water levels obtained from the two video surveys performed in the well (April 4
and April 18, 2005) were used to determine an approximate value of the specific
capacity. Based on these data, an approximate current value of 16.9 gpm/ft ddn for the
specific capacity was calculated. This value is only 28% to 29% of the original specific
capacity of the well, calculated from initial 1958 pumping data on the well.
5. The three primary COCs, 1,2-DCA, TCE and perchlorate, are entering the well in
significant quantities. For each constituent, the highest mass fluxes, on the order of 69%
to 79% of the total mass flux of each constituent is produced from the 518- to 650-foot
zone of perforations in the casing.
6. Fe and Mn were also present in significant quantities. However, in the case of these
constituents, the highest mass fluxes, 31 to 60% of the total mass flux for each, were
noted to originate from the lowermost zones in the well (between 1090 and 1361 ft bgs).

It is apparent from the collected data that the majority of the COCs are originating from the 518-
to 650-foot depth interval of perforations. Thus, it is clear that any future work on the well will
need to consider sealing off of this upper set of perforations. If these perforations can be
sealed, it must be recognized that the production capability (and specific capacity) of the well
will be severely impacted and could result in as much as 50% or greater reduction in the
pumping rate of the well. In addition, because the well contains a gravel pack, some of the
"contaminated" groundwater will still be able to move in the annular space outside of the casing,
possibly down to the lower perforated zones, even if the uppermost perforations could be
completely sealed -off.
RECOMMENDATIONS
The following recommendations provide options, with which WRD and/or the City may follow, to
help mitigate the current groundwater quality conditions in Well No. 18. It must be recognized,
however, that by sealing off perforations in an attempt to improve overall water quality
conditions, the operational pumping rate and specific capacity for the well will likely show a
great decline.
Potential Options for Additional Work
Option 9: Conduct Additional Testing
Wire brushing of the well was not performed prior to conducting the current testing. Thus, it
may be useful to initially perform wire brushing and bailing of the well and then to perform
additional testing of the well to create a condition where additional perforations have been
cleaned and possibly opened. This additional work could consist of the following steps:
o Wire brush and bail the well.
o Perform downhole AirBursting (or similar) to help further open the perforations.
o Install an inflatable packer between a depth of 660 and 700 ft bgs along with a
temporary test pump and conduct additional long-term pumping and time -series
groundwater sampling (and water quality testing of key constituents). Also install a
Rossum sand tester on the discharge line to monitor sand content. This pumping
could be conducted for a time period as long as one month in duration, or greater as
necessary.
o During pumping of the well, collect time -series water samples on the following
approximate schedule: at pump startup, 6 hours, 12 hours and 24 hours on the first
day of pumping, on a daily basis for the next 13 days, and then twice a week

thereafter up until one month of continuous pumping has elapsed. In the third week,
the results from the sampling can begin to be reviewed to determine if any sustained
changes or trends in the COC are apparent and if additional pumping is warranted.
o The samples should be analyzed as soon as possible for selected COCs, namely
1,2-DCA, TCE, C1O4, Fe and Mn.
It should be noted that there is the possibility that sand production may result from mechanically
cleaning and opening the perforations in the well. This could potentially adversely impact the
future operation and usefulness of the well.
Complete protocol for this additional testing may be developed prior to initiating this work. If the
testing is performed, then the results of this testing may be examined to determine the feasibility
of performing any additional work at the site, such as more thorough well
rehabilitation/modification.
Option 2: Conduct Rehabilitation/Modification of the Well
This option would involve sealing off specific portions of the well perforations with the objective
of mitigating the downhole production of 1,2 —DCA, TCE and CIO4. However, the perforation
intervals to be shut-off to hopefully improve downhole water quality must be balanced against
the potential decrease in production from the well and the likelihood that some groundwater flow
will likely occur vertically downward through the gravel pack. To help improve water quality, we
recommend that the uppermost set of perforations between 518 to 650 ft bgs be sealed.
a) Use a temporary inflatable packer similar to the one noted above, under the heading
"Conduct Additional Testing." If results of the time -series testing (as described
above) indicate that the data for production capacity and water quality are favorable,
then install an inflatable packer and a new pump and continue using the well with this
configuration. This configuration also provides a cost-effective "fix" for the well,
providing this method of pumping the well is feasible.
b) Permanently seal the perforations by swedging in a casing liner over these upper
perforations.
c) The well reportedly produces sand. The concentration of this sand, under pumping
conditions, is not known. Thus, in order to mitigate the sand concentration, it may be
necessary to consider the installation of a liner throughout, at least, the screened
portion of the well, if possible. This will also effectively limit production from the well.

Implementing the above program could result in a significant improvement of the water quality
with regard to the COCs. However, as much as 50% of the total production of the well (or
greater) could be lost, if the upper perforations were to be sealed. Additionally, both Fe and Mn
concentrations may increase significantly, because these constituents occur at greater
concentrations in the lower (unsealed) portions of the well. Thus, treatment for these two
constituents may be needed in the future.
Shutting off any additional perforations (such as sealing perforations from 650 to 830 or placing
a cement plug in the bottom of the well) might result in better downwell mitigation of the COCs
and the Fe and Mn concentrations, but such work could so impair production from the well that it
would likely no longer be economically feasible to operate the well.
Even if COC concentrations could be effectively mitigated by modifying the well, to the point
where treatment is not needed for those constituents, then treatment for Fe and Mn may still be
required. Further, it is also probable that at some time in the future, the COCs may continue to
naturally migrate downward into the lower aquifer systems, on a regional basis, and thus
requiring treatment for that set of constituents at a later date.
Option 3: Perform Wellhead Treatment
Do not perform any additional downhole work on the well and setup an onsite treatment system.
There are technologies currently available of the treatment of VOCs (aeration and carbon
filtration), CI04 (primarily ion exchange resins), and Fe and Mn (methods chiefly involving the
application of chlorine, potassium permanganate, aeration and filtration, and/or greensands).
The treatment option may be expensive and not economically feasible for a well that likely has a
potentially limited service life.
Option 4: Construct a New Well
The existing well is approximately 47 years old. Consequently any rehabilitation/modification of
the well to mitigate VOC and perchlorate concentrations may not be cost effective, because of
the potentially limited life expectancy of the well. The funds expended on
rehabilitation/modification of the well may be better used to locate, design and construct a new
well at a site in another area of the City, where groundwater of potentially adequate potability
may be obtained. Such a location should be chosen with care so that the new well is situated

with suitable infrastructures (pipelines, power supply) and is hydrogeologically favorable for the
possible production of potable water.
If it is chosen that a new well be constructed, then it is recommended that the reverse -
circulation drilling technique be employed. Construction of the new will may likely require the
installation of a deep cement sanitary seal, to help seal off upper shallow and potentially
contaminated aquifer systems, if present. If the new well is to replace existing Well No. 18, then
the existing well should be eventually destroyed in accordance with current DWR and Los
Angeles County Department of Health Services (LACDHS) well destruction guidelines.
Further, it is also recommended that after pilot hole drilling for the potential new well is
completed, then downhole isolated aquifer zone testing should be performed to better
delineate/define aquifer depth zones with regard to groundwater quality. This is especially
critical for upper zones where VOC contamination may be present and for lower zones where it
is likely that groundwater with elevated concentrations of Fe and Mn might be encountered.
Opinion of Probable Cost Estimates
Option 1: Conduct Additional Testing
The following costs have been provided by GPC and outline the initial estimated costs to
conduct further testing of the well.

This option would basically involve setting a new, permanent inflatable packer and the
placement of a new permanent pump.

Design, select, build and prepare pump equipment

Option 3: Perform Wellhead Treatment
This option largely depends on the type of treatment needed (treatment of VOCs, perchlorate,
Fe and Mn encompassing air -stripping, carbon filtration, ion exchange resins, etc.) and is
dependent upon the concentration of the constituents being treated. Further, long term
operation and maintenance will be needed to keep the system functioning. At this time, it is
difficult to estimate the entire range of probable costs for the design, installation, operation and
maintenance of a treatment system for the well.
Option 4: Construct a New Well
Under this option, the ranges for a probable estimated cost for a new well to a comparable,
1400-foot deep municipal -supply water well, with 18-inch diameter pump house casing and 16-
inch diameter blank and louvered well casing, with the following steel well casing options is:
Copper -bearing steel: $575,000 to $625,000
High -strength, low -alloy (Corten) steel: $650,00 to $700,000
Type 304 Stainless Steel: $850,000 to $950,000
These estimated costs are exclusive of the pump and above ground piping and appurtenances.
For the destruction of Well No. 18, the probable cost estimate is on the order of $50,000 to
80 000 under current Los Angeles County Department of Health Services (LACDHS) well
destruction guidelines.

RCS Recommended Option
It is our recommendation that a new well be installed to replace the existing well. This
recommendation is based on the following key factors with regard to the existing well:
o Well No. 18 has only a limited useful life, which may be no greater than 20 to 25
years.
o The well casing is old and shows signs of advanced wear (e.g., leaking casing joint
at 54 ft bgs).
o The well reportedly produces sand. There are no data on the concentration of sand
produced during testing. Thus, to mitigate the sand it may be necessary to install a
liner in the well.
o After rehabilitation, there is the possibility that perforation openings could enlarge,
resulting in yet increased sanding during pumping.
Funds expended on the rehabilitation of the existing well, with a questionable longevity of
operation, could be better used for the installation of a new well. However, our recommendation
does not consider any additional costs for above ground and below ground pipelines, structures
and other equipment that may be needed to place the new well into service. These costs must
also be considered and weighed against the alternative of using the existing infrastructure at
Well No. 18.

Concerning: Mass balance analysis and water quality review of Vernon Well# 18
The following report summarizes the mass balance analysis and water quality review of the data
collected at Vernon Well #18 on April 18", 2005. The sampling was performed by personnel of
General Pump and Pacific Surveys. The laboratory analysis was done by MWH Laboratories.
The following data was reviewed and analyzed by Leo Truttmann:
- Water Quality data from MWH Laboratories for a total of 8 samples taken at different
depths in the well.
- Flow rates from dynamic Spinner Log from Pacific Surveys.
- Static Spinner Log from Pacific Surveys produced April 15`h, 2005.
Introduction
The mass balance analysis is based on two sets of data: Spinner surveys must be performed
under pumping (dynamic) conditions, in order to determine the flowrates for different zones in
the well. The measured flowrates represent the water fluxes in the well as a function of depth.
From the spinner survey it is possible to determine flux rates for various zones in the well, shown
in table 2 under flowrates. The reported flowrates per intake zone represent water entering the
well at the given depth interval. In addition to spinner surveys, samples must be taken at various
depths and analyzed for selected water quality parameters. By combining water flowrates with
concentrations of constituents at various depths, it is possible to determine the concentrations of
certain parameters for water entering the well in specific zones.
A zone in this report describes the depth interval in the well between two sampling depths, and it
is not based on the geologic formations. The sampling depths were chosen based on the results
of the spinner survey.
Spinner survey
Dynamic Spinner survey
The dynamic spinner survey showed a total flowrate of 1519 gpm for the well. The largest
inflow into the well is in zone 1 (518 — 650 ft) with 913 gpm. The second largest inflow is in
zone 5 (960 — 1090 ft) with 279 gpm. The other zones contribute substantially less with the
lowest inflow in zone 6 (1090 — 1361 ft). (See table 2)
Static Spinner survey and Temperature Log
The static spinner survey combined with a temperature log showed a downward flow in the well.
The temperature gradient is very small between 525 and 1,030 ft, with an increase of only 1.8°F
(from 59.4 to 61.2°F). The temperature curve in combination with the static spinner log indicates
a downward flow of colder water from a depth of about 525 ft to a first outflow at 850 ft and a
second outflow at 1030 ft. At depths below 1,050 ft no static flow is observed: the spinner log
shows no difference between the upward and downward run, and the temperature log shows a
gradient of approximately 2.4°F/100 ft of depth.
Mass balance analysis
The measured concentrations at a specific depth reflect the concentration of selected water
quality parameter of all water flowing upward at this depth. Multiplying this concentration by
the water flowrate results in a mass flux rate at this depth. The difference of flux rates between
two sampling depths can be used to calculate the concentrations of specific parameters for water
flowing from the formation into the well in this zone.
1,2 Dichloroethane (DCA) figure 1)
The highest concentration for DCA was measured in the wellhead sample with 0.8 µg/l. The
measured concentrations gradually decrease with depth until no DCA is detected below a depth
of 830 ft. The detection limit for DCA is 0.5 µg/l, which is the same as the MCL (California
standard).
The calculated concentrations for DCA are 0.9 µg/l, 1.0 µg/l and 2.6 µg/1 for water entering in
zone 1 through 3. Zone 1 (518 — 650 ft) has the largest flowrate, which reflects that 70% of all
the DCA entering the well is coming from zone 1. Zone 2 and 3 contribute much less with 10%
and 20% of the total DCA flux, respectively.

Perchlorate figure 2)
The highest perchlorate concentration was measured in the wellhead sample with 18 µg/l, which
exceeds the newest Action Level in California by a factor of three (AL: 6.0 µg/l). The measured
perchlorate concentrations decrease significantly with depth, so that below 930 ft no perchlorate
was detected (detection limit 4.0 µg/l).
The calculated perchlorate concentration for water entering the well in different zones range
from 28.3 µg/1 for zone 4 (830 — 960 ft) to 17.7 µg/1 for zone 2 (650 — 720 ft). Because the
flowrate for zone 4 is rather small, this zone only contributes 7% to the overall perchlorate flux
in the well. By far the largest contribution comes from zone 1 (518 — 650 ft) with 79% if the
overall perchlorate flux, based on the fact that this zone is the largest production zone in the well.
Trichloroethylene (TCE) figure 3)
The concentration profile of TCE is comparable to the profiles for perchlorate and DCA. The
highest measured concentration is in the wellhead sample. With increasing depth the measured
concentration decreases to non -detect levels in the deepest zone. Detection limit for TCE is 0.5
µg/l. The MCL for TCE are 5.0 µg/1.
The highest calculated concentration is 5.4 µg/1 for zone 2 (650 — 720 ft). The calculated
concentration is somewhat lower for zone 1. In addition, the calculated concentrations gradually
decrease with increasing depth. Comparable to perchlorate and DCA the largest contribution of
TCE in this well comes from zone 1 with 69 % of the overall mass flux. Zone 2 contributes 13%
and the three lower zones combined are responsible for a total of 18%.
Iron and manganese figures 4 and 5)
The measured iron concentrations were highest at 720 and 1090 ft with 0.310 and 4.300 mg/l,
which in both cases exceed the MCL of 0.300 mg/l. The lowest concentration was measured in
the wellhead sample. The calculated concentrations show that the largest contribution comes
from the lowest zone (1090 — 1361 ft) with 60%. In addition zone 3 and 4 (720 — 960 ft)
contribute significantly to the overall iron flux in the well.
In the case of iron it has to be mentioned that the measured concentrations for the 650 ft and
650 ft duplicate sample differed significantly. The duplicate sample taken about half an hour
later only showed an iron concentration of 0.028 mg/l, which is 40% less than the concentration
measured in the 650 ft sample. This could indicate that in the case of iron, the measured
concentrations were not constant throughout the sampling period, which could explain some of
the large fluctuations in measured concentrations at the different depths.
The measured manganese concentrations increase gradually with depth, with only the sample
from 1090 ft exceeding the MCL of 0.050 mg/1. Except for the lowest zone, the calculated
concentrations were below the MCL level. The largest contribution for the overall manganese
flux comes from zone 5 and 6.

Discussion of selected water quality parameters
The measured concentrations of general water quality parameters showed expected values for
groundwater in this area (table 3). Parameters such as calcium, total hardness, total alkalinity,
and TDS show all similar trends. The highest concentrations were measured in the wellhead
sample, with gradually decreasing concentrations with increasing depth. The calculated
Langelier Index at different depths showed that the potential for scale formation (carbonate
scale) is greatest in the wellhead sample. The scale formation potential decreases somewhat with
increasing depth. In addition, the sulfate and calcium concentration are high enough in three
samples (Wellhead, 650 ft, 720 ft) to potentially form calcium sulfate scale.
Summary
It is important to note that the static spinner analysis revealed that there is downward flow in this
well from about 525 ft to a first outflow at 850 ft and a final outflow at around 1030 ft. The
measured and calculated concentration in the mass balance analysis show the highest measured
concentrations for 1,2-Dichloroethane (DCA), Trichloroethylene (TCE), and Perchlorate in the
upper zone(s), with gradually decreasing concentrations with depth. In addition, none of these
there contaminants were detected in the lowest zone, for which no static flow was observed.
This is an indication that the source for the DCA, TCE, and Perchlorate is likely to come from
the highest zone. However, the static downward flow in the well might have contributed to the
elevated concentrations of these constituents in the lower zones.
